This Gender in Brief for Jamaica provides a focused overview of gender dynamics to support humanitarian aid organizations responding to the devastating impacts of Hurricane Melissa, which made landfall on 27th October, 2025. It highlights that women, girls, men, boys, LGBTQ+ and other vulnerable populations are differently affected by the crisis and have distinct vulnerabilities and therefore distinct needs. The brief serves as a practical tool to guide gender-responsive planning, coordination, and delivery of aid - ensuring that recovery and relief efforts promote equity, inclusion, and long-term resilience across communities.

Special thanks to research contributor Sharon Johnson-Simms, MBA, BSc (Statistics and Economics), and editors Dr. Angelique V. Nixon, Senior Lecturer, IGDS UWI and Kathleen Stroud-Mohammed, Organizational Development Consultant, and the team at the Caribbean Gender Alliance for their invaluable input and feedback on this Gender in Brief for Jamaica.

Caribbean Civil Society Organizations are ready to lead the way, with Cash and Voucher Assistance (CVA) in the region. We recognize that CVA is a powerful tool capable of transforming how aid is delivered during emergencies.

Thanks to the dynamic CVA training, our practitioners are now better equipped than ever to respond faster, smarter, and more effectively. With the right tools and knowledge in hand, we're ready to support those in need with greater speed, dignity, and flexibility.

As true Caribbean people - we always have a lot to say!
Especially when it comes to learning and sharing!
Civil Society practitioners in the Caribbean now have increased knowledge and skills to implement cash and voucher assistance - and they let us know how they felt about becoming more effective humanitarian actors.

The Caribbean Gender Alliance and Care International , successfully hosted this training on CALP Core Cash and Voucher Assistance Skills for Programme Staff. The first sessions were held in July 2025 in St. Lucia with 22 Civil Society practitioners from 13 countries across the region - Antigua & Barbuda🇦🇬, The Bahamas🇧🇸, Barbados🇧🇧, Belize🇧🇿, Dominica🇩🇲, Grenada🇬🇩, Guyana🇬🇾, Jamaica🇯🇲, Saint Kitts & Nevis🇰🇳, Saint Lucia🇱🇨, Saint Vincent & the Grenadines🇻🇨, Suriname🇸🇷, and Trinidad & Tobago🇹🇹.
We built technical skills.
We strategized on practical impact.
We strengthened regional relationships.
We are ready to serve.

Their reflections highlight not only the value of the sessions but also the vital role Cash and Voucher Assistance plays across the region. Check out the video.

Barbados 🇧🇧 at the CVA Training

“The training was both timely and impactful, offering valuable insights that reinforced the work we undertook during the CARE USA CVA Pilot Project in 2024. It served as a powerful reminder of the importance of CVA in humanitarian response, why we must continue to advocate for its use in crisis situations, safeguard those we serve, and uphold dignity and choice through every phase of our work. It also underscored the critical need for sustained funding to continue this mission. I’m grateful to have been exposed to such quality and insight.

I also wish to extend my appreciation to Jonathan Arogeti from CARE, and Nadella Oya and Alysha Baptiste from the Caribbean Gender Alliance, for organizing such a rich and inclusive learning experience, bringing together Civil Society representatives from across the Caribbean to connect, share, and grow together.

Finally, heartfelt thanks to Sahara Ibrahim, our facilitator from CARE, for leading the sessions with such clarity, depth, and passion. Thank you!”

“Each lesson of the CVA training re-emphasized the importance of being mindful and intentional in efforts to assist communities, ensuring that the help provided is actually helpful. CVA stresses the need for cultural and contextual appropriateness, recognizing that well-meaning assistance can do more harm than good if it does not align with the values, needs, and realities of the communities it aims to support.”

Saint Lucia 🇱🇨 at the CVA Training

“The CVA training was a deeply impactful experience. It highlighted how Cash Preparedness Activities (CPA) enable diverse stakeholders to respond collectively to natural disasters, promoting recovery not just at the individual level, but also across communities and entire economies.

What truly stood out to me was the way cash-based responses can create positive, interconnected cycles—supporting people, revitalizing economies, and contributing to environmental resilience. It broadened my understanding of how coordinated, well-planned CPA interventions can build long-term regional sustainability.”
