本會創辦人張松先生，於事業忙碌之餘，有感於青少年朋友能在良好的環境中健康成長，是父母與國家社會的心願，因而捐助基金成立本會，以嘉惠大台北地區的青少年。
經諸多社會賢達協助籌設，於94年10月21日奉臺北市政府社會局北市社六字09440467400號函准予設立。
