"SUMMARY
Scouts and their parents expect all Scouting America activities to be conducted safely. To ensure the safety of participants, Scouting America expects leaders to use the four points of SAFE when delivering the Scouting program.
GENERAL INFORMATION
S = Supervision
Youth are supervised by qualified and trustworthy adults who set the example for safety.
Only adult leaders who consent can receive pies in the face.
Only one person can receive a pie in the face at a time.
People getting pied must wear well-fitting eye protection such as swimming goggles or safety goggles.
People getting pied must not be allergic to their designated pie ingredients.
Minimal force must be used to prevent injury. For example, use a two-hand method to ensure full control and to control the amount of force of the pie.
Be ready to step in and correct any unsafe behaviors.
A = Assessment
Activities are assessed for risks during planning. Leaders have reviewed applicable program guidance or standards and have verified the activity is not prohibited. Risk avoidance or mitigation is incorporated into the activity.
Pies must consist only of whipped cream in a disposable aluminum pie tin or on a paper plate. If the recipient has a dairy allergy, then a non-dairy whipped cream substitute or non-mentholated shaving cream should be used.
Ensure walking surfaces do not become slippery or hazardous.
All pies are prepared so that they do not present any additional hazards to people getting pied, such as pie plates with sharp or hard edges.
All personnel are willing participants, and pie applications are done in a manner to prevent injury to the person getting pied.
F = Fitness and Skill
Participants’ Annual Health and Medical Records are reviewed, and leaders have confirmed that prerequisite fitness and skill levels exist for participants to take part safely.
Demonstrate proper pie application, ensuring pies are not thrown but placed on the person getting pied to prevent injury.
Ensure personnel applying pies can do so using minimal force to prevent injury and that pies are not thrown.
E = Equipment and Environment
Safe and appropriately sized equipment, courses, camps, campsites, trails, or playing fields are used properly. Leaders periodically check gear use and the environment for changing conditions that could affect safety.
Person being pied must be sitting to reduce risk of falling.
Ensure pies only use pie plates/containers that are flexible, lightweight and have no sharp edges. A disposable aluminum pie tin or paper plate is ideal. Do NOT use glass or ceramic pie plates.
Ensure there are personnel ready to help pie-faced personnel remove pie remnants.
Have a first-aid kit and means to flush eyes with water readily available."
