On March 27, 2025, President Trump signed an executive order entitled Exclusions from Federal Labor-Management Relations Programs. This order invoked the President’s authority under 5 U.S.C § 7103(b)(1) and 22 U.S.C. § 4103(b) to exempt certain agencies and agency subdivisions from the provisions of the Federal Service Labor-Management Relations Statute and the Foreign Service Labor-Management Relations Statute (collectively, the FSLMRS)1.
The affected entities include the Departments of Defense, State, Treasury (excluding the Bureau of Engraving and Printing), Veterans Affairs, and Justice (with exceptions), as well as various subdivisions of the Department of Homeland Security.
This executive order terminated the collection of dues through agency payroll systems, prompting Federal Managers Association (FMA) to seek congressional assistance for a temporary solution.
As of April 2025, dues collection ceased, and the FMA is working on establishing a new system for central dues collection
FMA is actively advocating for the rights of federal employees during this challenging transition.
