Rental RIP OFF: This morning I spoke with a renter who had tried to rent from a property manager who manages properties for assorted landlords on both sides of the Mississippi. The property manager reportedly requested a non-refundable deposit for a rental that was to be repaired and available for occupancy May 1st. May first arrived and the rental still had not been repaired. No lease agreement had been signed. The renter notified the property manager that they would not move in until the agreed upon repairs were completed. The property manager then offered the property to another applicant. The original renter notified the property manager that they expected their deposit to be returned. The property manager said that they had discussed it with the owner and the owner offered to return half of the deposit. The renter accepted. What went wrong here or rather how many things got off track here to result in a good faith rental applicant losing half their deposit without ever having lived in the property? Thoughts?
