The Texas House Public Education Committee is about to vote on Senate Bill 8 (SB 8), a bill that aims to create school voucher Education Savings Accounts (ESAs). While these vouchers may seem like an attractive proposition on the surface, it's important to understand the detrimental effects they could have on our schools.
No Accountability: Firstly, these vouchers lack any form of accountability. If passed, SB 8 would allow recipients of these ESAs to spend them on virtually anything they choose. This means that instead of your tax dollars being directed towards the betterment of our public schools, they could be spent on non-educational expenses, thereby reducing the overall quality and availability of educational resources in our district.
Vouchers Will Cause Higher Recapture Payments for Spring Branch ISD: Secondly, the introduction of these vouchers could significantly increase the "recapture payments" that Spring Branch ISD is already obligated to make. Recapture is a state policy that requires wealthier districts like ours to share their tax revenues with less affluent districts. If school vouchers lead to lower attendance in our schools, our district's wealth per student will increase, triggering a rise in our recapture payments. This means fewer funds for our local schools, leading to larger class sizes, fewer resources, and a decline in the quality of education we can offer.
