เดือนนี้ประเทศไทยได้ลงนามบันทึกความเข้าใจ (MoU) กับบริษัทค้าสินค้าเกษตรรายใหญ่ที่สุดของโลก เช่น ADM และ Bunge เพื่อเพิ่มการนำเข้าข้าวโพดจากสหรัฐฯ อีก 1 ล้านตัน โดยมีการระบุว่าการนำเข้าดังกล่าวเป็นส่วนหนึ่งของการเจรจาการค้าระหว่างไทยกับสหรัฐฯ ในวงกว้างมากขึ้น
สหรัฐฯ เคยใช้แนวทางลักษณะเดียวกันนี้ในการกดดันประเทศอื่น ๆ เพื่อรับประกันการส่งออกสินค้าเกษตรของตน ในข้อตกลงภาษีตอบโต้ (reciprocal tariff agreements) กับสหรัฐฯ อินโดนีเซียถูกกำหนดให้ต้องซื้อสินค้าเกษตรจากสหรัฐฯ มูลค่า 4.5 พันล้านดอลลาร์สหรัฐ ภายในระยะเวลา 5 ปี นอกจากนี้ อินโดนีเซียยังต้อง “อำนวยความสะดวกต่อการเพิ่มการค้า” ของผลิตภัณฑ์จีเอ็มโอ และไม่สามารถห้ามนำเข้าสัตว์ปีกจากสหรัฐฯ แม้จะเกิดการระบาดของไวรัสไข้หวัดนกสายพันธุ์รุนแรงก็ตาม
ในขณะที่หลายประเทศในเอเชียตะวันออกเฉียงใต้กำลังพยายามทบทวนหรือผ่อนคลายข้อตกลงภาษีกับสหรัฐฯ หลังคำวินิจฉัยของศาลสูงสหรัฐฯ บันทึกความเข้าใจ (MoU) กับบรรษัทเกษตรข้ามชาติรายใหญ่ของโลกเหล่านี้ อาจกลายเป็นอุปสรรคที่ทำให้ประเทศต่าง ๆ ไม่สามารถลดพันธกรณีด้านการนำเข้าได้ในอนาคต และอาจส่งผลกระทบโดยตรงต่อเกษตรกรในประเทศ
This month Thailand signed MoU with world's biggest agriculture traders like ADM and Bunge to increase one million tonnes of US maize import to the country. The proposed imports said as part of broader trade negotiations with the US.
The US have used similar tactics to pressure other countries to ensure export of agriculture products. In the reciprocal tariff agreements with the US, Indonesia is obliged to buy USD 4.5 billion worth of agriculture products for the next five years. Indonesia also has to "facilitate the increased trade" of GMO products and cannot ban imports of poultry from the US when there are outbreaks of deadly bird flu viruses.
While countries in Southeast Asia are looking to roll back tariff agreements with the US after the Supreme Court ruling, these MoUs with world's largest agribusiness could hinder countries from cutting back their export obligations and put direct threats to farmers.
