TRUMP ADMINISTRATION: AN ANETHMA TO UNEA 8 AND COP 31

Based on US positions in UNEA 7 and COP 30 and the illegal war on Iran it is now crystal clear that the faint remains of multilateralism are gone.

It is predictable that all upcoming events that require multilateralism will be heavily damaged.

Don't expect much in UNEA 8 and COP 31. In fact wisdom requires that these events be postponed in order to allow the international community to re-examine multilateralism. The concept is so damaged to the extent that holding these conferences will be synonymous to an ostrich that buries its head in the sand and thinks the lion is gone!

It's time to overhaul the whole of the UN. Its architecture has failed us miserably. It has failed to guarantee multilateralism particularly now when it is so badly needed by all of us

AND THE DEATH OF MULTILATERALISM CONTINUES...THE US HAS EXPRESSED ITS INTENTION TO WITHDRAW FROM IPBES!

Dear IPBES members, observers and other interested stakeholders,

The Intergovernmental Science Policy Platform on Biodiversity and Ecosystem Services (IPBES) regrets the deeply disappointing news of the United States’ intention to withdraw its participation in IPBES, along with more than 60 other international organizations and bodies.

The United States is a founding member of IPBES and scientists, policymakers and stakeholders – including Indigenous Peoples and local communities – from the United States have been among the most engaged contributors to the work of IPBES since its establishment in 2012, making valuable contributions to objective science-based assessments of the state of the planet, for people and nature. The contribution of US experts ranges from leading landmark Assessment Reports, to presiding over negotiations, serving as authors and reviewers, as well as helping to steer the organization both scientifically and administratively.

Decision-makers in the United States – at all levels and in all spheres of society – have also been among the most prolific users of the work produced by IPBES to help better inform policy, regulations, investments and future research.

On behalf of the global IPBES community, I want to express our sincere thanks for all these invaluable contributions, and our determination to continue exploring avenues and opportunities for future engagement.

IPBES has not yet received any formal notification directly from Government of the United States but anticipates that the intention expressed to withdraw will mean that the United States will soon cease to be a member of IPBES.

While it is clearly the prerogative of Governments to withdraw from global processes, like those of IPBES, it is important to remember that this does not change the science or the relevance of that science to the lives and livelihoods of people in every community, in every part of the world.

Unfortunately, we cannot withdraw from the fact that more than 1 million species of plants and animals face extinction (IPBES Global Assessment, 2019). Nor can we change the fact that the global economy is losing as much as $25 trillion per year in environmental impacts (IPBES Nexus Assessment, 2024) or restore the missed opportunities of not acting now to generate more than $10 trillion in business opportunity value and 395 million jobs by 2030 (IPBES Transformative Change Assessment, 2024).

The mandate of IPBES is as clear as it is important: to objectively and without prescription, provide the most credible science and evidence about biodiversity to all decision makers and actors – for better informed decisions, policy and action. Our commitment to this goal – as the whole IPBES community – remains unwavering. Science and Policy for people and

TRUMP AND VENEZUELA: MULTILATERALISM DEAD & BURIED.

Environmental protection is based on agreements between sovereign states i.e. multilateralism. All environmental challenges including climate change, loss of biodiversity and pollution of ecosystems depend on these agreements.
In recent years the world has witnessed the collapse of multilateralism. The law of the jungle has taken over. We saw it in Ukraine, Gaza and now in Venezuela. And possibly we will see it in Canada, Iran, Iceland, Cuba and Colombia sooner than later. The bully has indicated his interest.

What does this mean to the UN and UNEP in particular?

The writing was put on the wall during the recently concluded UNEA. The bully rejected all decisions.

This spells the beginning of the end of environmental multilateralism. From here it will be impossible for UNEP member states to agree on many things. Those who were fighting head over heels to secure a plastic treaty should just forget it.

Perhaps they should wait until Trump and his platoon leave the White House.

We can organize COPs and UNEAs but things won't be the same. Some Parties will stop sending delegates.

Perhaps it's time now to sit down and design a new approach.. An approach that will enable us to determine positions before parties attend a COP or a UNEA. There is enough technology to support this approach. The secretariat will be in a position to decide whether a face to face meeting will be productive or just a waste of time and resources.

Multilateralism is a dying horse. What we are witnessing are the last kicks. Resources are becoming scarce and respect for law and order, human and environmental rights will become a thing of the past.

