When Congress debated and passed Republican health care cuts last year, advocates warned the results would be deadly — that cutting $1 trillion from the health care system would leave states with no good options.

Now, as states finalize their Fiscal Year 2027 budgets, the evidence is rolling in and the advocates were right - the consequences are landing hard on patients and families.

We're tracking every state budget as it is finalized, and the pattern is already clear: less money for patient care, more administrative burden for the people who need coverage most.

Thank you Manchester! Our coalition held another NH Medicaid Community Conversation on Monday in Manchester at the New Hampshire Food Bank. We are grateful to the community members that came out to learn more about the changes that are unfolding and whom that is likely to impact.

We heard your concerns and important questions about the implementation of changes to Medicaid here in NH. We recognize that adequate access to health care across the state is a huge already an issue, and that these new barriers create more confusion and anxiety.

The event included powerful statements about the vital role of Medicaid in NH from Tom Blonski of Catholic Charities NH, Deb Fournier of UNH Institute of Health Policy & Practice, Kris McCracken of Amoskeag Health, and Kristine Stoddard of Bi-State Primary Care Association.

Without this coverage, more people won’t get the help they need until they end up in crisis. Access gaps will widen. Uncompensated care will put an even greater burden on the system, sending us backwards.

This Mental Health Awareness Month, we can’t just celebrate our progress. We need to protect it."

Our coalition member, New Hampshire Hospital Association's President Steve Ahnen reminds us in a recent op-ed that healing happens every day in the heart of our communities.

But that healing depends on stable funding — and our coalition is concerned that a fiscal cliff is coming.

The Medicaid Enhancement Tax (MET) is NH's 4th-largest source of state tax revenue, generating ~$348M in 2025. Combined with federal matching dollars, it funds more than 27% of all Medicaid spending in New Hampshire. Starting in October 2028, new federal caps will force NH to reduce the MET rate — putting up to $1 BILLION in state revenue and $2+ BILLION in total Medicaid funding at risk over the next decade.

Our community hospitals depend on this critical funding to keep their doors open.
