A puppy named Singer was found beaten and dumped on S. Jackson St. last week with a skull fracture, multiple leg fractures and bleeding in her eye.

Now, Scott Hagan and Hagan Properties are offering a $20,000 reward for information leading to an arrest and conviction.

THE LINK IS EVERYWHERE — AND PREVENTION SHOULD NOT DEPEND ON SPECIES.

First and most importantly: thank goodness these children were found and safely rescued. No child should ever be left in a vehicle where heat can quickly turn a dangerous situation into a tragedy.

This story is about children, and we do not want to diminish the seriousness of what happened to them in any way.

But it also illustrates a larger principle that Kentucky Animal Action believes deeply:

When a vulnerable, sentient being is trapped in a dangerous situation and unable to save themselves, our goal should be simple — prevent the suffering. Prevent the injury. Prevent the death.

That is true for a child.
That is true for an elderly, incapacitated person or other vulnerable life.
And yes, that is also true for an animal.

A hot car does not distinguish between species. Heat causes suffering. Heat causes organ damage. Heat kills.

And Kentucky’s legislative history on this issue is particularly frustrating.

Kentucky passed its Look Before You Lock Act in 2016, protecting a person from civil liability for vehicle damage when rescuing a minor in imminent danger.

Animal protections were pursued alongside that effort, but they did not become law.

And lawmakers haven’t simply been asked once and forgotten about it.

For ROUGHLY A DECADE, animal hot-car rescue legislation has been introduced and reintroduced in Kentucky — sometimes through multiple versions in the same legislative session.

At least nine different Kentucky legislative sessions have included efforts to provide protections for people rescuing animals from dangerous vehicles.

Some versions have moved farther than others. Some have been included within broader animal-welfare legislation. Some sessions have seen multiple versions introduced.

But after roughly a decade of trying, Kentucky still has not put this protection for animals into state law.

In fact, the 2026 legislation proposed something remarkably straightforward: amend Kentucky’s existing hot-car rescue law so that where it currently protects someone rescuing a minor, it would also protect someone rescuing a domestic animal in danger.

It STILL DID NOT PASS.

At some point, we have to ask ourselves: why is this so difficult?

We believe Kentucky first has to reach the point culturally where protecting vulnerable beings from preventable suffering is simply something we agree is the right thing to do.

The mindset has to change.

Then the law has to follow.

Kentuckians should feel empowered to come to the aid of a vulnerable being facing imminent danger, whether that being has two legs or four.

Because this is not about comparing the value of a child to the value of an animal. It isn’t a competition, and it should never be framed as one.

It is about prevention.

It is about recognizing danger when we see it and preventing suffering when we have the ability to do so.

No living, breathing, thinking, feeling being capable of suffering should be knowingly left to suffer or die in a dangerously hot vehicle.

We are profoundly grateful these children are safe.

And we hope their rescue reminds all of us why prevention matters — and why Kentucky must continue working toward laws that protect all vulnerable beings from preventable suffering.

Compassion is not a limited resource. Protecting animals does not diminish our concern for people, and protecting people does not require us to ignore the suffering of animals.

We can — and should — do both.

— July 30, 2026 — Kentucky Animal Action (KAA) presented Senator Julie Raque Adams with its Animal Action Hero Award in recognition of her longstanding leadership in advancing animal welfare, protecting Kentucky's most vulnerable citizens, and championing those who cannot advocate for themselves.

Senator Adams has been one of Kentucky Animal Action’s strongest legislative partners. She has sponsored and supported numerous animal welfare bills and has consistently worked alongside advocates to strengthen protections for animals throughout the Commonwealth.
Senator Adams has also been a leader in raising awareness of The Link—the well-established connection between animal cruelty and child abuse, domestic violence, elder abuse, and other forms of family and community violence. Kentucky Animal Action believes that safer communities begin by protecting the most vulnerable, regardless of age or species.
"Senator Adams has stood with us through some of Kentucky's toughest animal welfare battles,
" said Mychell Lawson, Founder of Kentucky Animal Action.
"She understands that protecting animals and protecting people
are deeply connected. Whether she's advocating for animal welfare, child protection, mental health, individuals with disabilities, or Kentucky families, she leads with compassion, courage, and integrity."

Kentucky Animal Action's commitment to The Link is strengthened through the leadership of Joye Keeley,
Founder of the Kentucky Link Coalition and a member of Kentucky Animal Action's Board of Directors. Keeley
has spent decades educating Kentucky's law enforcement, child protection professionals, prosecutors, and advocates about the relationship between animal cruelty and interpersonal violence.

Beyond her legislative accomplishments, Senator Adams is known for quietly supporting local rescue
organizations and community animal welfare efforts through donations, volunteerism, and countless acts of kindness.
"Julie Raque Adams doesn't just support animal welfare in Frankfort—she lives it every day," Lawson said.
"She has been a steadfast friend to Kentucky Animal Action, a trusted partner in our legislative work, and
a champion for those who cannot speak for themselves. We are proud to recognize her with this award."
