Conservation International Timor-Leste (CI-TL) held a quarterly reflection meeting for one week (20–25) to review the progress of work over the past three months (July-Sept).

On the First day (20/10), CITL, through the Operations Department, invited the National Institute for Social Security (INSS) to share information related to social security contributions and the benefits that staff will receive in the future.

During the session, Delia Belo, from INSS explained that the activity was crucial in helping staff understand the rights and benefits they are entitled to through regular contributions.

“This information-sharing session is very important because it allows us to clearly explain to CI-TL staff the different types of benefits they can receive from Social Security contributions,” said Delia Belo, INSS representative.

At the closing of the session, Mr. Manuel Mendes, Country Director of Conservation International Timor-Leste, expressed appreciation to the INSS:

“On behalf of CI-TL, I would like to express our sincere appreciation to the Government, through INSS, for their collaboration in conducting this important session. Through this engagement, our staff now have a better understanding of their contributions and the benefits they can receive upon reaching 60 years of age or retirement,” said Manuel Mendes, Country Director of CI-TL.

The session aimed to strengthen awareness among CI-TL staff about their rights and responsibilities within the Social Security system, ensuring they are better informed about their future benefits and retirement options.

GEF-7 Management of Indonesia and Timor-
Leste Transboundary Watersheds and
shared interest in partnering to strengthen
national and regional adaptation initiatives.

This week ( 15/10), the Managers and Project Coordinators from Conservation International Timor-Leste (CI-TL), including the Marine and Terrestrial Project Managers led by, Demetrio de Carvalho, the Regional Manager of the Transboundary Watersheds Management Project between Indonesia and Timor-Leste (MITLTW), held a meeting with the President of the Bobonaro Municipal Authority, Mr. Paulo Moniz Maia, at the PAM Bobonaro office.

The purpose of the meeting was to express appreciation and introduce the projects implemented by CI-TL in Bobonaro Municipality, as well as to seek support, cooperation and collaborations for the implementation of CI-TL’s activities in the municipality.

During the meeting, the President of the Bobonaro Municipal Authority welcomed the CI-TL team and expressed appreciation for the initiatives being implemented by CI-TL in Bobonaro Municipality. He also committed to supporting, aligning, and integrating CI-TL’s projects into the Municipal Strategic Plan for 2025–2030.

In addition, he also expressed his appreciation for CI-TL’s efforts in Marine Protection, Mangrove Restoration, and the Management Transboundary Watersheds between Indonesia and Timor-Leste (MITLTW) In nine (9) villages. 🌿🌊

In Bobonaro Municipality, Conservation International Timor-Leste is currently implementing several marine projects, including the MANAAKI Project, Somacore, MACP, and the Kiwa-RESTORE Project. Meanwhile, the terrestrial project being implemented is the Transboundary Watersheds Management between Indonesia and Timor-Leste (MITLTW) Project.

In a significant step toward environmental conservation, the community of Ulmera Village, Timor-Leste, recently came together to launch a mangrove nursery for the Kiwa- RESTORE project. The event was highlighted by a traditional ritual, where village elders sought the consent and blessings of their ancestors to ensure the project’s success.

The ritual, led by respected community leader, Venancio Goncalves, featured prayers, traditional songs, and symbolic offerings to honor the land and ancestral spirits. The community believes that seeking their ancestors’ permission is essential to maintaining harmony with nature and ensuring the long-term sustainability of their efforts.

The mangrove restoration project aims to protect the coastal ecosystem, provide vital habitat for marine life, and strengthen local livelihoods. By combining traditional wisdom with modern conservation practices, the people of Ulmera Village are setting an inspiring example of community-led environmental stewardship.

Joana da Costa, one of the members of the Mangrove Restoration Group in Ulmera, stated:
“I am involved in the mangrove nursery establishment because it is important to prepare the nursery before we plant. We need to take care of the mangrove seedlings for about one year before planting them.

“As a woman, I would like to be involved in this mangrove restoration group because women can do this work. We can take part in any activities that can earn income, including restoration activities like this.”

This initiative is expected to bring lasting benefits—not only to the environment, but also to the local economy and future generations. As the community continues to nurture the mangroves, they are also preserving their cultural heritage and reaffirming their traditional values.

In addition to establishing mangrove nursery sites in Ulmera Village, CI-TL together with KFF and the RESTORE group from three villages—Batugade, Sanirin, and Aidabaleten—also carried out intensive work to establish mangrove nursery sites in the three mentioned villages."

The RESTORE project aims to strengthen the adaptive capacity and economic resilience of Pacific Islanders – specifically to improve shoreline stability, coastal protection and sustainable livelihoods – through Nature-Based Solution (NBS) focused on community-based ecosystem restoration in Fiji 🇫🇯, Samoa 🇼🇸 and Timor-Leste 🇹🇱 . Actions will aim to reduce the vulnerability of island communities by restoring and maintaining ecosystem services that provide important resilience benefits, reduce anthropogenic threats to climate-vulnerable ecosystems, and develop financing solutions to sustain and amplify climate change adaptation actions over time.

A preparatory meeting was held for the upcoming Seascape – Ecosystem Approach to Fisheries Management, EAFM Regional Exchange (REX) and Technical Working Group (TWG) CTI-CFF event to be held in the Philippines from 13–17 October 2025.

