🌍✨ Building Expertise in Testing Laboratories

The UNIDO International Expert on Testing Laboratories for the Food and Beverages Sector is currently delivering a comprehensive 4-module training to AIFAESA. 🎓

This training focuses on the general requirements for testing laboratories, covering key areas such as:
✅ Premises and infrastructure
✅ Criteria for prioritizing tests
✅ Strategic issues in laboratory setup
✅ Personnel qualifications
✅ Management systems

💡 By addressing these critical aspects, the program aims to empower participants to establish laboratories that meet the highest standards, ensuring quality and safety in the food and beverage sector.

As the UNIDO QIEC project nears its conclusion, Dr. Palmira Lopez-Fresno, QIEC Chief Technical Advisor, met with H.E. Filipus Nino Pereira, Minister of Commerce and Industry of the Democratic Republic of Timor-Leste. During the meeting they discussed the critical role that Quality Infrastructure (QI) plays in supporting the country's development.

Additionally, UNIDO:
📈 Presented a global overview of the achievements under the project.
⛰ Addressed the challenges encountered during project implementation.
♻️Highlighted key issues and opportunities for ensuring the project's sustainability.
📒Delivered a series of QIEC publications and reports.
📆Informed on the next and final Project Steering Committee Meeting during the first quarter of 2025.

Looking ahead, UNIDO QIEC remains committed to working with the Government of Timor-Leste and the Ministry of Commerce and Industry to foster sustainable development and support quality infrastructure.

📢 QIEC Training on Legal Metrology: A Successful Conclusion!

This week, the QIEC Training on Legal Metrology, organized by UNIDO in collaboration with AIFAESA. IP, came to a successful close! 🎉

From Monday to Friday (with a short break on Thursday), AIFAESA’s inspectors and operational staff gained valuable technical knowledge and skills in legal metrology. This training strengthens their vital role in supporting Timor-Leste’s quality infrastructure.

We are proud to work alongside AIFAESA. IP as we continue our mission to advance quality infrastructure and drive positive change!

Progress towards the operationalization of the National Calibration Laboratory (NCL)! ✨

The first batch of laboratory equipment procured by UNIDO QIEC for the National Calibration Laboratory has officially arrived in Dili! Yesterday, the UNIDO Industrial Metrology Expert conducted a thorough visual inspection of the equipment alongside the Timor-Leste Quality Institute IQTL,I.P technical team, as IQTL continues to finalize the refurbishment of the prospective laboratory premises.

Once fully set up, this equipment — along with the remaining items en route — will empower 6 specialized laboratories to cover critical calibration magnitudes:

📢 QIEC Training on Legal Metrology is Underway!

We are pleased to announce the launch of the QIEC Training on Legal Metrology, organized by UNIDO jointly with AIFAESA. IP. This important training, running from today until Friday, aims at enhancing the technical knowledge and skills of AIFAESA's inspectors and operational staff in the field of legal metrology.

Through this initiative, UNIDO QIEC reaffirms its commitment to supporting AIFAESA in strengthening its role as a legal metrology implementer in Timor-Leste, advancing quality infrastructure for a brighter future!

A key objective of UNIDO QIEC is to operationalize Timor-Leste's first National Calibration Laboratory. 🔬

Today, UNIDO's Industrial Metrology Expert, Mr. Dede Erawan, conducted a technical visit to the laboratory premises to monitor the progress of the ongoing refurbishment works and verify their alignment with international requirements.

UNIDO is committed to collaborating with IQTL,I.P towards this transformative objective for Timor-Leste's quality infrastructure.

Yesterday, UNIDO joined hands with other UN agencies to celebrate United Nations Day 2024 in Timor-Leste! 🌱 This annual observance highlights the achievements of the UN and the ongoing work needed to tackle global challenges.

This year, the Alumni Parlamentu Foin Sa’e Timor Leste (APFTL) and the United Nations Resident Coordinator’s Office in Timor-Leste organized an impactful mangrove planting event, bringing together youth leaders to raise awareness of climate action and mitigate the effects of climate change. 🌿🌊 Through such initiatives, we hope to inspire and equip the next generation to lead on environmental sustainability and resilience.

