في الثامن من آذار.. لا نكرمها بكلمة، بل نمكّنها بفعل.

في "الرسالة الإنسانية المستقلة"، نؤمن أن المرأة ليست مجرد "نصف المجتمع" كما يُقال في العبارات التقليدية، بل هي عماد التغيير والبوصلة التي توجه العمل الإنساني في أصعب الظروف.
اليوم، نحن لا نحتفل بمجرد "مناسبة سنوياً"، بل نجدد التزامنا بخلق بيئة عمل تفرض فيها الكفاءة نفسها، حيث تكون بصمة المرأة في منظمتنا هي الرقم الصعب في معادلة النجاح الميداني والإداري.

دعوة عاجلة لحماية المدنيين ووقف العمليات العسكرية واعتماد الحلول السياسية

تتابع المنظمات الموقّعة بقلق بالغ الوضع الإنساني والأمني في شمال شرق سوريا وذلك بعد توقيع الاتفاق الذي تم التوصل إليه بين الحكومة السورية الانتقالية وقوات سوريا الديمقراطية في الحادي والعشرين من الشهر الحالي، والذي يهدف إلى وقف لإطلاق النار واتخاذ خطوات نحو الاندماج ضمن الدولة السورية. ومع اقتراب انتهاء مهلة الأيام الأربعة المنصوص عليها في الاتفاق، وفي لحظة تتسم بالخوف، والنزوح الواسع، وتجدد العنف، فإن الانتقال من المواجهة المسلحة إلى مسارات ترتكز على حماية المدنيين، وحماية حقوق وكرامة الشعب السوري، والحوار والحلول السياسية يُعد أمراً بالغ الأهمية، ويجب الحفاظ عليه وتعزيزه.

لقد شهدت الأيام الماضية تصعيداً خطيراً في أعمال العنف في مدينة حلب وعدد من مناطق شمال وشرق سوريا، رافقه نزوح واسع النطاق وتدهور ملحوظ في الأوضاع الإنسانية. وخلال هذه الفترة، أُبلغ عن ارتكاب انتهاكات جسيمة للقانون الدولي من قبل طرفي النزاع بحق الشعب السوري، ترقى في كثير من الحالات إلى مستوى العقاب الجماعي لأغراض الضغط السياسي. وتدعو المنظمات الموقعة أدناه إلى إجراء تحقيق مستقل ومحايد في جميع الانتهاكات المزعومة التي ارتكبتها جميع أطراف النزاع، وذلك في إطار ولاية لجنة التحقيق (CoI)، وملاحقة جميع الأفراد الذين يثبت تورطهم في ارتكاب هذه الانتهاكات.

ونتيجة لهذا التصعيد والعنف المتزايد، سُجل نزوح واسع النطاق في شمال شرق سوريا، شمل أكثر من 134,000 شخص خلال فترة زمنية قصيرة، بحسب الأمم المتحدة، وصلوا إلى مدن القامشلي وعامودا والمالكية/ديريك وكوباني. ويواجه العديد من النازحين-ات نقصاً حاداً في المأوى والغذاء والمساعدات الإنسانية، في ظل ظروف جوية قاسية تزيد من هشاشة أوضاعهم الإنسانية. وفي ظل الوضع الإنساني الحرج والتطويق العسكري لعدة مناطق منها كوباني، تطالب المنظمات الموقعة الحكومة السورية الانتقالية بضمان اتخاذ كافة الإجراءات اللازمة لإعادة الخدمات الأساسية من كهرباء وماء وغذاء وإنترنت وأدوية لسكان المناطق المتضررة، وفتح ممرات إنسانية آمنة وتسهيل عمل المنظمات الإنسانية للتخفيف من أثر النزوح على السكان.

