IMPORTANT UPDATE FROM THE CARRSBROOK HOA BOARD OF DIRECTORS
RE: PROPOSED GANDER NORTH DEVELOPMENT
ISSUE: Landshark LLC (a subsidiary of the United Land Corporation) is aggressively moving forward with the
proposed development of 7.92 acres of wooded land at the Rt. 29 entrance to Carrsbrook -- both north and south
sides of Carrsbrook Drive. Specifically, the company has applied to Albemarle County to rezone four largely
commercial parcels to a Planned Residential Development (PRD). In total, Landshark is proposing five (5) 4-
story buildings with potentially 237 apartment rental units plus a clubhouse at the entrance to our community.
This proposal will be presented by Landshark LLC to the Places 29-Rio Community Advisory Committee (CAC)
Thursday, January 22, 2026. 6:00-7:30 PM. Room 241.

ACTION TO STOP THIS DEVELOPMENT IS NEEDED NOW
MAJOR CONCERNS:
The Carrsbrook HOA Board of Directors believes this planned development will:
▪ Permanently alter the Carrsbrook neighborhood and negatively impact the property values of ALL Carrsbrook homes
▪ Dramatically reshape traffic patterns in and out of our neighborhood
▪ Pose serious safety concerns for children walking to and from school bus pick up locations
▪ Raise concerning environmental issues
▪ Violate existing Carrsbrook deed restrictions.
WHAT WE ARE DOING: The HOA Board is working vigorously to get the message out to ALL homeowners.
Please note that Albemarle County will address only the rezoning proposal and not our deed restrictions.
The County considers deed restriction disputes to be a private matter between Landshark LLC and Carrsbrook
homeowners. As such, we will need to engage an attorney to assist with all matters related to the deed
restrictions.
WHAT YOU CAN DO:
1. Attend the CAC meeting on January 22, 2026 (6 P.M., Albemarle County Office Building, Room 235 401
McIntire Road, Charlottesville ). PLEASE DO NOT ASSUME SOMEONE ELSE WILL ATTEND; WE NEED AN
OVERFLOW ATTENDANCE AT THIS MEETING. We will circulate background and talking points for all
homeowners to use.
2. Contribute to our critical legal effort. We currently have no funds to hire an attorney so any and all
contributions are needed ($100 is a suggested minimum). 3. Stay informed. HOA email list (contact Linda Hitt, Secretary, at secretarycbrkhoa@gmail, if you need to be