Just look at the destruction and deaths in Gaza? Look at how states are justing pretending they don't see what's happening to Innocent children, women and others in Gaza? Do you still believe we have there are international law, treaties, human rights, environmental rights? Does your brains accept the concept of sovereignty?

Let's face the reality! Multilateralism is gone, perhaps forever!

For colleagues from MGs: let's not fool ourselves. Nothing will change simply because we read statements in the plenary or we make interventions during contact groups! Nothing will change simply because we discuss all agenda items. In reality we are participating in a failed system. We are becoming an integral component of a defaulting engine. It's time we sit and put our heads together and design the best way forward. Let's not immulate the ostrich. Let's no bury our heads in send and pretend the lion isn't around because we don't see it!

UNEA 7: THE US HAS A POINT AND DESERVES LISTENING BEFORE ITS TOO LATE

Some of us questioned the approach but now the US has gone further and is questioning the process under which environmental challenges are handled by UN member states whether it's under UNEA or any other body under UNEP.

Several times we have asked if it is still relevant to discuss matters under the COP platform? The platform was relevant in the early 70s and in the 80s but has lost its relevance now because of the advance in tech and the emergence of new environmental challenges almost every 2-3 years. It has become too expensive to hold COPs on a yearly basis for each of all environmental challenges.

When COPs started in the 70s differences amongst Parties were few and narrow. Very few observer organizations were present and hence there was little difference of ideas between Observers and Parties. The situation is very different now. There are strong different opinions and interests amongst Parties while the number of observer organizations have grown up more than 100 x. Even amongst observers there are very passionate and strong differences on almost all environmental challenges.

COP system has become irrelevant and obsolete. COPs have become huge platform for 'jamboree'. A two week event that is full of about 80% participants who don't know what's going on! A place where indigenous people are paraded for others to admire and take selfies! A place where tech companies come to do business! A platform where serious polluters come to greenwash!

UNEA is the "father of all COPs". It is suffering the same illnesses that it's children are suffering.

It doesn't make sense to have COPs every year and UNEA every year!

The US is damn right to disassociate itself from the outcomes of UNEA 7. It is true that 11 resolutions, 2 decisions and a ministerial declaration are one too many! Remember every year UNEA ends up with almost same number of resolutions, decisions and a declaration. Let's ask ourselves what happened to the resolutions, decisions and declaration of UNEA6 ? Did UNEA 7 assess implementation of previous resolutions, decisions?
The US is also right by saying the assembly overstepped it's mandate. UNEA is supposed to deal only on environmental issues and not everything however close it is related to environmental issues. There are other UN bodies who have mandate over those issues.

Unless UNEP and it's stakeholders find time to redesign a new approach before 2030 there is a danger that more parties will join the US in rejecting UNEA outcomes in the future. And that may spell the death of environmental multilateralism and UNEP itself. We have witnessed how a UN Specialized Agency i.e. WHO has been weakened by a similar move.

It's time to listen to the views presented by the US before it's too late. It's the same views that killed the work of the INC on plastic treaty after a lot of resources were spent.

CLIMATE CHANGE: TRUMP IS RIGHT AND WRONG

In his speech at the UNGASS Trump poured truth as well as many lies.
Let's start with the lies.

Lie no. 1: Resolving wars. Trump hasn't broken any peace in any of the existing wars. Take for example the DRC war. The war is still raging despite the so-called peace agreement at the white house. The DRC war isn't between Rwanda and DRC alone. There is Uganda also. There are many other western countries who participate actively in the war through their MNCs in the mining and rare minerals sector. They are all funding and supplying arms to maintain instability in the DRC. There are internal players like the Roman Catholic Church which is also heavily involved in the business.
Trump didn't invite all these others in his 'peace initiative". He didn't even invite the UN though now he is blaming the UN. As for the 12 day war between Iran and Izrael he didn't stop the war. If the bombing of Tehran was serious as he claims why didn't Izrael increase its attacks on the weakened Iran? The war stopped because Izrael realized Iran isn't Lebanon or Syria or Yemen. The US intervened to save Izrael from being destroyed by Iran. It was telling Iran to stop destroying it's friend or risk a war with the US. Iran than decided to save it's ammunition for another day.

