An Ethics Primer for the Circular 230 Practitioner (2 CE)

Course Description: This 2.0 CE course approaches ethics conceptually, asks participants to consider the prism they use when considering their own ethical practices, and then uses Circular 230 and actions the Office of Professional Responsibility has taken against practitioners suspected of unethical behavior. Some hypotheticals will be used. Participants are encouraged to bring issues they would like to workshop as a group.
Speaker Bio: Bob Kerr has spent his entire three-decade career in tax administration. During a dozen years at IRS, he held a variety of positions both in the agency’s Washington, DC headquarters and in its Chicago, IL district office. While in the Service’s artificial intelligence labs, he led two nationwide electronic filing pilot programs and he counts among his accomplishments the first internet-filed income tax returns and the creation of the accompanying Form 8453-OL.
He also served in a professional staff position on the U.S. Senate Finance Committee, where he helped Senator Grassley provide IRS oversight on issues ranging from private debt collection to relocation expenses. His experience with the National Association of Enrolled Agents and H&R Block provides him a unique tax professional perspective. He served as NAEA’s chief advocate for more than a decade, acted as primary spokesman to both tax and general media, founded its political action committee, and subsequently served as the association’s head of office.
Bob is an enrolled agent who recently launched his own firm, Kerr Consulting LLC, to bring to the table significant public sector, trade association, and private sector experience in tax administration, tax policy, and public policy. The firm allows him to serve as a thought partner to his individual clients while also pursuing a long-held interest in public speaking. To that end, he welcomes invitations to speak and/or provide CE to tax professionals.
