East African Legislative Assembly The East African Legislative Assembly (EALA) is an Organ of the East African Community, being the Legislative arm of the Community.

The East African Legislative Assembly (EALA) was inaugurated by the Summit on 29th November 2001 is one of the seven organs of the East African Community (EAC), being its legislative and oversight arm. Its current membership is 52 Members, 9 from each of the five Partner States of the East African Community and 5 Minister of East African Community Affairs from each Partner State, Secretary General

and Counsel to the Community. Under the Provisions of Article 49 of the Treaty for the Establishment of the East African Community.

EAC HQs, Arusha, Tanzania- June 2, 2026–The East African Legislative Assembly in its virtual sitting yesterday received the proposed East African Community budget for the financial year 2026/2027, tabled by the Chairperson, Council of the EAC Ministers, Hon. Rebecca Kadaga. The East African Legislative Assembly (EAC) adopted the proposed EAC budget estimates for FY2026/2027 and forwarded it to the General-Purpose Committee for scrutiny. This budget estimates were approved at the 60th Extra-Ordinary Meeting held from 18th to 22nd May 2026, of the Council of Ministers and approved a total budget of USD110,863,576 for the Financial Year 2026/2027, alongside a Supplementary Budget of USD 4,794,593 for FY 2025/2026.

The Assembly also witnessed the swearing-in of H.E. Amb. Patrick Bundi, the Secretary General of EAC as an Ex-Officio of EALA. The Assembly also witnessed the swearing of new members of parliament from the United Republic of Tanzania as stipulated in Rule 5(5) that a new member takes an oath or affirmation of allegiance. These members replaced Eala members who were elected to the Tanzania National Parliament in the last elections, including: Hon. Dr Ng’waru Maghembe Jumaine, Hon. James Millya and Hon. Angela Kizigha.

At a ceremony held at the EAC Headquarters in Arusha, Tanzania, the East African Community officially transitioned leadership from outgoing Secretary General SGNduva to incoming Secretary General Amb. Stephen P. Mbundi. The event, attended by EAC organs, partners, and stakeholders, featured Uganda’s Minister of State for EAC Affairs, Hon. James Magode Ikuya, as Chief Guest on behalf of Uganda’s Vice President. Staff and partners honored the outgoing Secretary General for her significant contributions over 22 months, including advances in regional integration and institutional strengthening, while warmly welcoming Amb. Mbundi with confidence in his leadership to advance a prosperous, united East Africa. The handover reaffirmed the EAC’s commitment to continuity, unity, and shared regional aspirations.