وقد ولّد هذا التصعيد مخاوف عميقة لدى السكان، ولا سيّما في كوباني والحسكة، من دخول الحكومة السورية الانتقالية، وهي مخاوف لا تنفصل عن الأثر التراكمي لانتهاكات سابقة وإرثها المستمر على المجتمعات المحلية، وما خلّفته من انعدام ثقة عميق. ويؤكد هذا الواقع على الأهمية المحورية لبناء الثقة والعواقب الخطيرة لغيابها. فلا يمكن فرض الثقة أو انتزاعها بالقوة، بل يجب كسبها من خلال خطوات ملموسة، تشمل حماية المدنيين، وضبط سلوك الأطراف المسلحة، وضمان المساءلة عن الانتهاكات، وإعادة الحقوق المسلوبة، بما في ذلك حقوق الملكية والأراضي والسكن، والانخراط في حوار حقيقي وفعّال مع السوريين/ات بكل مكوناتهم.

وعليه تطالب المنظمات الموقعة كلا من الحكومة السورية الانتقالية وقوات سوريا الديمقراطية بالوفاء بالتزاماتهما القانونية في حماية المدنيين والمدنيات ومنع إلحاق أي ضرر بهم/ن، واتخاذ تدابير فعالة وملموسة لمنع أي فعل أو خطاب من شأنه التحريض على العنف أو تأجيج التوترات المجتمعية أو تعميق الانقسامات بين السوريين-ات، لما يشكّله ذلك من خطر مباشر على السلم الأهلي، وما قد يترتب عليه من مسؤوليات قانونية جسيمة. وفي ضوء حالات العنف المجتمعي التي وقعت في عام 2025، تتحمل كل من الحكومة السورية الانتقالية وقوات سوريا الديمقراطية التزامات مشددة لضمان الحماية الفعالة لجميع المجتمعات المعرضة للخطر، واتخاذ تدابير استباقية وملموسة لمنع أي شكل من أشكال العنف أو الأذى الجماعي بحق السوريين-ات وضمان عدم تكرار الانتهاكات.

وفي هذا السياق، تؤكد المنظمات الموقّعة أن أي مقاربة تتعلق بالحقوق القومية للكُرد، بما في ذلك ما ورد في المرسوم الرئاسي رقم 13، يجب أن تنطلق أولاً من حوار جدي ومفتوح مع أصحاب القضية أنفسهم، وأن تتطور بما ينسجم مع رؤاهم وتطلعاتهم الجماعية. كما تشدد على أن أي اعتراف بالحقوق لا يكتمل إلا إذا تُرجم إلى ضمانات قانونية وحماية دستورية، تُصان من العبث، وتوفّر حماية فعلية على أرض الواقع، بما في ذلك اتخاذ تدابير صريحة لمنع أي شكل من أشكال العقاب الجماعي بحق المجتمعات الكردية أو غيرها من المكونات.

كما نؤكد على الحاجة الملحّة للتصدي لخطاب الكراهية والتحريض والمحاسبة والمساءلة عليه. فالخطاب التحريضي، والسرديات اللاإنسانية، والمعلومات المضللة تغذي الخوف، و تشرعن العنف، وتعرّض المدنيين للخطر. كما أنها تقوّض الجهود الرامية إلى إعادة بناء الثقة بين المجتمعات وتكرّس دوامات المظلومية والانتقام. ويتعيّن على جميع الأطراف، بما في ذلك الجهات الإعلامية، التصرّف بمسؤولية والامتناع عن استخدام لغة تروّج الكراهية أو تبرر الانتهاكات بحق أي مكوّن مجتمعي وتنشر الشائعات. كما تؤكد المنظمات الموقعة على ضرورة ضمان وصول غير مشروط لمجموعات التوثيق ووسائل الإعلام الدولية والمستقلة لضمان توثيق وتغطية شفافين.

كما تؤكد المنظمات الموقعة على ضرورة النظر للتغيرات الأمنية والإدارية من زاوية حقوق ضحايا الاعتقال التعسفي والإخفاء القسري وتطبيق واجب حماية الملفات والوثائق وأماكن الاعتقال والسجون. كما نطالب الحكومة السورية الانتقالية بالشفافية و مشاركة المعلومات حول ملفات عناصر تنظيم داعش المعتقلين من مرتكبي الجرائم وملف مفقودي وضحايا التنظيم وملف المعتقلين والمفقودين في سجون الحكومة الانتقالية، و سجون قوات سورية الديمقراطية، بما في ذلك المعتقلين حديثاً.

