You may have seen headlines about major changes coming to Head Start. Here's what's actually being proposed, and what it could mean for families here in WNC.
Community Action Opportunities is the Head Start provider for Buncombe and Madison Counties, and Verner is the provider of Early Head Start for Buncombe County. These programs offer more than early learning. They provide health and developmental screenings, family support, and a strong start for children whose families are working hard on limited incomes.
The proposed rule would roll back many of the federal standards that make Head Start what it is. A few of the changes stand out to us:
• Removing federal rules on teacher-to-child ratios, so centers would follow North Carolina's licensing standards instead, which allow fewer adults per child
• Ending requirements for wraparound services like health and dental screenings and family support
• Requiring instruction to be delivered in English, which raises real questions for the many bilingual families we serve
• Reducing administrative funding that local Head Start programs rely on to operate and sustain high-quality services
Supporters say the changes give local programs more flexibility and could save money. Others worry that loosening these standards would weaken the quality and support that make Head Start effective.
We believe every child in our community deserves a strong, supported start, and the standards behind Head Start and Early Head Start are a big part of how that happens. This is a proposal, not a final decision, and the public comment period is open until October 6, 2026, and provides an opportunity to share your thoughts.
