CORRIGENDUM – EALA Press Release of 13th October 2026

Correction: Items on “Implementation Framework for 25th Ordinary Summit Decisions” and “Strategy for Highly Hazardous Pesticides (2026–2036)” Withdrawn

The following paragraphs in the press release should be disregarded and are hereby withdrawn:
1. Page 4 – “Implementation Framework for 25th Ordinary Summit Decisions”:

Following a motion moved by Hon. Jacqueline Amongin and seconded by Hon. Falhada Iman Dekow, EALA addressed procedural concerns stemming from the 25th Ordinary Summit held on March 7, 2026, and subsequent communications regarding the Sixth Assembly... with a strict reporting deadline set for December 3, 2026.

2. Page 2 – “Strategy for Highly Hazardous Pesticides (2026–2036)”:
Moved by Hon. Caroline Rwivanga Kayonga and seconded by Hon. George Stephen Odongo, EALA adopted a decisive resolution to fast-track the integration of this strategy into national and regional policies with adequate financial backing to safeguard human health, biodiversity, soil, and water quality, and agricultural trade from counterfeit agrochemicals and weak enforcement.

Clarification: Although both matters appeared on the Order Paper, they were later withdrawn. They were therefore not moved, not debated, and no decision or resolution was taken by the House on.
a) EAC SHS 25/Decisions 02 and 03, quorum requirements, remuneration structures, or the reporting deadline of December 3, 2026; and b) The Strategy for Highly Hazardous Pesticides (2026–2036).

🌍 EALA Adjourns Sine Die After Concluding Landmark Sittings in Arusha!
The East African Legislative Assembly (EALA) has successfully wrapped up its packed series of deliberations today, October 13, 2026, with the Speaker officially adjourning the House sine die. This historic sitting brought forward critical oversight reports, landmark motions, and legislative bills driving East African integration forward.

Here is a quick snapshot of what was achieved:

* Political Confederation & Integration: The Assembly reviewed the roadmap toward a Political Confederation, noting Somalia’s ratification of the EAC Treaty and its active participation, alongside Tanzania's commitment to conclude citizen sensitization exercises by November 2026.
* Public Health & Nutrition: Landmark resolutions were passed to address rare blood disorders like haemophilia, combat the rise of non-communicable diseases linked to ultra-processed foods, fast-track a regional strategy for highly hazardous pesticides (2026–2036), and review key health Centres of Excellence in Rwanda and Tanzania.
* Economic Value Chains & Aviation: EALA adopted a resolution to accelerate regional value chains away from raw exports into high-value manufacturing, alongside the introduction of the East African Community Domestication of Airspace and Liberalization of Air Traffic Rights Bill, 2026 to open up regional skies.
* Inclusion & Governance: The House championed rights and reasonable accommodation for Persons with Disabilities, pushing for infrastructure retrofitting across EAC facilities, and addressed implementation frameworks following the 25th Ordinary Summit decisions.

EALA Advances Major Regional Health, Industry, and Nutrition Initiatives in Arusha! 🇹🇿

In a landmark sitting at the East African Legislative Assembly (EALA) Headquarters in Arusha, the Assembly has adopted four major resolutions and oversight reports to transform public health, combat non-communicable diseases (NCDs), and accelerate industrial growth across the East African Community (EAC).

Here are the key highlights from the session:

• 🩸 Action on Haemophilia & Bleeding Disorders: Pushed by Hon. Clement Musangabatware and Hon. David Ole Sankok, EALA is urging Partner States to integrate bleeding disorders into national health policies and Universal Health Coverage (UHC) programs, tackling barriers like delayed diagnosis and limited treatment access.

• 🥗 Combatting NCDs & Ultra-Processed Foods: Introduced by Hon. Dr. Aisha Nyiramana and Hon. Dr. Gladness Salema, a new resolution calls for harmonized regional standards, mandatory front-of-pack labelling, and strict rules to protect children from aggressive junk food marketing.

• 🏥 Progress on Regional Health Centres of Excellence: The Committee on General Purpose reviewed stellar milestones from the Regional Centre for Vaccines and Health Supply Chain Management (RCE-VIHSCM) in Kigali and the Regional Centre for Cardiovascular Sciences in Dar es Salaam, while mapping out sustainable funding and joint procurement strategies.

• ⚙️ Fast-Tracking Regional Value Chains: Spearheaded by Hon. Dr. Gladness Salema and Hon. Caroline Kayonga, EALA advanced a unified framework to shift away from exporting raw commodities, eliminate non-tariff barriers, and boost local manufacturing, MSMEs, women, and youth empowerment.

🏟️ EALA MEMBERS INSPECT ARUSHA PAMOJA AFCON STADIUM — 95% COMPLETE!

Today, Members of the East African Legislative Assembly (EALA), led by the Rt. Hon. Speaker alongside the Chair of the Council of EAC Ministers, toured the ongoing construction of Arusha Stadium — the future home of the Pamoja Africa Cup of Nations 2027! ⚽

The engineering team confirmed the facility stands at 95% completion and remains firmly on track for the tournament. 🇹🇿

✅ EALA is gearing up for the EAC Interparliamentary Games, set for December 4–16 in Arusha, bringing together Honorable Members from all eight East African legislative assemblies.

📢 EALA Hosts Inaugural Strategic Legislative Governance Forum in Arusha

On Wednesday, 8 October 2026, the East African Legislative Assembly (EALA), in partnership with the Africa Governance Centre and the Conference of Speakers and Presidents of African Legislatures (COSPAL), convened the inaugural Strategic Legislative Governance Forum (SLGF 2026) at the EALA Chamber, EAC Headquarters, Arusha, Tanzania — held alongside the 153rd Assembly of the Inter-Parliamentary Union.

Under the theme "Legislative Statecraft and Economic Transformation in Africa," parliamentary speakers, regional lawmakers and policy leaders from across the continent gathered to examine how legislatures can drive economic transformation through lawmaking, fiscal oversight, debt management and the domestication of agreements such as the AfCFTA.

🔹 Opening plenary with welcome remarks by Benedicta Lasi (Chair, Africa Governance Centre) and a host address by Rt. Hon. Joseph Ntakirutimana, Speaker of EALA
