Community Members,
ACTION ALERT! 🚨 The DEQ (Dept. of Environmental Quality) is considering a permit to allow for the construction of a large scale data centers campus in an environmentally sensitive wetland (shown in graphic below in the yellow box).

🚨This data campus will be DIRECTLY nextdoor to Piney Branch Elementary School and residential communities along Linton Hall Road.

“The proposed activity would affect 4.11 acre(s) of wetlands, and 3,770 linear feet of stream channel. The proposed activity would affect unnamed tributaries of Broad Run in the Rocky Branch-Broad Run watershed.”

✅ We are asking all concerned residents to email DEQ:
1. requesting a public hearing for this permit as the surrounding community has not been adequately informed of the permit, and
2. expressing opposition to the permit as it would allow heavy industrial development to impact an environmentally sensitive wetland in our community, and
3. why this is relevant to you (ie, you live in the Broad Run Watershed; your children attend the adjacent school; you live in close proximity to this development, etc).

⚠️ EMAILS ARE DUE BY TOMORROW 10/8. Please direct all emails to [email protected]

Link to more information is in the comments.

Note: this data center campus was approved by the Prince William BOCS in 2021. The developer (Chuck Kuhn with JK Real Estate) is now seeking additional permits needed to build out the site.

Community Members,
Please consider attending the following event tomorrow night in Bristow with Delegate Elizabeth Guzman and NOVEC to discuss some of their projects in the area.

The Diamond Hill and Javelin Substations, both adjacent to residential communities along Linton Hall and Sudley Manor, are NOVEC projects.

Community Members,
Earlier this week, the BOCS unanimously voted to end by-right data center 90 days from now, after first voting against a motion to end by-right data immediately.

▶️ This allows a 90 day grace period in which developers can submit data center site plans that will have no public review — exactly what data industry lobbyists were advocating for during the comment time.
▶️ Once the grace period is over, all data centers will need a Special Use Permit moving forward. This is a good thing.
▶️ Unlike Loudoun’s zoning amendment, this provides no protections or buffers for nearby residential homes, a missed opportunity by our BOCS to prioritize citizens.

✅ PWC residents understand the data center problem in this county began well before the current BOCS took office.

❌ However, when the Board tells the community they are doing as much as they can, as quickly as they can, to rein in the data center industry, please remind them of this vote (below), where the Board Majority voted against stopping by-right data centers immediately, instead supporting a 90 day hall pass for the wealthiest industry in the world. And remind them of their 13 other votes where they approved data campuses that they could’ve denied.

And a special thank you to the Gainesville Supervisor for advocating for an immediate end to by-right data center development, even when the rest of the BOCS seemed uncomfortable with your motion.

Community Members,
Lots of news out of the BOCS yesterday, but we’ll start with the great news first. The Vint Hill Gas Insulated Substation SUP was denied!

This was a long overdue vote. From the Coalition to Protect Prince William County’s first press conference on this substation in July 2025, well over a year ago - to Save Braemar Coalition’s push to the finish line, the victory was the result of a big effort of many community members. Congratulations to all residents who spoke, sent emails, and stayed engaged! This is a win for our community.

Amid intense pushback from area residents, the Prince William County supervisors on Tuesday denied a Dominion Energy proposal for a $300 million upgrade to a switching station on Vint Hill Road.

Community Members,
The Vint Hill Gas Insulated Substation is on the BOCS agenda - for the 3rd time this year - tomorrow, 9/22 at 7pm. This project is only needed to provide grid reliability for the data industry. Not only will every day rate payers cover the cost of this massive project, it will negatively impact communities on Nokesville & Bristow, and utilizes SF6, a powerful greenhouse gas.

Please consider sharing your thoughts with the BOCS tomorrow, or email comments to [email protected]

Prince William County supervisors on Tuesday will vote on Dominion Energy's proposal to expand an existing electrical substation near Nokesville to meet power demands driven in part by data centers.

Community Members,
On Tuesday, the Board will vote on a ZTA (Zoning Text Amendment) related to the Data Center Overlay. As written, this would end any new by-right data centers and require an SUP (Special Use Permit) for all new data centers moving forward. This is a positive step towards meaningful regulation of the data industry in Prince William County.

❌ However, the devil is in the details, and this ZTA contains a potentially damaging “grace period” which prioritizes the wants of developers over the needs of our community. It also does not take the opportunity to add protections for nearby residential neighborhoods.

✅ Please take a look below, for clarification on what this ZTA does and doesn’t do, and in comparison to Loudoun County.

The ZTA will be voted on during the 2pm Board Meeting, in the middle of the workday. Residents are encouraged to speak in person or virtually, or email comments to [email protected]

Community Members,
Please plan to attend this discussion on transmission lines being held tonight in Nokesville.

There are currently 4 Dominion projects impacting Brentsville, all to provide electricity to the data center industry:

▶️ Morrisville Wishingstar 500kv/230kv
▶️ Nokesville Bristow 230kv
▶️ Wheeler Gainesville Reconductor/Rebuild
▶️ Vint Hill GIS

Community Members,

Next week the Board will vote on ending by-right data centers development in Prince William County. This is long overdue.

🚨However, allowing a grace period of any length for developers to rush through more data projects is unacceptable to the communities bearing the brunt of impact from this industry. As written, this Zoning Text Amendment does the bare minimum and is a missed opportunity for our elected officials to take bold, decisive action in reining in the data industry.

What questions do you have?

Prince William County could be on track to eliminate “by-right” data center development. But exactly when that change will take effect is up for debate.

Community Members,
Tomorrow, 9/1 at 7pm, the Board will be voting on two important rezonings in the Brentsville District:

▶️ Project Industry Rezoning & Proffer Amendment would allow for an 85ft tall data center and substation, when currently only a much smaller 45ft tall data center with no substation is allowed.
❌ Consistency in protecting our communities from transmission lines starts with denying any data center that is not by right. Our existing electrical grid cannot support more large load growth, and impacts to air and water quality are unknown.

▶️ Haijoe Property Rezoning would rezone A1 (agricultural) to M1 (heavy industrial).
❌ M1 is not in line with the comp plan (1-2). Approving this case without a corresponding CPA could set precedent for other I2 land in Nokesville to be rezoned to M1 without a CPA (like the nearby Madera Farms data center application).

✅ Please plan to speak Tuesday night, virtually or in person, and/or to email comments to the entire Board at [email protected]

Take a look at these pictures (per Piedmont Environmental Council). Did you know these were both taken in Prince William County, not Loudoun?

And did you know Prince William County is currently considering a Zoning Text Amendment to our Data Center Overlay?

As currently proposed, this ZTA would end by-right data development, but it would not only allow a 90-day “grace period” for developers to submit data center site plans, it would grandfather in dozens of pending data center site plans.

Loudoun County ended by-right data development over 18 months ago, with no grace period AND blocking any site plan within 500ft of residential homes. And now they are realizing that wasn’t enough, as many data projects with pending site plans were grandfathered in.

Prince William County should learn from Loudoun and bolster our ZTA draft to something offering real change for the county, removing the ability for data centers to be grandfathered in and removing the 90 day grace period for the developer class. This could offer protections for communities impacted by pending by-right site plans, as well as protect our county from millions more square feet of data centers (like Merrifield) from being built.
