Walter is a current member of the Planning Commission and an award winning professional planner with architecture and planning degrees from Princeton and Cambridge Universities and a 40-year career in planning and landscape design that has focused on the sustainable balance between development and land preservation. Walter has lived here full time for 10 years, but he has a lifelong history of participating in various struggles to preserve our town’s unique character and valuable natural assets.

As a certified planner and designer, Walter has directed community-based studies for scenic byway designations; transportation improvements; energy conservation studies; park improvement programs and architectural and landscape design controls to unify development and preserve natural settings. He has been directly involved in the design of new communities, clustered housing, multi-use development, shared public open space, and pedestrian oriented town centers. His experience includes preparing historic preservation programs for public and private buildings and districts and environmental assessments of regional, large scale and local development proposals.

As a member of the Planning Commission for the last two years, Walter’s intelligence, education, and impressive planning experience have been invaluable in reviewing applications and the other work of the Commission.

Reflecting on his lifetime of experiences in Charlestown, Peter says, “I have watched Charlestown grow from a small hamlet of Perry Browning’s General Store, Leon Grinnell’s gas station and Henry Mook’s one-room post office to a thriving community that respects its unique environmental setting of salt ponds, barrier beaches, wooded uplands and Wild and Scenic Pawcatuck River.”

Susan is a recently retired attorney with strong analytical and communication skills developed from years of legal practice. She believes that Charlestown’s path forward must be to protect the natural resources of our town. In her first term on the Council, she was instrumental in the adoption of Charlestown’s Comprehensive Plan, in conducting of the Town-Wide Survey, and in establishing the Climate Resiliency Commission that is charged with protecting the town’s resources with particular emphasis on groundwater preservation.

Susan was a practicing attorney in the area of health care regulation and had also served as an attorney in the federal and state courts in Missouri. Susan strongly believes that Charlestown’s path forward must be one that protects the wonderful natural resources of the Town while seeking opportunities that foster the interests of the majority of its citizens. Elected to the Town Council in 2020, her strong analytical and communication skills developed from decades of legal practice and her financial and management background have served the town well. Susan understands the long-term impacts of local government decisions, and she is committed to keeping taxes low and the quality of life of Charlestown’s residents high. In her first term on the Council, Susan was an ex officio member of the Budget Commission, was instrumental in the adoption of Charlestown’s Comprehensive Plan for the next 20 years, and worked with the outside consultant to create Charlestown’s recently completed Town-Wide Survey. In addition, she proposed and successfully established Charlestown’s Climate Resiliency Commission and will continue to work through the Council and Climate Resiliency Commission to protect the Town’s resources with particular emphasis on groundwater preservation. “I believe in working collaboratively and in the importance of listening and mutual respect in bringing about good outcomes for the community.”

Charlestown’s scenic ocean beaches; peaceful, sparkling ponds; miles of hiking trails; abundant bird and wildlife; dark skies; and one of Rhode Island’s lowest tax rates made Charlestown the perfect place for Susan to settle when she retired. To Susan, being actively involved in her community is important, and through discussions with friends and neighbors, attendance at Town Council meetings, and service on the Zoning Board of Review, she developed a further appreciation for the history and the cultural and economic resources of the Town. She was impressed by the dedication and professionalism of our current community leaders, their commitment to the Town, and their work to protect those things that make Charlestown so special. She wanted to help. Susan got involved and has taken a leadership role on the Town Council since 2020.

David served two years on the Charlestown Town Council from 2018 to 2020. He has a BS in Business Administration and is Senior Vice President for Operations of an international company he and a team of logistics experts founded in the late 1990s. His love of Charlestown’s quiet natural beauty, his determination to protect our town, his substantial experience of other communities, his leadership skills, and his expertise in project management, budgeting, financial planning, and operations make him an excellent and effective Town Councilor.

David was a founding member of a national supply chain management corporation, Cardinal Logistics Management, in 1998. David is currently the company’s Senior Vice President with responsibility for field operations in the Eastern half of the United States. His more than 29 years of business experience in logistics and transportation, project management, financial planning and analysis, budget development, and operations management and his exposure to other communities in the United States and abroad will again make him a valuable and effective leader. During his time on the Council, David was dedicated to a well-managed, responsive, civil, and open government and considered all points of view while representing the best interests of all residents of our town. The town intervened in the Invenergy Thermal matter; a large national chain store was denied in the Traditional Village District; and the town undertook a critical information technology needs assessment that led to the establishment of an in-house IT department. He was also instrumental in the structuring of the town’s recently completed Town-Wide Survey. David would like to continue the work of carefully developing our community, recognizing that Charlestown’s economy depends on the quality of our natural and scenic resources for tourism and for the health, safety, welfare, and high quality of life of Charlestown’s residents.

