The League of Women Voters, Heights Chapter, supports Issue 4, the CH-UH school district levy. A levy is needed to avoid a projected $3.7 million budget deficit in 2027, which will occur because of two very significant factors, both of which are out of the school board’s control.
- First, the state budget allocating educational funds to local school districts was significantly reduced. CH-UH school district was promised $16 million, but when the state budget was finalized, the amount was reduced to $9 million. With this $7 million reduction, the state continues to violate their provisions of the Fair School Funding Plan (FSFP). The state also made an unexpected reduction of $1.8 million from previous years’ allocations, which now leaves our schools in an immediate financial crisis.
- The second issue relates to the EdChoice Vouchers Program, which removes taxpayer monies from the public schools budget and awards it to private schools. This state funded initiative allows public education funds to pay for private schools at the rates of $6166 per child for grades K-6 and $8408 per child for grades 9-12.
As of this writing, CH-UH has eliminated 32 jobs to avert a financial crisis. This levy would not replace those jobs but would allow the district to keep the doors open and the children learning.
Please support Issues 4 and vote YES on Nov 3 (or vote early at the Board of Elections or by mail). We need well-funded schools to keep our community strong and to attract and retain residents and business.

Cleveland Heights-University Heights projects its June 30 general-fund balance will fall from $32.2 million in fiscal 2027 to negative $3.7 million in fiscal 2030. Issue 4 would generate an estimated $11.1 million a year if approved.
