About the Camp:
The Southeast Asia–South Asia–Taiwan (SEASAT) Youth Camp, organized by the Taiwan-Asia Exchange Foundation (TAEF), is now open for applications!
This year’s edition will also introduce the TAEF Youth Assembly, a new initiative aimed at supporting youth engagement in grassroots policymaking and community impact. The program will include both new participants and alumni, creating space to reflect on past progress and explore future collaboration.

2026亞洲防災高峰論壇登場 AI與無人機成防災關鍵　台灣推動全社會韌性

隨著極端氣候與複合型災害風險升高，人工智慧（AI）與科技應用正成為防災體系升級的關鍵工具。由臺灣亞洲交流基金會與台灣防災產業協會共同主辦的「2026亞洲防災高峰論壇」在昨（22）日在台北南港展覽館登場，聚焦AI、防災科技與印太區域合作，探討未來防災模式的轉型方向。

內政部消防署署長蕭煥章表示，台灣長期面對地震、颱風等複合型災害，已逐步建構「全社會防災」體系。他指出，去年花蓮震災期間約有50萬名志工投入救災，目前全台「防災士」人數已達11萬人，預計年底將提升至20萬人，顯示民間力量已成為防災體系的重要支柱。

在科技應用方面，多家業者指出，AIoT結合影像辨識技術，可即時掌握災害現場狀況，提升決策效率與救災安全性；隨著無人機應用日益普及，相關干擾與反干擾技術亦成為影響未來防災與國安的重要關鍵。

國際經驗亦成為本次論壇焦點之一。日本東京消防廳分享，已導入AI系統分析居家環境潛在風險，並針對電動車火災等新興議題進行技術研發，持續強化智慧消防體系。相關經驗顯示，科技導入正改變傳統防災模式，提升預警與應變能力。

此外，公私協力亦被視為提升韌性的關鍵。業者分享，透過大數據與智慧物流系統，可在災害發生時迅速調度物資支援前線，強化整體應變效率。與會者指出，未來防災將不僅仰賴政府體系，更需整合企業與社會資源。

本次論壇亦有58位來自菲律賓消防體系人員來台參與訓練與交流，展現台灣在防災技術與人才培育上的國際合作能量。與會專家認為，面對日益複雜的災害挑戰，透過科技應用與跨國合作，將是提升區域防災韌性的關鍵方向。

2026 Asia Disaster Prevention Summit Opens: AI and Drones Emerge as Key Tools for Resilience in Taiwan

As extreme weather events and complex disaster risks continue to intensify, artificial intelligence (AI) and technological innovation are becoming critical drivers in advancing disaster prevention systems. The 2026 Asia Disaster Prevention Summit, co-hosted by the Taiwan-Asia Exchange Foundation and the Taiwan Disaster Prevention Industry Association, opened on April 22 at the Taipei Nangang Exhibition Center. The forum focused on AI, disaster prevention technologies, and Indo-Pacific cooperation, exploring future pathways for transforming disaster management models.

Hsiao Huan-chang, Director-General of the National Fire Agency under the Ministry of the Interior, noted that Taiwan has long faced compound disasters such as earthquakes and typhoons, and has gradually built a “whole-of-society” disaster resilience framework. He highlighted that approximately 500,000 volunteers participated in relief efforts following last year’s Hualien earthquake. Currently, Taiwan has more than 110,000 certified disaster prevention specialists, a number expected to grow to 200,000 by the end of the year, underscoring the vital role of civil society in disaster response.

In terms of technological applications, industry representatives emphasized that AIoT integrated with image recognition can enable real-time situational awareness, significantly improving decision-making efficiency and operational safety. As drone deployment becomes more widespread, counter-drone and anti-interference technologies are also emerging as critical factors shaping the future of disaster response and national security.

International experience was another key highlight of the forum. The Tokyo Fire Department shared its implementation of AI-based systems to assess potential risks in residential environments, as well as ongoing research into emerging challenges such as electric vehicle fires. These developments illustrate how technological integration is reshaping traditional disaster response models by enhancing early warning and operational effectiveness.

Public-private partnerships were also identified as essential to strengthening resilience. Industry participants noted that big data and smart logistics systems can enable rapid mobilization of resources during emergencies, enhancing overall response efficiency. Experts at the forum emphasized that future disaster management will require not only government leadership but also the integration of private sector capabilities and community resources.

The forum also welcomed 58 firefighters from the Philippines for training and exchange, demonstrating Taiwan’s growing role in international disaster cooperation and capacity building. Participants concluded that, in the face of increasingly complex disaster challenges, the integration of advanced technologies and cross-border collaboration will be key to enhancing regional resilience.

2026 臺日菲消防領袖培育研習營開幕 三方攜手強化印太防災合作與訓練

由外交部、行政院經貿談判辦公室及內政部消防署共同主辦之「2026 年臺日菲消防領袖培育研習營」，於 4 月 13 日在南投竹山訓練中心舉行開訓典禮。此次共有 58 位來自菲律賓的消防人員來臺參訓，展開為期兩週的專業訓練與實務交流，象徵臺日菲三方持續深化防災合作的重要里程碑。

開訓典禮由消防署訓練中心主任謝志強揭開序幕，隨後由臺灣亞洲交流基金會執行長楊昊、馬尼拉經濟文化辦事處臺中分處處長 Sabrina P. AARON，以及菲律賓帶隊長官Randolph V. Bides 接續致詞，展現三方對災害應變能力培育與國際合作的高度重視。

2026 Taiwan–Japan–Philippines Fire Cadet Leadership Development Program Opens, Strengthening Indo-Pacific Disaster Preparedness Cooperation

The “2026 Taiwan–Japan–Philippines Fire Cadet Leadership Development Program,” jointly organized by the Ministry of Foreign Affairs, the Office of Trade Negotiations under the Executive Yuan, and the National Fire Agency of the Ministry of the Interior(MOI), officially commenced on April 13 at the Zhushan Training Center in Nantou. A total of 58 firefighters from the Philippines have arrived in Taiwan to participate in a two-week program of professional training and practical exchange, marking a significant milestone in advancing trilateral disaster preparedness cooperation.

The opening ceremony was inaugurated by Hsieh Chih-chiang, Director of the Training Center of the National Fire Agency. Remarks were subsequently delivered by Alan. Y Hao Yang, Executive Director of the Taiwan-Asia Exchange Foundation (TAEF); Sabrina P. AARON, Director of the Taichung Extension Office of the Manila Economic and Cultural Office (MECO); and Randolph V. Bides, Head of the Philippine delegation.
