結合地方資源地方團體與地方健康服務中心、區公所、鄰里辦公室、圖書館共同推動社區營造課程，以確保相關核心目標課程能夠確實開設。因此本案致力於以實踐行動凝聚社區學習意識，建立全民參與的公民社會，並保障弱勢族群學習的權利，以激發學習型組織之萌芽，加速終身學習社會的建立。
