Community Action Kentucky Community Action Kentucky is the statewide association representing and supporting all 23 Community Action agencies across Kentucky.

Collectively, we work to empower individuals and families to attain greater economic stability and long-term success. Community Action changes people’s lives, embodies the spirit of hope, improves communities, and makes America a better place to live. We care about the entire community, and we are dedicated to helping people help themselves and each other. With outreach offices in all 120 Kentucky

counties, Community Action agencies provide life-changing resources to support a wide array of service areas, including food security, transportation, home energy, early childhood education, senior support, emergency services, housing, workforce development, family advocacy and more.

I CAN break the cycle of poverty because of Community Action.

Growing up in Bell County, Amanda Fleming faced the kind of instability that too often defines life for families in rural Appalachia. Surrounded by economic hardship and loss at a young age, she learned early what it meant to persevere—but opportunity was never guaranteed.

Amanda was first connected to Bell‑Whitley Community Action Agency, Inc. as a child through the Head Start program. After losing both parents, she was raised by her grandmother, who worked tirelessly to care for Amanda and her sisters while navigating constant financial strain. Over the years, Bell‑Whitley continued to be a source of support—assisting with home energy needs through LIHEAP and later helping Amanda access employment services during high school through the WIOA In‑School Youth Program.

With encouragement and guidance, Amanda earned a CSBG scholarship and enrolled at Southeast Kentucky Community and Technical College. While working through a WIOA program at a local pharmacy, she discovered her passion for becoming a licensed pharmacist.

Recognizing the need for stability, Amanda took the steps necessary to qualify for homeownership through Bell‑Whitley’s housing program. Not long after, she became a first‑time homeowner—laying the foundation for independence while continuing her education.

Amanda went on to attend pharmacy school at South College, overcoming academic and personal challenges along the way. Today, she is a licensed pharmacist working in Kentucky, achieving goals that once felt out of reach.

Her story reflects what is possible when determination meets opportunity. Through sustained support, guidance, and access to resources, Community Action helps individuals build lasting stability and success.

I CAN rebuild after loss because of Community Action.

After experiencing a devastating house fire in Michigan, the Watts family lost nearly everything they had built. Forced to leave their home and start over in a new state, they arrived in Beattyville facing uncertainty, limited resources, and the challenge of meeting even the most basic needs.

Soon after arriving, the family was connected to Middle Kentucky Community Action. From the moment they walked through the doors, staff worked alongside them to create a path forward. Housing quickly became the top priority. Through coordinated efforts with the American Red Cross, the Lee County Judge Executive, and the Lee County Fiscal Court, the family was first placed in temporary housing and then secured an apartment at Beattyville Manor.

With stability beginning to take shape, additional supports followed. Middle Kentucky Community Action helped meet immediate needs through food and clothing assistance and connected both parents to workforce services. Through the Workforce Innovation and Opportunity Act (WIOA) program, Mr. and Mrs. Watts worked one‑on‑one with a career advisor and secured employment at Lion Apparel, earning a stable wage that allows them to support their family.

As the family continues to rebuild, their children will begin the school year enrolled in the Head Start program, and Middle Kentucky Community Action will remain engaged—providing ongoing support, follow‑ups, and guidance as the family moves toward long‑term stability. Mrs. Watts also plans to return to school in the future, with continued support from Community Action.

This story reflects how Community Action helps families recover, rebuild, and move forward—turning crisis into opportunity and uncertainty into a foundation for a stronger future.

I CAN start my future because of Community Action.

Before graduating high school, Elyjah was already determined to take charge of his future. Like many young people, he knew where he wanted to go but needed the opportunity and support to get there.

Through KCEOC’s Kentucky Career Center JobSight, Elyjah gained real‑world work experience while still in school. He worked with the KCEOC Summer Food Service Program and later at the Corbin Public Library, building valuable skills that prepared him for the next step.

With hands‑on experience and growing confidence, Elyjah graduated high school and headed to college on a full scholarship; becoming the first in his family to attend.

His journey shows how early career exposure, guidance, and community support can open doors. By helping young people discover opportunities and build confidence, Community Action is investing in stronger futures—for individuals, families, and communities.

I CAN live in comfort because of Community Action.

A homeowner in Shelby County was struggling to keep their all‑electric home comfortable and affordable. High energy bills and uneven temperatures made colder months especially difficult, creating ongoing stress and uncertainty.

Through Multi‑Purpose Community Action’s Weatherization Program, the home received critical energy‑efficiency upgrades designed to improve comfort and reduce costs. The outdated heating system was replaced with a high‑efficiency heat pump, and crews added insulation in the attic and walls to help the home retain heat in the winter and stay cooler in the summer.

Technicians also completed comprehensive air sealing to reduce drafts and prevent conditioned air from escaping. Energy‑efficient lighting was installed throughout the home to further reduce electricity use.

Together, these improvements made an immediate and noticeable difference. The homeowner now experiences more consistent temperatures in every room and can expect lower monthly utility costs moving forward.

This story reflects how Community Action helps households create safer, healthier, and more energy‑efficient homes.

I CAN support aging at home because of Community Action.

Through the Senior Companion Program at Community Action of Southern Kentucky, volunteers like Shelley are helping seniors remain safe, connected, and supported in their own homes.

Shelley currently visits Mrs. Juanita, providing critical respite care that allows Juanita’s family members to continue working with peace of mind, knowing their loved one is not alone.

During each visit, Shelley and Mrs. Juanita spend time watching westerns, looking through old photographs, and sharing stories from Juanita’s life. These moments of connection bring comfort while also offering meaningful companionship.

For Shelley, the experience is equally impactful. Through listening and conversation, she has learned about history, resilience, and the importance of meeting people where they are.

Research shows that regular social engagement and storytelling help older adults remain more alert, connected, and engaged, reinforcing the importance of programs like Senior Companion.

This work highlights how Community Action strengthens families and empowers seniors to age with dignity and support at home.

The Senior Companion Program is funded by AmeriCorps Seniors.
