dle and hence poorest of the poor. HAVING REALISED, that youth face problems that are peculiar to them. REALISING; that lack of integration in society has hindered development, information, sharing, coordination and vital support as to effectively support our lot. CONVINCED; that we could better address the plight of youth through coordination and joint effort as an organized group,
The several youths in Budondo sub-county whose names are subscribed hence under constitution ourselves into buyala community youth enterprises for alleviating poverty and communicable diseases there after abbreviated as BUCOYEAP. NOW THERE FORE; we the members assembled on-day of 20th November in the year of our lord 2014 here by ordain, adapt and build ourselves and our successors with this constitution. The name of the association shall be known as Buyala community youth enterprises for alleviating poverty and communicable diseases or BUCOYAEP both meaning the same thing and having equal effect and shall have its offices on Buwagi Mutayi road. ARTICLE 2. NATURE OF THE ASSOCIATION:
The union shall be a community based organization under umbrella organization of the various groups of youth in Jinja district. ARTICLE 3
VISION:
The vision of the union shall be to improve the standard of living and the quality of life of youth in Budondo sub-county. ARTICLE 4
MISSION
To ensure that youth are able to initiate and sustain their own self-reliant, Economic, political and social (community) development processes
ARTICLE 5
BUCOYEAP philosophy lings so much on the belief that “there goes the morning star”
ARTICLE 6
GENERAL OBJECTIVES. To unite all youth in budondo sub-county. To advocate and lobby for policies and programs of youth. To increase the culture of saving among the youth. To protect and preserve the rights of youth as by the constitution and laws of Uganda. To equip youth with knowledge practices and tools to move from subsistence to commercial Agriculture. To provide a platform for upcoming artistes to establish themselves in the arts market/ industry. To increase on the literacy levels through emphasis on formal and functional adult literacy. To train the youth in betters health living through improved home sanitation counseling, rehabilitation, controlling the spread of STDs and HIV/Aids and other related diseases. To organize awareness campaigns about the need to converse and protect the environment among the youth. To perform any other work that may be incidental to the above aims/ objectives. 1MEMBERSHIp
The membership of BUCOYEAP shall be composed of the following. a)Full membership. Those shall have voting rights and shall be required to pay registration and sub-scription fee as determined by the executive committee. They include; founder body plus others. b) Associate membership:
These shall be organizations of youth outside Budondo sub-county and other organization that wish to associate with youth of Budondo sub-county. They shall pay membership and subscription fee to participate fully in proceeding and activities of the union but have no voting rights. C) Corporate/affiliate membership;
These include international NGOs, UN Agencies, companies and well-wishers. These shall not be required to pay registration and sub-subscription fee but can make contribution to the union such as to market it a worthwhile venture, those shall not have voting rights too. d) Honorary membership. Honorary membership shall be bestowed on such person who has rendered meritorious services to the union.
2) RIGHTS AND OBLIGATIONS OF AFULL MEMBER. I) Acceptance of BUCOYEAP constitution and active constitution to its mission objectives. ii) Right to have delegates to the General meeting to elect or be elected to BUCOYEAP Executive committee. iii) To pay member ship and subscription fee as is determined by the BUCOYEAP Executive committee. iv) Benefit from programs extended to youth by the union. v) Must be able to coordinate with others.
3) TERMINATION OF MEMBERSHIP. Full membership to the union ceases on failure to pay membership and subscription fee. The BUCOYEAP Executive committee shall inform members of their termination.
4) MEMBERSHIP AND SUBSCRIPTION FEE. Every full member of BUCOYEAP shall submit a subscription fee and membership fee to BUCOYEAP head office in such amounts and a manner as shall be determined by the Executive committee. ARTICLE 8. THE ORGAN OF THE UNION
1) THE EXECUTIVE COMMITTEE (EC). There shall be E.C which shall be composed of the following
i) Chairperson
ii) Vice chairperson
iii) Assistant secretary/ publicity
iv) Speaker
v) Treasurer
ARTICLE 9
FUNCTIONS AND DUTIES OF E.C MEMBERS
A) THE CHAIRPERSON
I) Be the Executive head of BUCOYEAP. II) Be the head of the Executive
III) Preside over meetings of the General Assembly and the E, C. IV) Be the principal signatory to all accounts of the union. V) Take emergency decisions on behalf of the executive. VI) Over see the performance of the E.C members, standing committee and all the work of the association. VII) Implement decisions of the executive committee and the general meeting. VIII) Carry out other duties entrusted to him by the general meeting. B) VICE CHAIRPERSON. The vice chairperson shall;
i. Deputize the chairperson. ii. Executive duties of the chairperson at all time in the absence of the latter. iii. Perform other duties assigned to him by the chairperson and the E.C. C) SECRETARY. The secretary shall;
i. Be secretary to the general meeting and the executive committee. Be a co-signatory of the general accounts of the union. Keep up date register of the members of the union. iv. Be the custodian of the union’s documents. Liaise with the chairperson and members to formulate the agenda and invite members to the meeting. vi. Carry out any other duties assigned to him by the E.C or chairperson. D) TREASURER. I) Be the principle adviser to the union on all financial matters. II) Prepare annual accounts and budgets of the union and their submission in the general meeting
III) Keep all financial records of the association. IV) Be a co-signatory to the general accounts. V) Spear head the mobilization of funds and other resources. VI) Provide records of accounts to the E.C and the general meeting. VII) Perform any other duties assigned to him by the E.C and the chairperson. E) SPEAKER/ SECRETARY
I) Deputize the secretary. II) Execute the duties of the secretary at all times in the absence of the latter. III) Be responsible for the official publication of BUCOYEAP and create a good image of the association. IV) Be responsible to the E.C for implementation of decisions. V) Perform any other duties assigned to him by the chairperson and the executive. F) PATRON. a) The executive shall appoint a prominent, dedicated political activist to be a patron of the union. b) The patron shall protect the goals and objectives of the association and perform the role of an arbitrator however called up by the EC and the general meeting.