2. Lie no. 2: Peace would be prevailing in Palestine but Hamas is the one preventing it. Trump knows very well that Izrael wanted to eliminate Palestinian negotiators when it bombed Doha. The negotiators were assessing a peace deal proposed by the US in collaboration with Izrael. So who is preventing peace here? There is also a very heinous lie -HAMAS is a terrorist organization. This lie has been repeated again and again until even some Arab countries are also repeating it! Anybody causing terror qualifies to be called a terrorist. But the way Hamas is categorized as a terror organization is like saying that one can only become a terrorist only when he causes terror to izraeliz! There is no other nation in the whole world that has and is causing terror to others like Izrael! Yet the IDF isn't categorized as a terrorist group. Some years back when South Africa was under apartheid the ANC and PAC were categorized as terror groups. But in the early 90s Mandela , became the President of free and independent South Africa. Mandela was the leader of the ANC! Nobody said he was a terrorist! Because deep down inside they knew the ANC had never ever been a terror group. It was fighting for freedom and justice. So is Hamas. Frankly speaking Hamas will never disappear until those who cause terror to Palestinians stop their injustices. Hamas is an ideology based on freedom and justice. Such ideologies don't disappear because some don't like it.

Lie no 3: Recognizing the state of Palestine is synoymous to rewarding Hamas aka terror. Trump knows very well the US recognized apartheid South Africa and Zimbabwe of Ian Smith. Nobody accused the US of rewarding apartheid and racial discrimination. The statehood of Palestine is a right to Palestinians. This right can't be taken away simply by associating it with Hamas. With or without Hamas Palestinians deserve to have a state of their own. Trump and Netanyahu have no right to determine whether Palestinians should or shouldn't have this right. It's none of their business. On the other hand Netanyahu and his core group of devils are saying openly there will never be a Palestine state! Where does trump get the idea that recognizing the state of Palestine is rewarding Hamas? According to his friend Netanyahu whether there is Hamas or not the state of Palestine is just a wild dream! The truth is the state of Palestine will come whether Trump and Netanyahu want or don't want it. It's like stopping seeds to germinate. You may clear all the seedlings, plough the soil as you like but before you know it the land will become green again.

Lie number 4: Trump claimed he will stop the war in Gaza. He forgot a few minutes before he had said it's Hamas that is preventing peace. Hamas is still there! How can he bring peace if the obstacle is Hamas? Indeed if it was willing the war would be over long time ago. The US want the war and genocide to continue. It is giving support to Izrael through shipment of arms, technical and logistical support, intelligence, etc. This is not the behaviour of a peace maker but of a war monger. The war will stop only if Hamas succeeds in it's fight, the Arabs or the EU and others decide that enough is enough. Relying on Trump will be stupidity. He is fighting alongside Netanyahu for the total elimination of Palestinians . He said he wants to create a Rivera in Gaza! He still sees a Rivera while asleep.

Now let's look at the climate change issue and his position.

Trump is wrong where he promotes the denial theory. Climate change is real. It is happening in real time. It's visible by the naked eye. A person with a rational mind cannot say it's not happening. We can no longer carry on as if our climate is ok. The cost of inaction will be too expensive and destructive in the long run.

Where Trump is right is when he is challenging some of the proposed solutions. He is also right where he criticizes the procedure used in solving our environmental challenges. He is also right where he claims that there are some people and groups that cause false alarms just in order to protect their selfish narrow interests.

Trump is telling the truth when he says that Germany made a U-turn after realizing renewable energy was taking them to hell. And it's not only Germany. Others are also returning to call and nuclear power. It's only developing countries and those with economies in transition that are busy installing solar panels, wind turbines, geo thermal plants, biogas plants, etc. It's true these so-called renewables or clean energy cannot sustain heavy industries. Poor countries as well as rich countries cannot achieve growth through these types of energies. Let's take for example African countries with vast reserves of coal and uranium. Why are they supplying their uranium at throw-away prices and invest in solar or wind? How will they develop to reach the levels currently existing in the northern hemisphere?

As for narrow interests and poor procedures, Trump is extremely right. We have a plethora of MEAs (Multilateral Environmental Agreements) but environmental challenges are increasing and not disappearing. For example despite the Convention on Wetlands (RAMSAR Convention) we are losing 80% of wetlands globally! We have Convention na Maritime and Law of the sea but the amount of pollution entering our oceans is millions of tonnes per year. These conventions took years and millions of dollars during negotiations. People travelled from one corner of the world to another. But our environmental challenges are multiplying like algae in a water body!