UNIDO QIEC is committed to advancing sustainable development through the enhancement of Quality Infrastructure in Timor-Leste, leading to inclusive and sustainable industrialization, and creating pathways for economic growth while preserving our planet.

Through the QIEC project, UNIDO is providing technical assistance for the development of Timor-Leste’s national Quality Infrastructure (QI) system, needed to enhance the trade competitiveness of the country’s food and beverage sector. A key partner in this initiative is AIFAESA. IP — the Inspection and Enforcement Authority on Economic and Food Safety Activity.

On 18 October 2024, UNIDO’s Chief Technical Advisor, Dr. Palmira Lopez-Fresno, met with the newly appointed AIFAESA General Inspector, Dr. Odete da Silva Viegas, to discuss ongoing cooperation under the QIEC project.

UNIDO looks forward to continuing this important partnership with AIFAESA to strengthen the country’s QI sector and support its sustainable economic development.

Today's UNIDO QIEC training on Leadership brought together key institutions from Timor-Leste's Quality Infrastructure System. Participants included representatives from the public sector, the private sector, academia, and civil society, including the project's main counterparts, IQTL,I.P and AIFAESA. IP.

This impactful training was facilitated and conducted by UNIDO QIEC in collaboration with the Instituto Nacional de Saúde Pública de Timor-Leste.

Together, we are building a stronger foundation for leadership and quality in Timor-Leste. 🚀🎓🌍

UNIDO QIEC meeting with the IQTL,I.P President 🤝

On Friday, 4 October 2024, the UNIDO QIEC team had the honor of meeting with Ms. Izilda Manuela da Luz Pereira Soares, the newly appointed President of IQTL, along with the IQTL Assessor, Mr. Florentino José Pereira Gusmão, and the Vogai of the Conselho de Administração, Mr. Gustavo de Oliveira Maia.

As IQTL is a vital partner and one of the main counterparts of the QIEC project, this meeting marked a key opportunity to introduce the project’s objectives, current priorities and discuss the challenges ahead.

UNIDO QIEC looks forward to continue collaborating closely with IQTL to advance quality infrastructure in Timor-Leste and contribute to sustainable development.

We are pleased to share the successful completion of the workshop "Building a Common Vision on Quality Infrastructure in Timor-Leste: Presenting the Results from Institutional and Legal Analysis on Quality Infrastructure", organized by UNIDO QIEC and held on 4 September 2024.

During this important event, we presented and discussed key themes, crucial for the development of Timor-Leste’s quality infrastructure:
1. The Legal and Institutional Framework for Quality Infrastructure in Timor-Leste - including findings of an assessment conducted by UNIDO QIEC. 📑
2. A proposal for common vision on Quality Infrastructure - presenting a unified vision for the future. ⚙️
3. Proposal for a National Quality Council – strengthening national coordination for quality initiatives in Timor-Leste. 🤝

The workshop brought together more than 50 representatives from public institutions - including QIEC's main counterpart, IQTL,I.P - from development partners, the private sector, academia, and civil society, demonstrating the broad commitment to advancing quality infrastructure in the country.

While many challenges remain, these efforts for the articulation among different sectors is a crucial step to build a robust and effective quality infrastructure system in Timor-Leste.

Together, we are making progress! 🌍💪

To wrap up the assessment of the Laboratório Nacional de Saúde (LNS) – National Health Laboratory, today, we held a comprehensive debriefing session featuring key participants including the President of INSP-TL, the Director General of LNS, the National Director of Quality Control, and the LNS technical toxicology team.

UNIDO QIEC presented the results of the laboratory assessment and key recommendations, emphasizing areas for improvement in alignment with the international requirements of ISO/IEC 17025:2017.

During the debriefing session, participants discussed the critical importance of strengthening testing capacity in the Food & Beverage sector as a strategic objective for Timor-Leste and the need for coordinated efforts among all stakeholders.

UNIDO QIEC looks forward to continuing collaborating with LNS to ensure the implementation of these recommendations effectively.
