Preserve Raynolds Pass is a grassroots 501(c)(3) nonprofit centered in Raynolds Pass within the Upper Madison Valley, Montana.

On September 15th, the Madison County Commissioners voted unanimously to adopt all 3 districts with the exclusion of public lands!

This is a milestone for Madison County and a significant decision for the County Commissioners. A decision which followed public comment and public hearings across three days over the course of three weeks. Again, it was your support and participation that made the difference. We could not have accomplished this without you.

Antelope Basin, Pronghorn Meadows and Sheep Mountain CIZD are scheduled for discussion on September 15th at 1pm MST. It is critical that you show up to demonstrate to the Commissioners that the support for the CIZD vastly outweighs the opposition and that it is the right and only reasonable decision. A supporting vote of 2 of the 3 Commissioners is required to pass a motion. A vote of 2 of the 3 against the CIZD means our collective years-long efforts fail.

If you plan to attend in person: The meeting is held in the first floor Public Meeting Room of the Administrative Building at 103 W Wallace St. in Virginia City 59755, across the road from the County Courthouse. The historical Courthouse is under construction and should be avoided for safety.

If the proposed CIZD's are approved, Madison County will join the ten counties in Montana with citizen-initiated zoning! These counties account for more than 100 citizen-initiated zoning districts across the state.

The public hearings for Antelope Basin CIZD, Pronghorn Meadows CIZD, and Sheep Mountain CIZD are next week on September 2nd in Virginia City.

At this critical juncture, once more we need to call on
everyone to show up, stand up, and voice unequivocal support for Citizen Initiated Zoning. It’s not only our community who has never been in this position, but also the commissioners. They need to understand in no uncertain terms that you are behind these zoning districts, and not just the owners who live in them, but residents county-wide. Your neighbors need you. The future of the land, water and wildlife, which are all limited resources, need you.

It has come to our attention that some residents concluded that the community was trying to restrict public land access for any purpose. Quite the opposite!

If public land is sold or traded to a private entity, you will definitely NOT have access to those lands. IF we could make those lands less appealing for land swap or sale by placing restrictions on development, thus potential buyers would have to adhere to those restrictions making it less appealing to purchase. We felt inclusion in the districts was the only way to help those lands stay for the people. The public should always have access to public lands!

On Tuesday, August 4th, the Madison County Commissioners adopted Resolutions and set a Public Hearing date of September 2nd for the Raynolds Pass Sheep Mountain, Antelope Basin and Pronghorn Meadows Citizen Initiated Zoning Districts (CIZD). More to come....

Thank you to everyone who attended our 2026 Community Event!

A big thanks to Joanne and John Lowell for providing everyone with such great music!

Attendees were able to chat with various organizations in attendance including People and Carnivores, Madison Passages, Madison Valley Ranchlands Group, BLM, and Snow Survey. Jim Williams was our guest speaker who spoke to the importance of conservation on private lands, especially for wildlife migratory corridors and habitat.

Lunch was catered by Bakers Bakery in Ennis.

Introducing Preserve Raynolds Pass! We are a grassroots 501c3 nonprofit centered in Raynolds Pass within the Upper Madison Valley, Montana. Our mission is to conserve the culture and value of the agricultural and rural residential character of the region, its wildlife, water and public health and safety.

What began as a group of neighbors banding together to defeat a proposed RV park in January 2022 led to the non-profit's official formation in January 2024. Last month, we submitted four community based citizen-initiated zoning district petitions to the County.
