Update: TxDMV Board Action on Texas ID Requirements

The TxDMV Board approved amendments yesterday related to personal identification requirements for vehicle registration and renewal.

Among the changes, the implementation of the new renewal-related ID requirements is now scheduled for January 1, 2027, providing additional time ahead of implementation.

TxDMV has not yet released the final detailed guidance. TIADA is reviewing the approved materials with a focus on how these changes affect real-world dealership transactions and day-to-day operations.

Until additional guidance is published, dealers should continue following current direction from their local county tax offices.

TIADA will provide further updates as more information becomes available.

Thank you to the TIADA members who submitted comments and engaged during the recent TxDMV rulemaking process on the proposed Texas ID requirement changes.

The TxDMV Board will consider proposed amendments tomorrow, including:
• Clarified application of ID requirements
• Expanded acceptable documentation (including I-94 support and alternatives to REAL ID)
• A recommended delay of the new renewal ID requirements until January 1, 2027

The meeting is open to the public and may be attended in person or viewed via livestream on the TxDMV website.

TIADA has been actively engaged throughout the process to represent how these proposals affect real-world, day-to-day dealership operations. This is a complex issue, and TIADA will continue working strategically on behalf of independent dealers.

We will share an update after the Board takes action.

TxDMV will consider proposed Texas ID requirement changes at its Board meeting this Thursday, Feb. 12. TIADA will be there to provide public comments on how these changes impact real dealership transactions and day-to-day operations.

TIADA is working to ensure independent dealers’ voices are heard as TxDMV considers proposed changes to Texas ID requirements, with a focus on how these rules affect real-world dealer operations and transactions.

On behalf of our members, TIADA has submitted formal comments into the rulemaking record, coordinated with other vehicle industry stakeholders, engaged with state leaders, and provided public comments at the January 21 public hearing. Our testimony reflected the same practical, operational concerns outlined in our written comments.

The process continues, with TxDMV Board consideration currently scheduled for February 12. We will continue representing dealer interests through the appropriate channels and keep members informed as this moves forward.
