OECM (Other Effective Area-based Conservation Measures)
30x30 Thailand Coalition
30x30 Thailand Coalition Workshop: Advancing the 30x30 Target Among Thailand's Biodiversity Conservation Network Partners
On 20 August, the 30x30 Thailand Coalition team held a workshop titled "Advancing the 30x30 Target Among Thailand's Biodiversity Conservation Network Partners" at ThaiHealth Academy, SM Tower, Bangkok, and via online participation.
The workshop created a space for network partners to exchange views on challenges and opportunities, and to define a shared way forward for advancing Thailand's 30x30 target in the next phase.
The workshop brought together representatives from a wide range of sectors, including the Office of Natural Resources and Environmental Policy and Planning (ONEP), the Land Development Department, the Department of Marine and Coastal Resources, civil society, academia, the private sector, international organisations, and networks working directly with communities on the ground, all sharing insights from their practical experience.
Understanding OECMs and LMMAs
One of the key themes of the workshop was the role of Other Effective Area-based Conservation Measures (OECMs), a mechanism that allows areas outside legally designated protected zones, but which nonetheless deliver effective conservation outcomes, to be counted towards the 30x30 target.
Participants emphasised that OECMs are not a stand-alone solution, but should work alongside other approaches such as Locally Managed Marine Areas (LMMAs) and ecosystem restoration, applied according to the context of each area.
An Eight-Pillar Framework
Drawing on the discussions, the workshop developed a network framework covering eight key areas: identifying and screening potential sites; protecting community rights and participation through Free, Prior and Informed Consent (FPIC) processes; compiling biodiversity and baseline data; assessing management effectiveness and site readiness; mapping pathways to policy recognition; establishing long-term financing mechanisms; and communications. Underpinning all of this is a shared principle: communities should be treated as partners in conservation, not merely as stakeholders in the process.
The Role of the 30x30 Thailand Coalition
The 30x30 Thailand Coalition will serve as a central mechanism linking together sites, communities, civil society organisations, academics, and government agencies. It will support site screening, data development, gap analysis, and site readiness ahead of review by ONEP, while continuing to develop the OECM Readiness Pathway and the central 30x30 CO-MAP database. This will give the network greater visibility of potential sites and support needs, enabling more systematic joint prioritisation.
Next Steps
The outcomes of this workshop will feed into a Co-Action Framework and joint work plan, and will form the basis for further discussions with ONEP and relevant agencies going forward, helping to move the 30x30 target from a national policy framework towards conservation action on the ground.
Achieving the goal of conserving at least 30 per cent of areas by 2030 cannot be accomplished by any single sector alone. It requires cooperation across government, civil society, communities, academia, the private sector, and partners at every level, to build a biodiversity conservation system that is effective, equitable, and sustainable in the long term.
