Honolulu Tenants Union Pushing back on abusive landlords, building tenant power, and fighting for housing as a human right!

This Tuesday, 1/13/26, we spoke with Mendoza, a current tenant of Union Plaza. Here, he tells us about a situation that occurred at Union Plaza earlier in the day. He and other tenants told us that unidentified “inspectors” with badges on lanyards showed up with police escorts to enter the building. Tenants of Union Plaza were not given any prior notice that there was going to be an “inspection” nor did they get permission from tenants to enter the building. Some tenants shared with us that they asked the inspectors to identify themselves and were not given an answer. Officers escorted these unidentified inspectors into the Union Plaza building and began knocking on tenants’ doors, insisting on being let into their units because they were “inspecting the building.” Some tenants recalled opening the door when the officers and inspectors knocked, and the inspectors and police officers walking into their units, demanding to let them “inspect” specific parts of their units. Mendoza shared that the inspectors and police did not share why or what they were inspecting the building for, despite being asked by tenants. He also said the police and inspectors did not have warrants with them to search the building. The tenants union is inquiring further about who these inspectors were and why they were there to investigate the building. Please stay tuned for more information and for any future calls to action. Aloha all! The Honolulu Tenants Union is requesting donations for mutual aid at Union Plaza, where tenants have been subjected to a disgusting campaign by slumlord Chad Waters to illegally evict them. In the process, tenants have not only been brutalized but their electricity has been turned off and they have been living in the dark building for 3 months. We are fundraising to provide a handful of power generators, a request made by tenants that enables them to live humanely within Union Plaza and continue building structure and community as tenants. Power generators are costly and we would be looking to support with multiple, for different floors currently inhabited. We are setting a goal of $1500 to start. Please consider supporting and if you are able to donate, Venmo for HoTU with the note “generators”.

Aloha all! The Honolulu Tenants Union is requesting donations for mutual aid at Union Plaza, where tenants have been subjected to a disgusting campaign by slumlord Chad Waters to illegally evict them. 🚨 TOMORROW, Dec 23rd, come continue to protest with us against the ongoing utility shut offs at Union Plaza and Chad Water’s cruel retaliatory evictions and intimidation of Union Plaza tenants! 🚨

We are continuing to protest because Union Plaza tenants deserve habitable housing and living conditions. Let’s continue to keep the pressure on Chad Waters and his associates! Don’t forget to bring a sign!

Honolulu Tenants Union and Union Plaza tenants were again in front of 1189 Waimanu this past Tuesday demanding justice for our siblings in Union Plaza who have been fighting for their lives in the dangerous and dehumanizing situation Chad Waters has put them in.

Tuesday the 9th and yesterday the 16th Union Plaza tenants and Tenants’ Union Members protested outside Chad Waters’ luxury apartments.

Waters continues to deprive the people at Union Plaza of electricity, last week he attempted to turn their water off, and was, for a period, impeding trash pick up. He has been trying to push these tenants out by forcing them to live in dehumanizing conditions.

Him and the rich like him, who are insistent on pricing us working people out of Hawaiʻi, sit in high-rises like his– with spas and hot tubs and personal gyms– while the struggle against them is carried out in the streets below.

We continue to demand justice and safety for our siblings in Union Plaza.

This video is intended to clear up any confusion regarding the situation at Union Plaza involving unlicensed security, hired by Chad Waters, who were illegally preventing tenants from entering their own homes. We rely on first-hand accounts, video evidence, and research of court documents, public records, and reliable news sources.

Thankfully the so-called "in-house management" has since been fired. However, a new threat looms as Chad Waters is now threatening to turn off the water to illegally displace tenants.

The Honolulu Tenants Union was created in 2019 by a group of renters who were frustrated with the lack of representation and solidarity among tenants on Oahu. Housing is a Human Right and that is a guarantee, not of “affordable housing” in giving already rich developers more tax breaks and money, but of quality housing for everyone. In working together to guarantee housing for everyone we can find solidarity and stand with each other. Everyone deserves a home.
