The United States Department of State has, for the first time, decided to include stigma and discrimination associated with HIV and AIDS in the Human Rights Reports published each year. Beginning in 2015, the Department will assess almost 200 countries around the world through factual reporting by embassies, to determine if its citizens stigmatize people living with HIV.
This decision is the result of a concerted effort by EMPACT Africa founder, Dr. David Barstow, U.S. Congressman Lloyd Doggett, and a coalition of AIDS organizations, culminating in a meeting in March with the Department of State’s Deputy Asst.