David and his wife Erika discovered South County when they were married in Newport years ago, and they had always wanted to return to Rhode Island. When David’s job allowed him the opportunity to settle anywhere along the East Coast, he and his family chose Charlestown. They love its quiet natural beauty, and Charlestown, with its excellent schools, small-town character, and low taxes, was exactly the place to raise their young daughter. David realized that there were threats to the community however. For example, the Federal Railroad Administration had planned to bisect Charlestown with new rail, some residents were being impacted by neighboring quarry operations, and Invenergy Thermal was proposing to remove water from Charlestown’s watershed and truck it over the town’s rural roads to cool a power plant in the northern part of the state. As a result, David got involved, serving on the Town Council from 2018 to 2020, to “help keep Charlestown “Charlestown” while also moving our town forward with good change.”

Carol is an award winning photographer, writer and publisher as well as a local small business owner. Her education, with both an MFA and MBA combines art and business. More recently she has added wellness to her studies and practice. Carol has lived in Charlestown for 11 years and loves our unique, small town character where “Charlestown knows who it is and doesn’t strive to be Westerly or South Kingstown or Narragansett.” Carol is also committed to land conservation and protection of wildlife and their habitats. Carol’s combined life experience of exploring, creating, editing, teaching, and managing businesses makes her well qualified to serve on the Charlestown Planning Commission where she can understand the needs of business and balance that against the cultural, aesthetic and environmental impacts on our community.

Peter, who has an MS in Marketing, is a quality assurance and compliance specialist for a large US corporation, is a third-generation Charlestown farmer, and has worked his way around the globe. He brings integrity, high energy, and professionalism, along with his experience of other landscapes and cultures, to the Town Council. Peter believes that Charlestown’s beautiful natural setting is at the root of our community identity and that we should protect our farms and open spaces as places for people and wildlife to enjoy the natural world.

Peter is a quality assurance and compliance specialist for a large U.S. corporation, a third-generation Charlestown farmer, and a worldwide traveler. Peter’s studies have taken him to Alabama, Australia, Costa Rica, and Turkey; he has also lived in Virginia, Georgia, Florida, and Colorado; and he’s traveled to 49 states and 65 countries on all seven continents. But when the pandemic and remote work provided an opportunity to live anywhere, he chose to return to his family’s farm in northwest Charlestown. Now that his employer has made remote work permanent, Peter is back home to stay. He will bring his experience of other landscapes and cultures to the Town Council. He will be vigilant in protecting our irreplaceable environment. As a Compliance Specialist, Peter must ensure that organizations comply with relevant laws and regulations and maintain the highest standards of ethical conduct, integrity and professionalism. Peter will bring that same integrity and professionalism to the Town Council along with considerable energy and a love of Charlestown’s natural environment.

Peter is the third generation of his family to work the Gardner farm in Charlestown, and his family’s history in New England goes back over 400 years. Peter also has had the opportunity to travel extensively, returning to the town where he grew up when his employer allowed him to work remotely from anywhere. In the high-elevation wilderness areas of the Rocky Mountains, Peter experienced some of the darkest, most star-filled skies in the country. He appreciates that Charlestown’s dark skies, where we can still see the Milky Way and objects in deep space, are truly exceptional along the East Coast, and Peter wants to see them protected and promoted as some western towns have done. While living in Boulder, Colorado, he became deeply inspired by Boulder’s “Open Space and Mountain Parks Acquisition Plan” through which the city has protected thousands of acres for ecological conservation, agriculture, passive recreation, urban shaping, and scenic beauty. Peter has decided to get involved because Charlestown’s beautiful natural setting is at the root of our community identity and he believes we need to continue to protect our farms and open space to provide refuges for native plants and animals and provide a place for people to continue to enjoy the natural world.

Lisa served on the Planning Commission from 2019 to 2020 where she worked on Charlestown’s Comprehensive Plan and advocated for Charlestown’s environment and beautiful small town character. As a resident of the western edge of Charlestown, Lisa has a front row seat on the large granite quarry just over the border in Westerly and the effect that bad land use planning can have on neighbors and natural resources. Lisa works as a Planner at Electric Boat and has lived in Charlestown for six years.

When looking to become first-time homeowners, Lisa and her husband searched for over a year and a half to find the right community to build their life together. “We were looking for a town with charm and safety, but we found much more than that in Charlestown. We are thrilled to be residents of this beautiful community; we love this town and hope to live here for all the decades until retirement and beyond.” As a resident of the western edge of Charlestown, Lisa has a front row seat on the current operations at the large granite quarry just over the border in Westerly and the effect that bad land use planning can have on neighbors and natural resources. Lisa was an appointed member of the Planning Commission in 2019, serving until November 2020, where she participated in the writing of Charlestown’s Comprehensive Plan, which guides land use in the town for the next 20 years. “As a person who came of age at the millennium, my point of reference for the future is at least 40 years ahead. The Comprehensive Plan lays out the future of our town. For me, the future is not an abstraction; the future is where I will live. I know in the decades ahead there will be change in Charlestown. As a member of the Planning Commission I will work to promote preservation of natural resources, to manage growth, and to do my best to help Charlestown remain a place where residents, including me, will love to live.”

