The CETA Hub Management Committee in Siripi convened its monthly review meeting to evaluate the achievements, challenges, and sustainability of the community digital hub serving refugees and host communities in Rhino Camp Refugee Settlement. Discussions focused on strengthening accountability and ensuring that revenues collected from daily charging services and affordable Internet subscriptions are strategically reinvested to improve service delivery and long-term sustainability.

To enhance uninterrupted connectivity and growing community demand, the committee resolved to procure additional charging ports and prioritize advance payment of at least two months of Internet connectivity fees to the service provider. These efforts will help ensure smooth Internet access, reliable digital services, and continued opportunities for online learning, communication, innovation, and economic empowerment for underserved communities.

Such monthly meetings continue to strengthen transparency, checks and balances, and community ownership while positioning the Siripi hub as a model for sustainable digital inclusion.

CETA remains committed to expanding affordable connectivity and empowering refugees and host communities through technology-driven opportunities.

Right from the 12th of May running until 22nd May 2026, CETA is conducting intensive Designing and Deploying Computer Networks (DDCN) and Online Trust & Safety (OTS) Bootcamp sessions which have already started in Ofua Zone and will conclude with our learners in Siripi Zone within Rhino Camp Refugee Settlement respectively.

The passion, commitment & enthusiasm shown by the refugee and host youth and women throughout the conducted sessions continue to inspire us as they actively embrace digital skills and practical learning opportunities that can transform their futures and strengthen their communities.

The journey towards earning an Internet Society learning recognized certificate in DDCN and Online Trust & Safety is rigorous, practical & highly engaging.

Through hands-on networking sessions, teamwork & Online Safety learning, refugee participants are building real-world skills that are preparing them to become community digital champions capable of supporting safer Internet use and sustainable connectivity initiatives within refugee and host communities Settlements.

At CETA, we continue striving to connect the whole of Rhino Camp Refugee Settlement and beyond through sustainable Community Networks (CNs). Through our ongoing Designing & Deploying Computer Networks Bootcamp, refugee and host community youth & women are equipped with practical digital networking & Community Connectivity skills to become digital champions capable of building, connecting, and maintaining their own Internet hubs for long-term community impact.

With the current support and inspiration from the Internet Society and the Internet Society Foundation, CETA is transforming hands-on computer networking learning into real community impact by expanding access to digital literacy, online safety, education, innovation, entrepreneurship, and digital livelihoods for underserved communities. The ongoing DDCN Bootcamp continues to strengthen local technical capacity while promoting sustainable and community-led connectivity solutions across Rhino Camp Refugee Settlement and beyond.

Every trained digital champion represents another important step towards bridging the digital divide and building inclusive digital futures for refugee and host communities in Uganda and beyond.

CETA continues to strengthen digital inclusion and community connectivity through its intensive theory and hands-on practical training in Designing and Deploying Computer Networks (DDCN) across Ofua and Siripi Zones in the Rhino Camp Refugee Settlement.

Refugee and host community trainees are gaining valuable real-world networking skills in IP addressing, device configuration, network setup, troubleshooting, and digital infrastructure management, empowering them to become local digital champions capable of supporting sustainable community connectivity solutions.

This impactful journey is made possible through our valuable 2026 project support from the Internet Society and the Internet Society Foundation, whose continued commitment to community-centered connectivity and digital empowerment is transforming lives in underserved communities like ours in Rhino Camp.

CETA is driving a powerful wave of digital skills development in Rhino Camp through our Cohort 2 of Designing and Deploying Computer Networks & OTS trainings in Ofua and Siripi. Refugee and host community learners are gaining high valued practical skills in computer network setup, IP addressing, and device configuration, building a strong pipeline of local talent ready to support and sustain community connectivity in underserved Refugee Settlements like ours.

This progress is strengthened through the continued support of the Internet Society & Internet Society Foundation whose commitment to digital inclusion continues to enable meaningful, community driven transformation. The training is delivered through a highly practical and inclusive model designed to maximize limited digital resources, with learners organized on shift bases to ensure every participant gets equal access to hands-on practice before graduation. Upon completion, learners receive recognized Internet Society learning certificates across courses such as DDCN, CNRA, and Online Trust and Safety, among others.

Learners keep rotating in structured practical shifts so that each participant gets direct access to limited digital tools and real hands on experience. They have been guided through cable termination, DHCP configuration, peer to peer networking, and IP management, supported by Packet Tracer simulations that help translate theory into real network environments. This approach ensures fairness in access, strong technical confidence, and immediate application of skills in real world settings.

The impact is already visible across the community. Learners are supporting schools to access online learning, helping small businesses come online, and improving access to essential digital services. Each graduate becomes a local digital champion, sharing skills within households and strengthening grassroots connectivity. By the end of the month, over 150 digital champions will graduate, marking a key milestone in community led digital infrastructure.

