Zero Litter's plan is to encourage the implementation of a comprehensive citywide plan to address the trash epidemic in Baltimore using legislation, action, and education. Our plan calls for the cooperation of all citizens, businesses and government agencies in Baltimore. Working together Baltimore can become a Zero Litter City.
1. Ban unsolicited newspaper delivery. Ban unsolicited phonebook de
livery. Ban Styrofoam food and drink containers. Ban plastic bags OR requiring all plastic bags to be printed with a anti-litter / recycling message. Require all recycling to be covered in a can or bin with a lid. $100 dollar fine for no can or lid. Which triggers the free delivery of a trash and recycling can to the address in question. $75.00 for the second and all subsequent offences offence in the same year.
$.10 City junk food tax with 100% of money going to sanitation and recycling initiatives. hi fructose drinks, chips, donuts, cookies gum and other unhealthy items
State bottle deposit bill - Glass, plastic and, metal bottles and cans. State bill to ban Styrofoam food and drink containers. State bill to ban plastic bags OR requiring all plastic bags to be printed with a anti-litter / recycling message.
2. Grass roots action. Twice a week neighborhood clean ups around the city. Zero Litter info card distribution. Zero Litter community action temporary sign postings. Provide free neighborhood litter walk training. Facilitate open communication between city agencies and neighborhood groups. Advocate for Strict Enforcement of littering and sanitation laws. Advocate for improvements to the Baltimore 311 system, to improve accountability of responding agencies, citizen usability, and transparency of process. Development of the Zero litter application. Advocate for new accountability based pay structure for DPW employees.

3. Education
Long term Zero Litter public awareness campaign: TV, Radio, billboards, buses, bus shelters, Grocery store bags, magazines, internet, and social media. Zero litter application. School visits with interactive talks. Community association visits with interactive talks. Church visits with interactive talks.
