以推廣身心障礙者之游泳活動，以復健強身為目的，結合社會資源推動會褔利政策，促進社會繁榮，發展全民運動為宗旨。
本會之任務如下：
一、發展全民游泳運動配合體委會體育人口倍增計劃，更提供身心障礙人士及游泳增進身體機能，改善行為能力並擴展人際關係。
二、參加各項游泳比賽及有關身心障礙者之水上活動。
三、舉辦國內外身心障礙者之游泳比賽及各項有關水上活動。
四、培訓身心障礙者之游泳選手、救生員、教練及裁判。
