Press Release: Fatal E-Scooter Crash

On Saturday November 8, 2025 at approximately 12:54am, the Hampton Police Department received a 911 call reporting a person down on the ground in the area of Ashworth Ave and G Street.

Responding units found a male, unconscious and not breathing having appeared to have been involved in an accident with his e-scooter.

Hampton Fire and Rescue responded, and the male was declared deceased on scene.

This remains an active investigation and as such, limited information is available to the public at this time. The name of the victim will be released at a later time pending the notification of next of kin.

We are asking the public for their assistance by checking their home security cameras in the proximity of the crash for any footage of the area around the time of the incident.

High Sheriff Charles Massahos and the Rockingham County Sheriff's Office want to take a moment to recognize Officer Stephen Arkell.

11 years ago, Officer Arkell was fatally wounded responding to a domestic disturbance in Brentwood on 05-12-2014.

Officer Arkell was a pillar of his community, growing up in Brentwood and graduating from Exeter High School in 1984. Officer Arkell served as a part-time Police Officer for the town of Brentwood for 17 years.

Officer Arkell was also a husband and loving father as he is survived by his wife and 2 daughters.

In June of 2020, route 125 in Brentwood was renamed Officer Stephen Arkell Memorial Highway.

HAMPTON VETERANS- if you have not already done so, remember to apply for your property tax credit (home owners) at the Assessors office by April 15th. Hampton offers $750 off your tax bill, if 100% fully disabled you receive an additional $4000 off your tax bill.
Documents needed-DD214 (honorable discharge), Form PA-29, if disabled your current benefits letter stating you are 100% disabled due to service connected injuries.
If you are already receiving the benefit, there is nothing you need to do.
