Make enough noise that they investigate just to get you to be quiet.
The least that can happen is your were wrong. At best, you have saved an animal from abuse.

Abuse is unacceptable on any level.
My goal is to remove ALL abuse from LaSalle County first then start on the rest of the world.
Nobody, I don't care who you are, should ignore signs of violence.
Become part of the solution not compounding the problem. Just because this has been "acceptable behavior" in generations past. It wasn't acceptable then and it still isn't acceptable.
