Update: We are thrilled to share that on Thursday evening, the NH Senate Health and Human Services Committee voted 5-0 to find this bill inexpedient to legislate. It will now go to the full Senate on the consent calendar, a list of bills that the committee has recommended should not move forward, and that the full Senate typically approves without debate. This means the bill is very likely to be defeated when the full Senate votes. We are deeply grateful to everyone who signed in to oppose this bill and took the time to write to the Senate committee, and to those who testified at the hearing. Your voices made a difference! Action Needed: Oppose NH HB 1706 — NH Refugee Resettlement Repeal

A bill that would end New Hampshire's refugee resettlement program is now before the Senate Health and Human Services Committee, with a public hearing this Wednesday, April 1. We need your help to stop it.

This bill would hurt Overcomers and the other resettlement and refugee support agencies across NH. Most importantly, it would hurt families who were invited to the US to build a better life after years of displacement from their home countries.

These families are already navigating enormous challenges under current federal policies. This bill sends yet another painful message that they are not welcome here — and we can't let that happen.

What this bill does: ❌ Ends NH's refugee resettlement program entirely ❌ Closes the state office that coordinates services for refugee families ❌ Rejects $4.5 million in federal funding NH is already entitled to receive — at no cost to the state

Key facts: ✅ This program costs NH nothing — it is 100% federally funded ✅ Refugees undergo one of the most rigorous vetting processes of anyone entering the US ✅ Refugee families contribute to local economies, fill workforce gaps, and strengthen our communities ✅ The bill passed the House by only 6 votes (170–164) — the Senate can still stop it ✅ Even 8 House Republicans voted against it — opposition crosses party lines

We are grateful to introduce our new volunteer and outreach coordinator, Grace Walker. Grace will be handling all things to do with volunteer outreach, training, etc. She graduated from Amherst College in 2024, and spent much of 2024-2025 as the Amherst Fellow at Doshisha University in Kyoto, Japan. There, she acted as an ESL tutor, research/teaching assistant, and English conversation partner for both students and staff. She is passionate about community outreach and engagement, and has experience in events organizing, diversity programming, and volunteering at other nonprofit organizations around New Hampshire such as the Concord Multicultural Festival, New Hampshire Film Festival, and Red River Theatres. We are very happy to have her with us.

Our Story

Overcomers Support Services was inspired by the experience of its Executive Director, Clement Kigugu, who is also the Pastor of the Overcomers Church of God.

Mr. Kigugu previously worked as a caseworker for a New Hampshire resettlement agency, helping new Americans with the many needs and issues that arise during post-resettlement. He then became an employment specialist providing new Americans with pre-employment counseling and post-employment support and assistance.

New Americans knew Mr. Kigugu as a source of support, so they began coming to church with applications for services, utility bills, and other mail items, asking for assistance and counseling. Soon, more and more people, even non-church members, were coming to the Overcomers Church of God to ask Pastor Clement for assistance.

In 2013, Overcomers Support Services (OSS) was established to address these needs. OSS covers the gap in services provided by existing resettlement agencies, helping new Americans from African and other areas to successfully adapt to their new homes here in New Hampshire. Additionally, OSS helps new Americans overcome the pains of war, famine, and social abuse by providing recovery support services. OSS staff speak several languages, and are familiar with the cultures of origin of the people they serve, as well as American culture, ensuring that all new Americans have a safe place to go and feel comfortable asking for help.