Lisa is a Planner at General Dynamics Electric Boat. The job of a Mechanical Detail Planner is not the same as a Land Use Planner, but the skills needed to do both jobs well are very similar. Lisa’s spatial skills are an asset in reviewing buildings, and site plans. In her work at Electric Boat, Lisa plans submarines. “In my job I receive detailed blueprints from engineers and translate these into parts and materials lists and building processes in order to transform these plans into a finished submarine.”

Lisa feels privileged to live here and wants to give back and participate as much as she can in the life of our town. We are excited to welcome Lisa back to the elected Planning Commission.

Ann, the fourth generation of her family to live in Charlestown, grew up loving Charlestown’s beaches, ponds, forests and star-filled skies. She has an MBA in Finance and over 33 years of investment management and analysis experience with major banks. Ann feels privileged to live in Charlestown with its amazing natural and cultural resources and she will work to protect those resources for future generations. Ann listens intently and will strive to translate our residents’ true desires for Charlestown into actions that achieve their vision.

Ann and her husband have lived all over the country over the course of their married life but decided to make Charlestown their permanent home to be with family, friends, and neighbors earlier this year. Ann, the fourth generation of her family to live in Charlestown, has over 33 years of experience in financial analysis and investment management and has served in senior executive positions in some of our nation’s largest banks. During her career, Ann developed an ability to discover and understand her clients’ values and aspirations and translate those into investments that benefited both her clients and society. She understands, through our community’s response to the Town-Wide Survey, that Charlestown’s natural resources are most valued by those who live here. She will use her skills to create, through participation on the Town Council, a town government that achieves that vision. Her financial experience will assure that the town is well run and her scientific background will assist her in protecting our diverse coastal and inland resources that sustain wildlife, provide amazing recreational opportunities, and make our town such a wonderful place to live.

Ann has deep roots in Charlestown and currently lives in a house built by her mother, next door to a house built by her great-grandfather. She is thrilled to return here full-time. Having spent her vacations here from childhood, Ann loves Charlestown’s beaches, ponds, forests and star-filled skies. Her two adult children are “both proud attendees of Frosty Drew nature camp and skilled sailors, and the 5th generation of our family devoted to this beautiful spot we call home.” Ann lived most recently in Oregon, where climate change is resulting in more severe wildfires. She understands the need to plan ahead to mitigate climate change impacts in Charlestown. Josh is a 15-year resident of Charlestown. He is a Doctor of Pharmacy and is Chief Compliance Officer for the RI Board of Pharmacy at the RI Department of Health. He started his first small business after graduate school and now is co-owner and manager of a veterinary clinic in Connecticut. Josh brings a broad range of management experience to the Town Council where he will work to ensure that Charlestown remains a town with low taxes and abundant natural resources where his own young children and future generations will want to live.

While many of us went into lock-down in the spring of 2020, Joshua Vallee went to work at the Rhode Island Department of Health as part of the Covid treatment team on Monoclonal Antibody use. A Doctor of Pharmacy, Josh is the lead investigator for the Rhode Island Board of Pharmacy on matters ranging from inspections of compounding pharmacies to losses and theft of controlled substances from the healthcare system. Josh is grounded in physical work too, earning money after graduate school with his own business pouring residential concrete foundations. And Josh also manages a small business as co-owner of a veterinary clinic. Josh brings a broad range of management experience to the governance of Charlestown.

Josh moved to Charlestown because he loves the rural lifestyle that Charlestown offers and because it is a wonderful place to raise his two children. Josh has a demanding job, manages a small business, and operates a small farm with animals, but he has stepped forward to serve on the Town Council to ensure that Charlestown remains a town with abundant natural resources where his own children and future generations will want to live. Josh is concerned about the expansion of existing quarries and sand and gravel operations, which clear forest and blast bedrock, shake foundations and impact wetlands, groundwater, and air quality. He believes we are fortunate to live in one of the most beautiful communities on the East Coast, but to protect that, Josh believes we need to continue to conserve land for hiking trails and access to the Pawcatuck River in order to protect our drinking water, preserve wildlife habitat, and protect dark skies, all of which will support our economy in the long term.

Josh and his wife Patricia have two young children. Patricia is a veterinarian and the family has a small farm in northwestern Charlestown with horses, goats, dogs and cats. The entire family, including the children, love to hike, and they have enjoyed exploring all of Charlestown’s and other trails in South County.
