STARR Resiliency Agency Mrs. Octavia Reed, a retired Army Veteran and graduate of The University of Oklahoma, has a passion for kids and a heart to serve and help others.

STARR Resiliency Agency is a Not For Profit organization formed in 2016 with the goals and objectives of providing assistance to Children and Families in need of Foster Care services. Upon retirement from the Army, Octavia chose to continue her selfless service to the community by establishing the nonprofit organization, STARR Resiliency Agency in September 2016. Her vision for STARR is to achieve

permanency and stability in children, and young adults aging out of the foster care system by providing wrap-around services; to include trauma informed care, therapeutic interventions, and life-readiness skills through community support and services. STARR will also provide other resources as needed to assist, provide and uplift our community. We plan to partner with other nonprofit agencies, civic groups, social service agencies and others to achieve our mission. Our programs and services will occur at various sites throughout Texas.
