As a key member of the Country Office, you will provide technical and policy support to advance gender equality and address gender-based violence in Timor-Leste. You will work closely with government counterparts, development partners, civil society organizations, and the United Nations system to strengthen national programmes, promote gender-transformative approaches, and support the implementation of innovative and sustainable solutions that improve the lives of women, girls, and vulnerable communities.

The successful candidate will contribute to policy advocacy, programme design and implementation, partnership development, resource mobilization, and monitoring and evaluation. This role offers a unique opportunity to support the implementation of the National Action Plan against Gender-Based Violence, strengthen institutional capacity, promote gender-responsive policies, and contribute to the achievement of the Sustainable Development Goals and the ICPD Programme of Action.

We are looking for candidates with an advanced university degree in gender studies, public health, demography, international relations, public administration, social sciences, or a related field, along with at least two years of professional experience in gender equality, women's rights, gender-based violence, or international development programmes. Fluency in English and Tetum is required, while knowledge of Portuguese is considered an asset.

UNFPA Timor-Leste, with the generous support of the Governments of Japan and Thailand (NEDA),has concluded a vital six-day 𝐔𝐥𝐭𝐫𝐚𝐬𝐨𝐮𝐧𝐝 (𝐔𝐒𝐆) 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 at the National Institute of Public Health of Timor-Leste (INSP-TL) in Dili. This session trains 10 dedicated health workers—7 doctors and 3 midwives - representing the municipalities of Baucau, Lautem, Ermera, Bobonaro, RAEOA, Viqueque, Covalima, and Manufahi.
This intensive competency-based training combines expert theoretical instruction with hands-on clinical practice at the National Institute of Public Health of Timor-Leste (INSP-TL). By equipping frontline workers with essential obstetric ultrasound skills, we are strengthening early detection, improving clinical decision-making, and ensuring quality, respectful maternal health care for every pregnant woman.
Together, we are working to end preventable maternal mortality and build stronger community health systems across all municipalities!

While Timor-Leste has made remarkable strides - with skilled birth attendance rising to 78% and child mortality dropping according to recent DHS data - we must address the critical gaps highlighted by our Maternal Perinatal Deaths Surveillance.
By combining comprehensive facility assessments with advanced geospatial technology, national leaders, municipal health workers, and technical experts are building an evidence-based roadmap to optimize our emergency obstetric network. Today in Dili, the Ministry of Health of Timor-Leste and UNFPA officially launched a crucial five-day technical workshop on Geospatial Data Preparation and AccessMod Training.

This initiative is a major step forward for the Emergency Obstetric and Newborn Care (EmONC) Network Optimization Plan. By bringing together technical specialists from the Ministry of Health, the National Institute of Statistics, and our youth-led NGO partner G-SIG, we are working collaboratively to strengthen the healthcare network.

The training runs from September 28 to October 2, 2026, and will directly inform the progress of the Government’s vital health initiatives. A special thank you to Mr. Edigardo Alves, representing the General Director for Policy Planning, and Ms. Navchaa Suren, UNFPA Representative, for highlighting the importance of this critical initiative at the training today.
