On our way to Secxtor 7 yesterday, traffic was horrific and a car stopped to let us make our turn. A motorcycle sweeps fast through us, and another tricycle followed suit. We were frustrated, but the driver of that black car just stood there, waiting for us to have our turn. I waved at him and he smiled back. Respectul people like him in Tarlac City makes me feel the void that my heart has when the impertinent drivers just swoop by, claiming the road as theirs. There is no enforcement in the City, and most lights are not workking. I wrote a letter to the Mayor's Office and their legal counsel responded with the plans the local government has to improve the traffic condition in the City. I mentioned Vigan as a very orderly road, with some cops you see hovering around to watch the flow. We have cops here, but you don;t see them on the roads. There are traffic enforcers, but you don't see them reprimanding violators. They just stand there looking. I am not an enforcer, but I see all the parking signs with "NO PARKING HERE" full of tricyles and motorcycles, and the other vehidles could not go through quickly because all of them have to wait for the roads to clear up. The worst part is the intersection at San Nicolas by Jollibee where the traffic light has not been operational for almost two to three years. The vehicles fight against one another, and you hold your breah while praying you don't meet an accident with the kings of the road.
Facebook has blocked me for my negative posts, but come to think of it - if VIgan can maintain their streets in proper order, why caqn't Tarlac City do it? Here's the proof -

We envy these guys who were able to sponsor a school van for the children of Oro, Dapitan. Now, they don't have to be absent or late for school when it is raining - and they don't have to walk long hours just to go to school. Perhaps, some of my friends in Texas who came from Dapitan will be inspired to group together to send some help to this public school. They need our help. Our hands are full supporting Tarlac, so Roscon Foundation would not be able to reach out to them. But the others could. Please open your hearts, dear friends!!!!

Working with Zumba instructors to promote health within our community in Balibago Primero, Tarlac City. Zin Joy Honor and Coach Josephine Apolto will coordinate in conducting the zumba session at Balibago Primero Integrated School, leading the mothers of the Barangay and the teachers of the public school to promote halth through exercise in the community. Ann Cutero is the treasurer of Roscon Organiztion Pilipinas, Inc., and the wife of our president, Edison Cutero. ROPI is a subsidiary of Roscon Foundation, Inc., a public charity based in Gtand Prairie, Texas. This is the irst activity of this NGO for the 2nd quarter of 2026. BPIS is the primary beneficiaty of ROPI in the Philippines. The active princiapl and teachers of BPIS is inviting residents of Balibago to join the Zumbrigada Eskwelaof the school. Come and sweat it out!!!!

When Randy and I decied to retire in the Philippines, we had three cities to choose from - Cebu City, Mabalacat Pampanga, and Tarlac City. We chose the city where I was born and raised, simply because I want to be near my two siblings in the City. But over the eyars we lived here, the Pros won over the Cons and we found out how good it is to retire in a place where the cost of living is lower, your relatives are closer to you, and you gain a lot of respectable, honest to goodness friends!!! Here is our present home, and when you visit the Philippienes - come by and see Tarlac City, and be friends with the growing Expats Group who loved staying here for good.

I was surprised to see Otto Tabamo at Donang's party. I forgot that they could be friends. I walked over to introduce myself, telling him that his Mom, Dr. Cristeta Tabamo, was ny grandmother's first cousin. That makes him my uncle! He seemed baffled. When Nanay got sick when we were in high school, I would sit by the hallway and watch him walking around. I had a crush on him then. My mother told me that's stupid because we are close relatives. But the real block was that they were up there and we were beneath them. Money always counts in relationships. But I was pleased with his wife. She's so friendly and nice. I could not help liking her to be a friend!

Introducing the Intern of Roscon Organozation Pilipinas, Inc. (ROPI), a subsidiary of ROSCON FOUNDATION, INC., in Tarlac City, Region III, for 2025-+2026. If her internship becomes successful, she will be the first scholar of ROPI qualified to enroll at the Tarlac State University as a Scholar commencing 2026 schoolyear. She was highly recommended by one of the teaching faculty of Balibago Primero Integrated School, who knows her personally and conveyed Arnie's intent to learn financial administration and domestic management for future academics. She will be trained under the supervision of President Edison Cutero and Chairman Carolina C. Smith, to be supported by Corporate Secretary Gerladine Tamayo of Victoria, Tarlac.
