全球化經濟發展日趨活絡，社會結構亦朝向多元化、多樣化發展，同時勞工自主意識也日益高漲，工會活動遠較過去活躍。當前及未來之國際政經、社會發展趨勢，勞工組織工會之會員教育訓練也應推廣及加強。因此，工會組織應具代表性及強大團結力，始能有效建構會員的在職訓練，透過培訓提升會員知能，開啟學習動機，進而促進工作的滿足感。
本會目前積極的展開教育訓練及社會對話機制，另一方面也積極著手於促進會員之整體健全發展，使其工作技能精益求精，故藉由強化教育訓練，培養會員素質及專業能力，以協助其於職場上成為全方位之人才。
