Rural Veteran Demographics
There are 4.4 million rural and highly rural Veterans with 2.7 million enrolled in VA.

48% of rural Veterans are enrolled in the VA health care system – higher than the 41% enrollment rate of urban Veterans
8% of enrolled rural Veterans are women
31% earn less than $35,000 annually
Many rural Veterans enrolled in VA's health care system are at an advanced age, with 54% being age 65 or older.

This older Veteran population is medically complex and more likely to be diagnosed with diabetes, obesity, high blood pressure, and heart conditions that require more frequent, ongoing, and costly care

The next generation of rural Veterans also has multiple medical and combat-related issues, which will require significant ongoing access to care.

In 2023, rural areas experienced a notable rise in homelessness. According to the HUD's 2023 Annual Homelessness Assessment Report (AHAR), over half of the rural and suburban communities reported an increase in homelessness. Specifically, 64% of Continuums of Care (CoCs) observed a surge in unsheltered homelessness, primarily among individuals, including those chronically homeless.

This trend underscores the urgent need for targeted interventions in these areas.

Homelessness is a multifaceted issue, encompassing social, economic, and psychological dimensions.

Rural communities face distinct challenges regarding homelessness:
1. They often have limited resources, reduced access to social services, and scarce public transportation, complicating the delivery of necessary assistance.
2. Homelessness in rural areas may also be less visible, with individuals living in vehicles, deserted buildings, or temporarily with relatives or acquaintances.

The statistics shed light on the magnitude of the problem. For instance, rural Continuums of Care witnessed a 27% escalation in homelessness from 2021 to 2022. Although the total number of homeless individuals in the U.S. increased by less than 1% during that time, rural areas experienced a nearly 6% rise.

In 2023, the United States saw homelessness reach an unprecedented peak. On a single night in January 2023, 653,104 individuals were homeless, marking a 12% increase from the prior year and the highest count since records began in 2007, according to HUD.GOV.

Key findings from the 2023 AHAR include:

A significant increase in unsheltered homelessness, with 39.3% of all homeless individuals living without shelter.

There was also a rise in first-time homelessness, with more individuals seeking emergency shelter than before.

Severe affordable housing shortage for people making less $25p/h and less. (Expected shortage will rises to 74% in 2024) increasing people of all ages and backgrounds struggling to find housing.

In 2020, 46% of American renters spent 30% or more of their income on housing, including 23% who spent at least 50% of their income this way, according to the most recent data available from the U.S. Census Bureau. This meets the Department of Housing and Urban Development’s definition of being “cost burdened.” Although spending 30% of income on housing has long been considered the most a household should spend in order to have money left over for essentials, some researchers have argued this housing affordability measure should be adjusted to reflect changes in the cost of other necessities, types of households and other factors.

Too rural to see homeless people around? There are homeless people everywhere, but sometimes you just don’t see them. Sometimes people in trouble have to go to a more urban area to access services to help them. Yet we have people and services to help them here in Sauk County.

You are getting this email because you have asked to help with community projects and we would love your help and support. I hope We are able to bring people together to build these bags of hope.

In 2020 veterans were not just affected by homelessness but with spouses and children we had around 140 that reached out for help from the Veterans office.

• The homeless are here, right now, and they look just like everyone else.
• That man sitting in his car in the big box store parking lot, he’s not waiting for his wife to come out of the store.
• That single mom in the grocery store, juggling children and frowning while she tries to choose something, she’s spending her last five dollars on food.
• The kid at the laundromat, who has a job but still can’t afford rent.

At the extreme edge of homelessness are the people who are living on the street, in their cars, in a storage unit, garages, abandon houses, in the woods and couch surfing. We also have people who are one paycheck away from being homeless. However they got there, we want to be there and being here without judgement, it goes a long way!

I hope we have enough donation to make the 100 if we can make more that would be great. – I would like to see some made for Human Services (epically for kids)
• I also will ask the service Organization to adopt the Children’s Care Packages so they have something throughout the year.
• Let me know if you want to donate money towards items off the list.
• If you purchase supplies for this please let the group know so we all do not buy the same thing
• One last thing I would like to have 20 shaving packages for men, we don’t add razors for safety reasons.
