PUBLIC HEARING TOMORROW NIGHT: CNH REDEVELOPMENT — 7pm GOWER MIDDLE SCHOOL

The Plan Commission will review the final product of the Comprehensive Plan Committee’s (CPC) months-long effort to come up with redevelopment ideas for the CNH property. This public hearing will take place tomorrow night, Mon. June 1, at 7pm at Gower Middle School (7941 S. Madison St.).

The CPC is revising the overall development plan for the Village of Burr Ridge, a document which was first issued in 1997 and last updated in 2007. The CPC was appointed by the mayor and its first major task was to focus on how the vacant CNH parcel should be developed. This was done with input from residents and guided by an outside consultant. Tomorrow night’s meeting formally presents those ideas to the Plan Commission and next it will go to the Village Board for approval.

The CPC recommends several uses for CNH:

♦️Residential: A mix of townhomes, duplexes, and low-profile, owner-occupied multi-family buildings located on the northern portion of the property bordering the Fieldstone Subdivision and on the southern portion of the property bordering the Babson Park Subdivision;

♦️Recreation/Community Facility: Located on the eastern portion of the site, a multi-program facility is proposed to house athletics, events, and community spaces. This facility is not intended to be publicly owned by the Village or Park District but privately owned/operated or perhaps a public-private partnership;

♦️Flex Area: South of the recreation/community facility is a mixed-use flex area. The recommended uses are commercial or residential, depending on the needs of the area and market demand. Residential uses should be like those to the north and south, and commercial uses should support the residents in this area, not competing with the Village Center;

♦️Light Industrial: A light industrial campus is proposed on the western portion of the site, similar in size, design, and function to neighboring High Grove. This includes a recommendation for limiting truck docks/truck traffic and 24/7 operations. Access to this portion of the property is proposed through High Grove only, connecting to Madison St. and Plainfield Rd.; there is no connection to Veterans Blvd. through to County Line Rd.;

♦️Open space: Detention areas and walking trails connect the northern and southern residential areas to Harvester Park.

An athletic facility sounds great, but another (financial) consultant, in reviewing the CPC’s document, stated that it wasn’t likely to be feasible without some creative financing. That firm also recommended that the proposed townhomes be rental units and that the entire area should be declared a TIF (tax-increment financing) project. They concluded:

“Based on our preliminary financial feasibility analysis, the proposed development program presents a mixed outlook under current market conditions. Townhome development appears to be financially feasible on a standalone basis, with projected returns exceeding target thresholds. In contrast, the remaining uses, including light industrial, multifamily, and the proposed athletic facility, exhibit varying degrees of financial infeasibility, as indicated by below-target returns and negative net present values.”

(Basically, they threw water on the entire thing.)

So attend tomorrow night’s public hearing and let the Village know your views on how to develop the CNH land.

Neighbors there is a meeting tonight at 7 PM at Village Hall.

There has been a concerning new revelation and while it is not new to everyone it is new to a lot of residents.

It is alleged that the reason they cannot create residential in certain spaces in the CNH lot  is due to contaminated soil.

The mayor was completely unaware of this at the open house where the land used planner presented “ the preferred plan” somehow though Houseal Lavign knew about this contamination. It would make sense for the village to make CNH clean up their mess before giving them rezoning? 

Why is the village of Burr Ridge not forcing the owners of CNH to clean up this hazardous mess before they sell for millions and millions of dollars?

Chestnut Hills received Notice for Plan Commission
Hearing, Finkbiner petitioning to place a car service business, August 18, Monday at 7pm. I assume Babson Park residents received the same. I drove through area yesterday and saw how a little fence separates the current business of sales of heavy construction equipment from the homes. And cannot picture where they are placing this business! Hope there is a good turnout by Babson Park residents to make sure they will not be negatively impacted.

YOUR COMMENTS NEEDED ON BRIDGE INDUSTRIAL'S PROPOSAL: DEADLINE JULY 14

The Burr Ridge Plan Commission wants to hear from YOU! On July 21, the Commission will debate revisions to Bridge Industrial's proposal to redevelop the approx. 108-acre CNH site. You have until the end of business, Monday, July 14th to submit written comments for inclusion in the meeting's agenda materials. The public hearing will take place 7/21, 7pm, at Village Hall (7660 County Line Rd.)

New to Bridge's proposal is a 15.25 acre parcel set-aside for proposed single family housing to be built by a developer OTHER than Bridge. Bridge proposes to re-grade this area, but leaves it to others to develop.

While we're glad to see residential included in the re-zoning Bridge has applied for, it's NOT what the special committee on CNH redevelopment recommended. Both that committee AND Burr Ridge residents, through a recent Village survey, indicated they wanted affordable, empty nester-type housing (which is sorely lacking in the Village). Such housing wouldn't greatly affect area schools like SF homes might.

The "light industrial" buildings Bridge proposes are immense. All are 44 feet high:
• 12.49 acres (Lot 1) -- one 192,181 sq ft building w/ 198 parking spaces;
• 14.21 acres (Lot 3) -- one 136,250 sq ft building w/ 150 parking spaces –AND -- one 132,500 sq ft building w/ 148 parking spaces;
• 9.5 acres (Lot 4) -- one 150,200 sq ft building w/ 148 parking spaces;
• 10.24 acres (Lot 5) -- one 164,700 sq ft building w/ 214 parking spaces;
• 12.31 acres (Lot 6) -- one 194,400 sq ft building w/ 273 parking spaces.

(For reference, the average Costco is 146,000 sq ft.)🤨

Just think of all the employee traffic and semi-truck trips through there! We’ll delve into other parts of Bridge’s proposal in future posts, but you MUST DO YOUR PART! Review the plans (linked above), talk with your neighbors, write to the Village, AND ATTEND THE JULY 21 HEARING!

CNH would be a great place for residential. It’s just not as appealing to the village because they won’t get tax revenue but that doesn’t mean it’s not good for the village overall.