ونؤكد أن كلاً من الحكومة السورية الانتقالية وقوات سوريا الديمقراطية تتحملان مسؤولية مشتركة عن شكل سوريا التي يجري بناؤها اليوم. فلا أحد بمنأى عن المساءلة، ولا يمكن لأي هدف سياسي أو عسكري أن يبرر انتهاك حقوق المدنيين. وتقع على عاتق جميع الأطراف مسؤولية ليس فقط إنهاء العنف، بل أيضًا ضمان عدم التسبب في مظالم جديدة من شأنها الإضرار بمستقبل الشعب السوري. ويجب أن تتقدم مصالح المدنيين السوريين وسلامتهم وكرامتهم على اعتبارات السلطة أو السيطرة أو النفوذ. وينبغي أن يشكل هذا الاتفاق نقطة تحوّل حقيقية، يُستبدل فيها استخدام القوة بضبط النفس، ويحل فيها الحوار محل العنف، وتُجعل حقوق جميع السوريين وكرامتهم أساسًا لمستقبل البلاد.

وفي الختام، تدعو المنظمات الموقعة إلى فتح قنوات تواصل فعّالة مع منظمات المجتمع المدني العاملة في المناطق المتأثرة بالأحداث الأخيرة، وإطلاق نقاش جدي حول الضمانات والتطمينات المقدّمة للسكان، ولا سيما في ظل واقع تُقدَّم فيه هذه الضمانات غالباً للأطراف العسكرية دون المدنيين/ات. كما تشدد المنظمات على ضرورة إشراك ممثلي السكان بصورة حقيقية وفعّالة في أي ترتيبات أمنية أو إدارية تمسّ حياتهم/ن وحقوقهم/ن، وتؤكد استعدادها للمساهمة في أي جهد من شأنه تخفيف الاحتقان وحقن الدماء.

Urgent Call to Protect Civilians, Halt Military Operations, and Adopt Political Solutions

The undersigned organizations are closely monitoring, with deep concern, the humanitarian and security situation in northeastern Syria following the signing of the agreement reached between the Syrian Transitional Government and the Syrian Democratic Forces on 21st January. The agreement aims to establish a ceasefire and to take steps toward integration within the Syrian state. As the four-day period stipulated in the agreement approaches its end, and at a moment marked by fear, widespread displacement, and renewed violence, the transition from armed confrontation to pathways centered on the protection of civilians, the safeguarding of the rights and dignity of the Syrian people, dialogue, and political solutions is of critical importance and must be preserved and strengthened.

In recent days, there has been a dangerous escalation of violence in the city of Aleppo and in several areas of northern and eastern Syria, accompanied by large-scale displacement and a significant deterioration of humanitarian conditions. During this period, serious violations of international law have been reported by both parties to the conflict against the Syrian people, in many cases amounting to collective punishment for the purposes of political pressure. The undersigned organizations call for an independent and impartial investigation into all alleged violations committed by all parties to the conflict, within the mandate of the Commission of Inquiry (CoI), and for the prosecution of all individuals found to be responsible for these violations.

As a result of this escalation and increasing violence, widespread displacement has been reported in northeastern Syria, affecting more than 134,000 people over a short period of time, according to the United Nations. The displaced have arrived in the cities of Qamishli, Amuda, al-Malikiyah/Derik, and Kobani. Many displaced persons face severe shortages of shelter, food, and humanitarian assistance, amid harsh weather conditions that further exacerbate their vulnerability. Given the critical humanitarian situation and the military encirclement of several areas, including Kobani, the undersigned organizations demand that the Syrian Transitional Government ensure the adoption of all necessary measures to restore essential services (electricity, water, food, internet, and medicines) to residents of the affected areas, open safe humanitarian corridors, and facilitate the work of humanitarian organizations to mitigate the impact of displacement on the population.

This escalation has generated deep fears among residents, particularly in Kobani and al-Hasakah, regarding the entry of the Syrian Transitional Government; fears that cannot be separated from the cumulative impact of past violations and their enduring legacy on local communities, and the profound lack of trust they have produced. This reality underscores the central importance of trust-building and the serious consequences of its absence. Trust cannot be imposed or extracted by force; rather, it must be earned through concrete steps, including the protection of civilians, the regulation of the conduct of armed actors, ensuring accountability for violations, restoring rights (including property, land, and housing rights) and engaging in genuine and effective dialogue with all Syrians.