It's true that the UN has to improve its delivery. It must w**d out bureaucracy and nepotism. For example why is almost all its staff in conflict areas from the west? Why are almost 99 % of its institutions headed by people from the west? The UN must evaluate whether some of its programs or institutions are relevant, have well qualified experts, there is equal representation (including gender representation), are located where they can play their roles effectively, etc.

The UN must listen to Trump on these issues and also take time to inform him about where he is absolutely wrong.

AI IN AFRICAN AGRICULTURE: ANOTHER CURSE OR BLESSING?

Artificial Intelligence and Machine Learning is a tech that is growing fast in Africa. Soon our agriculture and food production will depend heavily on AI + Machine Learning.

In Africa the application is mainly through drones. Drones are now irrigating our crops, controlling insects and pests, delivery agro inputs and information, forecasting weather, etc.

Companies, local and foreign are busy telling our farmers and leaders about the advantages. Never are our farmers and leaders told about the disadvantages. Same as when green revolution was introduced in Africa in the 70s.

They are saying use of drones will increase yield per acre, enable farmers to access the market easily, reduce rural poverty, mitigate changes in climate, etc. Though there is an element of truth, the reality is there are many dangerous outcomes too. For example, once irrigation is done by drones, water and it's sources will automatically fall in the custody of those who own drones. Our farmers are not rich or educated enough to own, operate and service these drones. Those who own drones will come as investors who will have to protect their investments. They enter into contracts that will guarantee them full access of free and adequate amounts of water. They will also control production. For example they may decide what type of crops to be cultivated, what type of seeds and inputs to be used, etc.

Another serious problem shall be the issue of human and environmental health. Aerial spraying has its challenges. It is always associated with "drifting" i.e. spraying none targeted areas or species. Water sources such as rivers, dams and wells can be polluted through aerial spraying. In local communities drones can cause serious damage to people and their environment.

Another problem that can occur is expansion of farming into protected areas or areas that were not used for crop production. This is because many areas were left fallow because it wasn't possible to establish irrigation systems. These "new" areas will be grabbed by local rich people and/or MNCs. More deforestation will occur and conflicts with local farmers will increase. Monoculture production system will also be boosted to the detriment of biodiversity.

It's the responsibility of civil societies to inform local farmers and policy makers about these challenges so that together they can find suitable solutions. One of the first step can be the development of a national guideline on use of AI/Drones in agriculture.

CSOs must also develop community awareness raising projects in order to develop knowledge and skills of African farmers

Otherwise, African agriculture will suffer the same it suffered under the Green Revolution.

IS IT "UNITED NATIONS" OR "UNITED NONSENSE"? THE UNGASS 2025 IS A LITMUS TEST TO ALL - PARTIES, OBSERVERS and SECRETARIAT.

The UN was established to prevent world war, prevent human right abuses that affected people during the world wars and to ensure that people live a life of prosperity and dignity regardless of s*x, ethnicity, economic and social status, etc

Unfortunately the architects of UN as an institution allowed a few evil, greedy and mischievous nations to undermine the organization through the security council. Immediately after it's formation the security council robbed the organization of all it's powers. The UN can never decide anything without an endorsement from the Security Council. The Genera Assembly can adopt any resolution but if all members of the Security Council does support it it's just a waste of time. Even one member of the security council is strong enough to throw away a General Assembly resolution that it doesn't like.

The Genocide in Gaza, the attacks by Izrael against sovereign states (Iran, Lebanon, Yemen and now Qatar) is a living example of the uselessness of the UN and it's General Assembly. So is the war between Russia and Ukraine. The UN can no longer prevent wars. The 5 members of the security council can start a war as they wish.

A UNGAS is about to take place in New York. The host country has refused to issue visa to some states in particular to the state of Palestine. Palestine is under attack and yet just one country has decided to bar them from attending the UNGAS. And the UN isn't in a position to protect the right of Palestine as an observer state. The UN charter forbids the host country (The US) to refuse entry of another country but it's happening!

Izrael has bombed and killed UN staff and destroyed its facilities. Izrael will attend the UNGAS but Pelestine wont ! Izrael has kicked out the UN emergency relief organisation and replaced it with its own killing machine. Yet the UN is helpless!

Why have such a toothless organization?

