Created by former Police Chief and Mayor Lee P. Brown, Houston's Super Neighborhood program encourages residents of neighboring communities to work together and identify, prioritize and address needs and concerns of the broader community. Creating a manageable framework for community action allows the city to provide services more efficiently. Each council serves as a forum for residents and stake

holders to discuss issues impacting their super neighborhood, reach a consensus on projects and develop a super neighborhood action plan (SNAP) for community improvements. Neighborhood councils assist City Departments and City Council to work more effectively with neighborhoods, staying responsive to communities and delivering services and improvements promptly and courteously. To be effective, super neighborhood councils must reflect the largest possible number of residents and major stakeholders in that super neighborhood. The council must provide a public forum for all to participate and to achieve this goal, residents of individual communities must collaborate with their neighbors on issues that collectively concern them. Residents participate through homeowner's association or by forming a civic group or club with neighbors and/or other residents. Clark Park Community Listening Session

Join Houston Parks Board on Thursday, April 30 at 7 PM for the Community Listening Session for Clark Park during the Northside/Northline Super Neighborhood Meeting at Clark Park (9718 Clark Rd, Houston, TX 77076). The super neighborhood meeting begins at 7 PM and the presentation will begin at 7:30 PM.

CALL TO ORDER DATE: July 31, 2025 TIME: 7:00 PM In Person – Virtual: Helmers St. Baptist Church 7721 Helmers St. Houston TX 77022 Via Zoom 7:00 PM

I. Welcome and introductions – Pastor Deb Bonario-Martin

II. OLD BUSINESS Activation and Status Report – Pastor Deb Bonario-Martin We have created by-laws which have been submitted to the DON, held required meetings, and distributed the by-laws to stakeholders. The stakeholders have approved the by-laws. We are awaiting approval by COH/DON and the SN Alliance (the Alliance is on break for the summer and will resume meetings in September). This should be finalized by October.

III. NEW BUSINESS Nominating Committee Report – Committee members were Dora Campa, Carlos De Hoyos and Anna Chuter. Carlos reported on the committee’s activities and presented the slate of nominees to be considered at the October SN45 meeting.

The slate presented was: • President - Pastor Deb Bonario-Martin, Northtown Civic Association • Vice-President – Carlos De Hoyos, Melrose Civic Club • Secretary – Larin Pascal, Helms Estates and Anna Chuter, Northtown Civic Association • Treasurer - Donna Espadas, Melrose and Donna Viramontes, Helms Estates Pastor Deb asked if anyone in attendance would like to self-nominate for any of the 4 positions.

There were no self-nominations. There was a question (from Carol Kleiber) and subsequent discussion regarding Acting Officers/Interim Officers. There was a point of order made to return to the agenda and the discussion was tabled for attention at a later date.

Below are the minutes from our July stakeholders meeting and the agenda for the next meeting, which will be held October 30, 2025 at 7:00 pm.