This meeting was conducted in collaboration with National Coordination Committee (NCC Timor-Leste), Conservation International Timor-Leste, and Konservasi Indonesia. Through this discussion, key points and progress updates from Timor-Leste regarding Seascape and EAFM TWG activities were identified and discussed.

🌊 𝐌𝐨𝐧𝐢𝐭𝐨𝐫𝐢𝐧𝐠 𝐂𝐨𝐫𝐚𝐥 𝐑𝐞𝐞𝐟𝐬 𝐭𝐨 𝐒𝐭𝐫𝐞𝐧𝐠𝐭𝐡𝐞𝐧 𝐌𝐚𝐫𝐢𝐧𝐞 𝐂𝐨𝐧𝐬𝐞𝐫𝐯𝐚𝐭𝐢𝐨𝐧 🌊

For two weeks, 15 to 26 September 2025, the Marine specialist team from Conservation International Timor-Leste (CI-TL), through the MANAAKI Project, conducted monitoring activities in four Community-Based Marine Protected Areas (CB-MPAs) — Batugade, Sanirin, and Aidaba Leten in Bobonaro Municipality and Uatuvou in Liquiça Municipality.

In each CB-MPA, the team carried out a three-day assessment to evaluate the overall condition of the marine ecosystem within the protected area.

This coral reef assessment and general observation is part of the ongoing efforts to support the marine conservation management plan in the CB-MPAs, with the aim to:

1. Assess the current status of coral reefs, fish populations, and marine conditions within the CI-TL–established Marine Protected Areas.
2. Monitor broad ecological parameters such as coral cover, substrate composition, presence of algae, water temperature and overall habitat complexity to understand the health and stability of reef systems.

Based on the results conducted by the team in the Community-Based Marine Protected Areas (CB-MPAs), the findings show positive outcomes from the identified indicators, such as the dominant substrate of live coral, the abundance of indicator fish species, the presence of marine species such as sea turtles and dugongs in each CB-MPA. The presence of newly grown corals (juvenile corals) also indicates signs of coral reef ecosystem recovery within the CB-MPAs."🐢🐠🐚

According to Vicente de Rosario, Vice Coordinator of the Batugade Marine Protected Area, who accompanied the CI-TL team, expressed his happiness with the condition of the sea in the MPA: “We are really happy with these positive results, which reflect our collective efforts to protect the sea.”

The Coral Triangle, often referred to as the "Amazon of the Seas," is the world's epicenter of marine biodiversity. This six million square kilometer area of ocean spans the waters of six countries - Indonesia, Malaysia, Papua New Guinea, the Philippines, Solomon Islands, and Timor-Leste. As one of the Coral Triangle Initiative countries, Timor-Leste is a custodian of this incredible natural heritage, which is home to 76% of the world’s coral species and over 3,000 species of reef fish. This region is not only critical for global marine health but also provides food security and livelihoods for more than 130 million people who depend directly on its marine and coastal resources.

For this purpose, Conservation International Timor-Leste along with the Directorate General for Fisheries of the Ministry of Agriculture, Livestock, Fisheries and Forestry (MALFF) and the National Coordinating Committee of Timor-Leste, with support from the Solutions for Marine and Coastal Resilience in the Coral Triangle Region (SOMACORE programme), conducted a stakeholder workshop aim to designed and facilitate a multi-stakeholder dialogue, ensuring the National Plan of Action (NPOA 2.0) which is comprehensive, inclusive, and reflects the collective vision and commitment of all relevant parties in Timor-Leste.

The NPOA 2.0. will serve as a unifying framework for all initiatives aimed at sustaining Timor-Leste's coastal and marine resources for the prosperity of its citizens. The NPOA is a key instrument for translating the Regional Plan of Action (RPOA 2.0) into concrete and measurable actions at the national level. Its development is a collaborative process that must be driven by a wide range of stakeholders, with strong coordination from the government and support from civil society organizations, development partners, the private sector, and academia.

Conservation International Timor-Leste (CI-TL), through the MANAAKI Project and with co-financing from IKI SOMACORE (Solutions for Marine and Coastal Resilience) project) has launched small grants supporting 14 community groups along the northwest coast in of Bobonaro and Liquiça municipality, in Timor-Leste

This small grant is to strengthen community initiatives that promote sustainable livelihoods, conservation, and improved community well-being through financial support and capacity development.

These groups include four Marine Protected Area (MPA) community groups — Batugade, Sanirin, Aidaba-Leten in Bobonaro, and Uatuvou in Liquiçá. In addition to the MPA groups, there are also five horticulture groups, two savings and loans groups, a women’s weaving group, and two grilled fish business group.

Each group received US$1,000 to support activities that help protect marine ecosystems, improve livelihoods, and strengthen community resilience.

The small grants launching ceremony was also attended by the National Directorate of Marine Spatial Planning and National Coordination Committe (NCC - TL) from the Ministry of Agriculture, Livestock, Fisheries, and Forestry (MALFF) along with the community leaders from Batugede, Sanirin, Aidaba-Leten, and Vatuvou villages.

👏 The MANAAKI Project is funded by the Government of New Zealand Ministry of Foreign Affairs and Trade and implemented by CI-TL in partnership with Permatil and Fundasaun Alola.

The Programme is funded by the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection via the International Climate Initiative (IKI) and being implemented by a consortium of partners, operating globally, regionally, nationally and locally.
