The mission of Americans for Safe Access (ASA) is to ensure safe and legal access to cannabis (ma*****na) for therapeutic use and research. ASA was founded in 2002, by medical cannabis patient Steph Sherer, as a vehicle for patients to advocate for the acceptance of cannabis as medicine. International, federal, and state laws and regulations recognized cannabis as a legal medicine. Medical professionals recommend medical cannabis options as a frontline treatment option or an adjunct therapy. Patients and their caregivers have the information they need to make educated choices about medical cannabis therapies. Patients and medical professionals can incorporate a diverse group of products and delivery methods to create the required personalized treatment regimen. Patients can trust labels on products and that medicines are free of pesticides and contaminants.

"The Executive Order directs the Attorney General to expedite the process of rescheduling ma*****na to Schedule III under the Controlled Substances Act, instructs the White House to work with Congress on access to full-spectrum CBD products, and calls on the Department of Health and Human Services (HHS) to develop research models using real-world evidence to inform standards of care. Contact Greg Abbott in support of HB 46 and the expansion of the TCUP, our medical cannabis program!

House Bill 46 by Rep. Ken King, R-Canadian, which had seven amendments, will allow patients in the state’s medical ma*****na program to use products like cannabis patches, lotions, and prescribed inhalers and va**ng devices. The House already approved the bill 122-21 earlier this month, and the Senate gave it unanimous approval Tuesday.

House Bill 46, which awaits Gov. Greg Abbott’s approval, would include more patients with chronic pain and allow for prescribed vaporized and aerosol products.

“House Bill 46 would expand the state's Compassionate-Use Program, which allows ma*****na for medicinal purposes”.

On Tuesday, the bill passed on a 122-21 vote.

House Bill 46 would allow Texas veterans and expand medical conditions that qualify for the Texas' medical ma*****na program.

SB 1505 is scheduled for a hearing on Monday, March 3, 2025.

While this bill aims to expand the Compassionate Use Program, it still heavily restricts access for both patients and providers.

Contact your senators and urge them to support real expansion that prioritizes patient needs over corporate interests!

Senate Bill 1505, introduced by Senator Charles Perry, proposes changes to Texas's Compassionate Use Program.

However, despite being labeled as an expansion, it remains highly restrictive, favoring big-money interests while leaving patients with limited options.

Key Provisions & Limitations:
• Severely limits competition by capping the number of licenses at only six statewide, ensuring only well-funded corporations can participate.

• Restricts patient relief by capping individual doses at 5mg THC, which is too low for many patients requiring higher doses for effective symptom management.

• Maintains strict product limits by restricting package sizes to 300mg THC, making treatment unnecessarily costly and inconvenient.

• Fails to include new qualifying conditions—no new conditions will be considered for at least four more years, leaving many patients without legal access to treatment.

Why This Matters
While SB 1505 makes minor improvements, it ultimately reinforces a monopoly-driven system that limits affordability, access, and innovation in medical cannabis treatment.

Patients deserve a truly patient-centered program—one that increases access, allows more competition, and recognizes that treatment should be determined by doctors, not arbitrary THC limits.

Take Action!
Call your senators and demand REAL expansion—one that prioritizes patients over profits!

Tell them to support policies that:
✅ Remove artificial license caps to allow fair competition.
✅ Allow doctors—not lawmakers—to determine appropriate THC levels for patients.
✅ Expand the list of qualifying conditions so more Texans can access life-changing treatment.

Our Chapter Values

Our chapter board is made up of advocates, medical professionals, patients and caretakers. We advocate for our current medical cannabis program in Texas, the Texas Compassionate Use Program(TCUP), and we help to bring our all inclusive values to this program. Many patients have been left behind and we are here to help give those patients a voice so Texans can have a successful program that serves all patients, not just a select few.

After the approval of HB1325 we want to assure Texan residents understand the Texas Compassionate Use Program and, if need be, become patients with access to safe medicine.

ASA was founded in 2002, by medical cannabis patient Steph Sherer, as a vehicle for patients to advocate for the acceptance of cannabis as medicine. With over 100,000 active members in all 50 states, ASA is the largest national member-based organization of patients, medical professionals, scientists and concerned citizens promoting safe and legal access to cannabis for therapeutic use and research. Texans for Safe Access obtained its 501c3 non profit status in July 2019 opening the way for patient advocacy in the State.

On the national stage, ASA works to overcome political, social and legal barriers by creating policies that improve access to medical cannabis for patients and researchers through legislation, education, litigation, research, grassroots empowerment, advocacy and services for patients, governments, medical professionals, and medical cannabis providers.
