CAER CAER (Community Awareness & Emergency Response) CAER Central is located within the Dow Texas Operations facility.

In 1985, one of the first Industrial CAER (Community Awareness and Emergency Response) programs in the nation was started in the Brazosport area by a few of the local petrochemical and chemical companies β€” providing a vital link between the industry and the community. Since then, CAER has grown into a 19-member organization assuring emergency preparedness and fostering better communications with r

esidents. CAER coordinates emergency preparedness and response procedures between member companies and promotes emergency planning in the community. As part of alerting the community to chemical emergencies in the area, CAER has surrounded the chemical complexes with 15 strategically-placed sirens, provided a 24-hour CAER line (238-CAER) to share information, and has access to activate the Telephone Alert System (TAS), which can reach residents in a potentially affected area by telephone. CAER's proactive outreach includes a speaker's bureau, advertisements in the local paper and movie theater, and dialogue with local schools, daycares, and critical stakeholders.

There was an unplanned event at Olin’s Oyster Creek facility around 1:00 AM this morning. The unit is stable, and there is no action required by the surrounding community at this time. Site Emergency Response remains engaged, and employees are following established safety protocols. Portions of Highway 332 near FM 523 were closed as a precaution and are now open. There were no injuries. The safety of our employees, the community, and our environment is always our top priority.

Heads up, Brazoria County! We will be testing our Brazoria County emergency alert systems on Thursday, April 2, 2026, in cooperation with Texas Division of Emergency Management (TDEM). This is only a test and no action is required.

Residents may receive test alerts via text message, email or phone calls. Because multiple agencies and cities are participating, you may receive more than one alert on your phone and/or hear outdoor warning sirens.

These tests are an important way to ensure alerts systems are working properly when they are needed the most.

BASF Emergency Response Update

At 1:03 a.m. our Emergency Response Team was notified of a reported release. Emergency horns were sounded at the time as a precaution; they have since been silenced. You may see or hear emergency response vehicles in the area while teams remain on site. There is currently no impact to the community. If the situation changes or additional protective actions are needed, we will provide immediate updates.

The fire within Dow's Plant B has been contained. All employees are accounted for and there are no injuries. Our site leadership and emergency response team worked closely with local emergency services and community stakeholders to ensure the safety and well-being of our site and surrounding area. Thank you to our Emergency Services for their outstanding response. This is our final update.

Brazosport CAER is aware of an incident currently ongoing at one of our member facilities. Emergency Responders are on scene and are responding at this time. Currently, no action by the community is needed. Additional information will be provided as it is made available.

Did you know Dow Texas Operations does weekly inspections of its emergency response vehicles? As a result, lights and sirens may be visible at the site's fire stations. This is just one of the many measures helping to ensure the safety of employees, contractors and communities.

Update - The all clear was issued for this exercise at 2:00PM.

Today, Friday, August 15th, Dow in partnership with Lake Jackson Police Department and the Bay City High Energy Chemical Disposal group will remove material from the HHD R&D facility for proper disposal. Dow and law enforcement vehicles will be visible during this joint exercise as the material is transported to Plant B.

There is no emergency, and there is no danger to the community. All activities will be conducted in accordance with our stringent safety protocols to ensure the well-being of our employees and neighbors.
