มูลนิธิพัฒนาอีสาน เป็นองค์กรพัฒนาเอกชนและองค์การสาธารณกุศลลำดับที่ 657 ตามประกาศกระทรวงการคลัง ที่ดำเนินงานพัฒนาชนบทมาตั้งแต่ปี 2524 โดยเริ่มดำเนินงานพัฒนาชนบทแบบผสมผสานในพื้นที่ชายแดนไทย-กัมพูชาจังหวัดสุรินทร์ ชื่อว่า “โครงการพัฒนาหมู่บ้านชายแดนจังหวัดสุรินทร์” ระหว่างปี 2524-2530 ในพื้นที่ 52 หมู่บ้าน 3 อำเภอ คือ อำเภอกาบเชิง อำเภอบัวเชดและอำเภอสังขะ

่เกี่ยวข้องเห็นร่วมกันว่าควรนำบทเรียนและประสบการณ์การพัฒนาชนบทช่วงดังกล่าว มาใช้ให้เป็นประโยชน์ในพื้นที่กว้างไกลออกไปจึงได้จดทะเบียนเป็นมูลนิธิฯ ขึ้นในจังหวัดสุรินทร์ เมื่อวันที่ 19 พฤศจิกายน 2529
ระหว่างปี 2531-2536 ทางมูลนิธิฯ ได้รับการสนับสนุนอย่างต่อเนื่องจาก CIDA (Canadian International Development Agency-CIDA) ประเทศแคนาดาในการดำเนินงานโครงการพัฒนาชนบทเพื่อการพึ่งตนเองของชุมชน (Participatory Community Development) โดยมีพื้นที่ปฏิบัติงานใน จ.สุรินทร์ประมาณ 80 หมู่บ้าน จาก 8 อำเภอ คือ อำเภอกาบเชิง อำเภอบัวเชด อำเภอสังขะ อำเภอเมือง อำเภอสนม อำเภอลำดวน อำเภอศีขรภูมิ และอำเภอจอมพระ
จากสภาพปัญหาและสถานการณ์ของชุมชนที่เปลี่ยนไป ตั้งแต่ปี 2537 เป็นต้นมา มูลนิธิฯได้ปรับนโยบาย วัตถุประสงค์ แนวทางการดำเนินงานพัฒนาที่หลากหลายขึ้นทั้งชุมชนชนบทและเมือง โดยได้รับการสนับสนุนทางด้านงบประมาณจากทั้งภาครัฐ องค์การต่างประเทศ การจัดระดมทุนภายในประเทศและการจัดกิจกรรมหารายได้ของมูลนิธิฯ เอง
ปัจจุบันได้ขยายการดำเนินงานทั่วภาคอีสาน มีสำนักงานใหญ่ที่สุรินทร์และสำนักงานสาขาในพื้นที่ 7 จังหวัด คือ ศรีสะเกษ อุบลราชธานี มุกดาหาร อุดรธานี เลย นครพนมและหนองคาย
The NET Foundation is a Non-Governmental Organization (NGO) that focuses on rural community development in the north-east of Thailand. In 1981, the founding members first initiated a small integrated rural development operation on the border of Thailand with Cambodia in the Thai province of Surin. The project was called “Toward Self-Reliance in Northeast Thailand: Integrated Village Development along the Thai-Kampuchean Border of Surin Province-NET”. The project covered 52 villages, lasted from 1981 until 1988, and was supported by the Canadian International Development Agency (CIDA). Towards the end of the project in 1986, many people involved in the project agreed that what they had learned was valuable and transferrable. Today, the Foundation is registered as the 657th organization on the Ministry of Finance’s list of domestic charitable foundations. The experience gained from the original project, with continuing support from CIDA, paved the way for many other projects initiated by the NET Foundation in the region between 1988 and 1993, including the Participatory Community Development project. In the meantime, the Foundation expanded its operational coverage from 52 to 80 villages. As the nature of the problems changed, the NET Foundation in 1994adapted its objectives and expanded its responsibilities into a wider range of development projects in both rural and urban areas. The move was supported and financed by many organizations, governmental, domestic, and international, along with private funding from the NET Foundation itself. Today, the NET Foundation has expanded different provinces across the north-east of Thailand with it headquarters still in Surin and operational offices in other provinces including Sisaket, Mukdahan, Ubon Ratchathani, Loei, Nakhon Phanom, Nong Khai, and Udon Thani.