This is the only remaining opportunity for the UN to reform itself . To regain it's lost power and glory. Before discussing AGENDA 2030 and CLIMATE CHANGE the UNGASS must have an honest discussion about the credibility of the UN.. The assembly must discuss the composition of the Security Council. Do we still need only 5 countries to decide our fate? Should we lay to rest or expand the council? If we decide that we need the council who should be the members? Individua countries? Regional blocks? If we decide to expand it is it not time we bring in representatives of civil societies, faith leaders, etc?

The Assembly must also discuss the location of the UN Hq. Is new York still the best location? Is the US still a reliable host? A host who doesn't use money to hijack the UN? Or use visa as a punishment to other member states?

This Assembly must also discuss how those who commit serious crimes like Netanyahu and his group and those who facilitate their crimes should be brought to justice.

Finally the Assembly must discuss how it can make peace operations more effective. Why has the UN failed to prevent or bring to an end so many wars in our planet? The UN was specifically established to address conflicts and to prevent wars. This is a very big failure on it's part.

If the UN can't discuss these issues and come out with actionable plans than the UNGASS will be just another meeting where Netanyahu or his ambassador will display stupid and evil placards, heads of state will read statements BLA BLA BLAA and board their planes to go back home and wait for the next UNGASS in 2026. By that time all Palestinians may be dead in Gaza.

Please Gutierrez and others make UN the real United Nations and not UNITED NONSENSE.

THE FAILED INC 5.2: CHICKENS HAVE COME HOME TO ROOST

When the third UNEA established an expert group whose task was to deliberate on how the plastic waste problem could be handled one of the outcome was a proposal on 3 options: Option 1: Business as usual i.e. no action needed. 2. Improving existing mechanisms and programs e.g. SAICM, Secretariats of conventions dealing with chemicals, the International Marine Pollution Partnerships, etc. 3. Negotiating a new legally binding treaty.

Almost all stakeholders agreed that option 1 was unacceptable. The debate then moved to which amongst the 2nd and 3rd options should be adopted.

Majority opted for option 3 i.e. establishing an INC for the purpose of initiating a negotiation for a legally binding treaty. The main argument being that the problem is huge and requires a global approach. A few TOGO being one of them advocated for adoption of option 2 i.e. strengthening existing institutions and programs. Their arguments being (a) Negotiations take time sometimes years and a good example is the UNFCCC. Nobody can guarantee the lifespan of a negotiation process. The problem may expand to an unmanageable level if the negotiation will consume years. (b) Outcomes are unpredictable. At the end the possibility of having a legally binding and strong agreement is very small. It's better not to have a weak treaty rather than having a treaty for the sake of a treaty. It took 21 years to get to the Paris Treaty but it wasn't a treaty that we all anticipated. (c) There is no guarantee that even if we succeed in adopting a treaty all major manufacturers and users of plastics will ratify the treaty. The Paris agreement is a good reference point. (d) It will be cheaper and faster to handle the problem if we decide to strengthen existing mechanisms and programs. Resources are scarce and dwindling why start afresh or duplicate issues? (e) Developing countries eg African countries are facing difficulties of handling many conventions dealing with a wide range of environmental challenges. Why keep on piling on? Why keep on creating conventions on each environmental challenge? Can't we have a holistic approach?

Unfortunately, these very credible arguments fell on deaf ears. There were a lot of narrow and very selfish interests. Some wanted to enjoy the travelling and allowances that usually accompany negotiating meetings. Others covertly wanted to protect their plastic industries through the negotiation process. Others just wanted job security through an envisaged secretariat. Others simply didn't know what it's all about.

In that jamboreee different "groups of friends" were established. Africa which has many more serious developmental problems found itself being courted by international vultures. The idea was to make it appear as if plastics were the main problem in Africa. Actually , two African countries were 'facilitated" to prepare the first submission one of which is a landlocked country!

Now the negotiations have reached a stalemate after 4 years of negotiations in different countries. The heavy manufacturers of plastics are resisting in order to protect their economies. They have succeeded as anticipated.

Whatever happens after INC 5.2 will be dictated by these powerful countries.

The outcome is known, a weak and useless treaty. That is if negotiations will continue at all.

It's time now for those who went blindly into an INC to go back to the drawing board. To swallow their pride.

I still strongly believe that strengthening existing Secretariats and programs, allowing existing mechanisms to handle the plastic challenge together is the best option. The option that was neglected a few years ago.

You can extend the INC but by now people must understand that no amount of travelling or negotiation will give us the treaty that can solve this challenge . It will be just another treaty.
