Lakewood Conservation District Expansion A group of neighbors in Lakewood is working with the City of Dallas on the process of enlarging the Lakewood Conservation District boundaries.

The goals of expanding the Lakewood Conservation District are to preserve the architectural characteristics of our neighborhood & prevent the furthering of architecture which diminishes the historic value of our neighborhood. The original Lakewood Conservation District, which was formed in 1988, only covers a portion of Lakewood and hundreds of the original homes on Lakewood, Lakeshore, Avalon, To

kalon and Westlake are not protected. The current conservation district starts at Abrams and does not extend east of Brendenwood or Copperfield. To move forward, we need the signatures of 58% of the neighbors in the proposed expansion area, agreeing to hold public, neighborhood meetings with the City to discuss a potential ordinance. A neighbor volunteer will be coming to your door soon to provide information and request your support by signing a petition. By signing the petition, you are not agreeing to any particular standards or ordinance...you are only agreeing that the City should hold a series of public meetings to discuss the views of the neighborhood as it relates to development standards. The goal is not to stop new construction or remodels, but simply to ensure that projects blend in with the original neighborhood character and to prevent the furthering of architecture which diminishes the historic importance and value of our neighborhood. We have all seen this starting close by, and the construction has ramped up in recent months. If we are going to preserve the character of our area of Lakewood, we must do something now, as many of our wonderful homes approach their Centennial! Let's save the charming vintage feel of our blocks for generations to come.

Thank you Dallas City Council District 9 Councilwoman Blackmon for recognizing our neighborhood efforts and the importance of preserving the character of Lakewood. The unanimous vote from Council and many supportive comments shared by the Councilmembers made it clear that neighborhoods like ours are important to the City of Dallas!

Please see below for a statement from Councilwoman Blackmon regarding the passage of item Z14 - Consideration for the proposal to expand the CD2 Lakewood Conservation District:

"Today, the Dallas City Council unanimously approved the expansion of CD 2 with modifications to the boundary line. The updated map can be seen down below. CD 2 is one of the City of Dallas’s first conservation districts and its expansion is the result of a neighborhood-led process. Today’s decisive action will protect the unique character of the neighborhood and many of its original structures by known architects like Clifford Hutsell. It is important to note that neighbors who are currently in the process of renovating or making changes to their properties will be allowed to complete the work under current permits. As the wife of an architect, I feel it’s important to protect the integrity of the neighborhood for generations to come while acknowledging that in Texas we have private property rights. I appreciate everyone’s feedback on this item."

Reply forms for City Council starting hitting mailboxes today. Keep an eye out for yours if you are in the expansion area plus a 200' radius. We will pick it up from your porch and hand deliver to City Council. Just send us a message. If you already returned your form prior to City Plan Commission, it does not need to be returned again. City Council meeting is 2/26.

DMN explains the benefits of historic & conservation districts, as well as the differences between the two.
In a CD..."It’s more about creating (or maintaining) a compatible design, one that harmonizes with the neighborhood, and newer building materials can often be used."

🗣️ Attention Lakewood Neighbors in CD2 area! 🏡

We need to hear from you! Councilwoman Blackmon would like for you to reach out and share your feedback for the CD2 proposal to expand the Lakewood Conservation District. This neighborhood-initiated process to expand the boundary of the existing CD2 will include developmental and architectural regulations intended to maintain the character of the area and ensure that any remodeling of existing homes and all new construction in the area being considered will be compatible with the original homes in the district. It is important to note that the proposed expansion will not change the regulations for any home located within the existing CD2, which was originally established in 1988.

The attached map displays the revised expansion boundary area (shown with a dashed line) that was passed by the City Plan and Zoning Commission on Thursday, November 21st, 2024.

UPDATE: The draft ordinance, as unanimously approved by City Plan Commission, is expected to be reviewed by City Council in the next few weeks. Mailers will go out to neighbors in the expansion area and surrounding 200ft radius prior to the Council meeting. Stay tuned for specific dates once timing is confirmed by the City. The vote by Council is the final step in this process.