With continued partnership and support, CETA is well positioned to scale this proven model to reach even more learners and refugee settlements across Uganda. This will deepen digital skills development, strengthen local ownership of connectivity solutions & accelerate inclusive digital transformation where it is needed most. The progress so far demonstrates a clear and scalable pathway for lasting impact & we welcome collaboration with partners committed to advancing meaningful digital inclusion at scale.

We sincerely thank 48percent.org for supporting our Siripi Community Connect pilot Project that is currently making the Siripi community experience genuine excitement and transformation as children, youth & women many of whom are accessing the Internet for the very first time, are now learning, exploring, and connecting with the world through the shared community tablets, with visible joy, curiosity & a growing sense of possibility as this initiative opens doors that once felt completely out of reach and creates a strong sense of inclusion and hope across the community.

This pilot project is especially powerful because many community members had never, at any point in their lives, touched a tablet, computer, or any digital device before this initiative. Today, they were not only interacting with digital tools for the first time but are also learning how to locate Wi-Fi connection points within their environment and connect to the Internet.

This first experience of digital access is opening for them a direct pathway to the wider World of Information, learning, and opportunity, helping people who were previously fully excluded from the digital space begin to see and experience its possibilities.

Beyond access, this initiative has created a meaningful shift in how the community engages with learning and communication. Children are using the tablets to access educational content that supports their studies, youth are beginning to develop foundational digital skills and explore new opportunities & women are gaining exposure to Information that strengthens awareness, communication & participation in daily life.

Across all groups, there is a growing confidence in using digital tools, as well as a new understanding that the Internet can be a bridge to education, livelihoods, and global connection.

Building on this progress, CETA is designing a simple structured , community-led model to ensure a fair, safe & responsible access for all users. As part of this approach, all user groups including children, youth & women will be trained in digital literacy with a strong emphasis on online safety, responsible Internet use & digital well-being. This includes practical guidance on safe browsing, protecting personal information, identifying online risks & using the Internet in constructive and meaningful ways. This ensures that first-time digital users are not only gaining access but are also equipped to navigate the digital world safely and confidently, in alignment with 48percent.org’s mission of expanding inclusive digital access.

CETA continues to proudly reflect on its first-ever Annual Graduation Ceremony, an extraordinary and historic milestone that transformed lives and ignited lasting change across Siripi Zone and the wider Rhino Camp settlement. This landmark event saw over 135 refugees and members of the host community graduate, each receiving their Fundamentals in Designing and Deploying Computer Networks (DDCN) certificates directly from the Internet Society Training and e-Learning team. It was a powerful declaration of possibility, resilience & a future driven by digital empowerment. The memory of that day remains vivid and enduring, etched into the identity of the community as a turning point that will never fade.

Since that defining moment, the ripple effects have been profound and far-reaching as many of the graduates have since risen as digital champions, trailblazers who are actively reshaping their communities. They are now teaching digital skills in local schools, mentoring peers & inspiring fellow refugees to embrace online learning opportunities while others boldly ventured into entrepreneurship, establishing digital cafés, expanding access to Internet services & creating pathways for connectivity where none existed before. Several graduates are leveraging the popular digital platforms to promote their businesses, while others have stepped into the creative economy through content creation, generating income and amplifying community voices in the digital space.

This growing ecosystem of empowered, skilled, and self-driven individuals stands as undeniable evidence of the transformative impact of sustained investment in digital inclusion. CETA’s model continues to unlock potential, foster innovation and build resilient communities equipped for the digital age.

With continued support, this momentum can be scaled to reach even more underserved populations, deepen impact & solidify a legacy of inclusive digital transformation. The partnership and support that made this success possible remain critical, not only to sustain these gains, but to expand them, ensuring that no one in Siripi, Rhino Camp, and beyond is left behind in the digital future.

We are truly excited again at CETA for continuing to connect the unconnected in Siripi thanks to 48percent.org whose timely support has made it possible for the Siripi community Modern Secondary School to access fast & reliable Internet for the first time. This achievement has been strengthened by funding that supported the extension & improvement of the existing community Internet hub in Ariaze Market supported by Internet Society

For many refugees learners, this will be their first real encounter with the Internet in a meaningful way as they will begin exploring subjects like Biology, Chemistry, Mathematics, Agriculture & other subjects with more confidence, conducting research, accessing learning materials, & discovering knowledge that has long been out of reach.

With the same support from 48percent.org, we are also happy to announce the procurement of 10 Siripi community tablets that will be serving over 15,000 refugee women, girls, youth, elders & students across their early childhood centres, primary & secondary schools, creating shared access to digital resources that will bring digital learning closer to everyday life in the zone.

This achievement is deeply rooted in the voices of the Siripi community, where local leaders & residents strongly advocated for extended & improved connectivity & CETA responded by extending last mile Internet access to the school, opening a pathway for the entire Institution to step into the digital world advancing Equitable Access to Connectivity
