APAI is pleased to announce the selection of Jay Mohr as our next Executive Vice President!

Jay will officially join the Asphalt Paving Association of Iowa on September 8, 2026.

Jay brings more than 20 years of leadership experience in organizational management, public policy, stakeholder engagement, executive communications and relationship building. His career includes serving as Regional Administrator for both the U.S. General Services Administration and the U.S. Department of Housing and Urban Development, as well as 16 years as Regional Director for U.S. Senator Chuck Grassley.

Throughout his career, Jay has built strong relationships with business and community leaders, government agencies, elected officials and local communities. His experience, communication skills and relationship-centered approach will serve APAI and Iowa’s asphalt pavement industry exceptionally well.

As part of the leadership transition, current EVP Michael Kvach will move into the role of Senior Advisor and remain with APAI through May 15, 2027, helping ensure a smooth transition and introducing Jay to APAI members and industry partners across Iowa.

Please join us in welcoming Jay to APAI! We look forward to introducing him personally to our members in the months ahead.

We’re out making deliveries of the wonderful “America Moves on Asphalt” flags, hand crafted by Krystal Wagner (One Simple Reason) from our annual auction last December. What a great way to celebrate our Nation’s 250th birthday and raise funds for APAI Scholarships!
