On 1st July 2026, Ms. Busingye Racheal, Paralegal Officer and Xoliswa, NOREC Fellow, attended the District Chain Committee meeting held in Sheema District. The meeting was chaired by the Chief Magistrate of Sheema and brought together key justice sector stakeholders to discuss challenges affecting the administration of justice and to identify practical solutions for improving service delivery.

Issues Raised

The committee discussed the following key issues:

1. Increased Workload: judicial officials noted a significant increase in the number of cases being handled by the courts and other justice sector institutions, resulting in heavy workloads and delays in case disposal.
2. Missing Police Files: Concern was raised over the frequent absence of police files during court proceedings, which contributes to adjournments and delays in the administration of justice.
3. Increase in Civil Debt Cases: The committee observed a growing number of civil debt recovery cases being filed before the courts, placing additional pressure on the judicial system.
4. High Levels of Litigation: It was noted that the people of Sheema are highly litigious, leading to a continuous rise in the number of cases brought before the courts.

Resolutions

The committee agreed on the following actions to address the identified challenges:

Embracing an upcoming Plea Bargain programme with organized by FHRI to promote alternative case resolution and reduce case backlog.
* Conduct a radio talk show to educate the public on legal issues and court procedures.
* Hold legal process awareness sessions for court users before court proceedings to improve their understanding of court processes and reduce unnecessary delays.
* Increase the number of Police Court Orderlies to enhance coordination between the police and the courts, ensure timely production of files, and facilitate smooth court operations.

Conclusion

The meeting highlighted the need for stronger collaboration among the criminal justice sector stakeholders to address the increasing workload and improve access to justice in Sheema District. The agreed resolutions are expected to enhance public awareness, improve case management, and promote the efficient administration of justice.

Successful Community Reconciliation in Kagororo, Katerera Sub-county, Rubirizi District

FHRI Bushenyi staff - Racheal Busingye and Bashasha Nicholas attended a reconciliation meeting in Kagororo, Katerera, Rubirizi District, involving Ngabirano Jackiline (the complainant) and Busingye Mauda (the accused) in a case of alleged malicious damage. The matter had been referred to FHRI by the Magistrate’s Court in Rubirizi for alternative dispute resolution.

The meeting attracted a large turnout of community members, who even provided a tent for shelter due to the rain. Community members expressed concerns that the accused had been falsely implicated and therefore supported the process to resolve the matter peacefully.

The reconciliation was successful, with both parties reaching an amicable settlement. The complainant agreed to withdraw all allegations against Busingye Mauda. However, the co-accused, who remains at large, will continue to appear in court until the matter concerning them is addressed to completion.

The Deputy Executive Director - Programmes, Ms. Sheila Muwanga graced the 5th graduation ceremony of Uganda Ey'enkya Vocational School at Kalungu-Masaka on 14th May 2026. The school is managed by Uganda Ey'enkya, a CBO under the leadership of Mr. H. Muyingo a Board Member of FHRI