Accordingly, the undersigned organizations call on both the Syrian Transitional Government and the Syrian Democratic Forces to fulfill their legal obligations to protect civilians and prevent any harm to them, and to take effective and tangible measures to prevent any act or rhetoric that could incite violence, inflame societal tensions, or deepen divisions among Syrians, given the direct threat this poses to civil peace and the serious legal responsibilities it may entail. In light of incidents of communal violence that occurred in 2025, both the Syrian Transitional

Government and the Syrian Democratic Forces bear heightened obligations to ensure effective protection for all at-risk communities and to take proactive and concrete measures to prevent any form of collective violence or harm against Syrians and to guarantee non-recurrence of violations.

In this context, the undersigned organizations affirm that any approach to Kurdish national rights, including those referenced in Presidential Decree No. 13, must begin first and foremost with serious and open dialogue with the Kurdish communities themselves, and must evolve in line with their collective visions and aspirations. We further stress that any recognition of rights is incomplete unless it is translated into legal guarantees and constitutional protections that are safeguarded from manipulation and provide effective protection on the ground, including the adoption of explicit measures to prevent any form of collective punishment against Kurdish communities or any other component.

We further emphasize the urgent need to confront hate speech and incitement and to ensure accountability for it. Incendiary rhetoric, dehumanizing narratives, and misinformation fuel fear, legitimize violence, and place civilians at risk. They also undermine efforts to rebuild trust between communities and perpetuate cycles of grievance and revenge. All parties, including media outlets, must act responsibly and refrain from using language that promotes hatred, justifies violations against any societal group, or spreads rumors. We also stress the necessity of ensuring unconditional access for documentation groups and international and independent media to guarantee transparent documentation and coverage.

The undersigned organizations also emphasize the need to approach security developments from the perspective of the rights of victims of arbitrary detention and enforced disappearance, and to uphold the duty to protect files, documents, detention facilities, and prisons. We further call on the Syrian Transitional Government to act transparently and to share information regarding the files of detained ISIS members accused of crimes, the files of the organization’s missing persons and victims, and the files of detainees and missing persons in the prisons of the Transitional Government, and the prisons of the Syrian Democratic Forces, including those recently detained.

We affirm that both the Syrian Transitional Government and the Syrian Democratic Forces bear joint responsibility for the Syria that is being built today. No one is beyond accountability, and no political or military objective can justify violations of human rights. All parties bear responsibility not only for ending the violence, but also for ensuring that new grievances are not created that could harm the future of the Syrian people. The interests, safety, and dignity of Syrians must take precedence over considerations of power, control, or influence. This agreement should represent a genuine turning point, replacing the use of force with restraint, violence with dialogue, and placing the rights and dignity of all Syrians at the foundation of the country’s future.

In conclusion, the undersigned organizations call for the opening of effective channels of communication with civil society organizations operating in areas affected by recent events, and for the launch of a serious discussion regarding the guarantees and reassurances provided to the population, especially in a context where such guarantees are often offered to military actors rather than to civilians. The organizations further stress the necessity of genuinely and effectively involving representatives of the population in any security or administrative arrangements that affect their lives and rights, and affirm their readiness to contribute to any effort aimed at reducing tensions and preventing bloodshed.

في مشهدٍ يختصر عمق المأساة الإنسانية المتفاقمة تم عُجالاً تنفيذ نشاط إنساني طارئ تمثل في توزيع وجبات إفطار على عدد من العائلات النازحة من حي الشيخ مقصود، والمقيمين في مناطق (الصالحية – العزيزية – المفتي – السكن الشبابي – كبابة – تل حجر – الناصرة – الكلاسة).

لم يكن هذا النشاط مجرّد استجابة غذائية مؤقتة، بل نافذة كاشفة على واقع إنساني قاسي يتجاوز حدود الاحتمال. فقد رصدت الفرق الميدانية أوضاع صادمة لعائلات نازحة تعيش داخل بيوت عائلات نازحة أخرى، سبق أن تهجّرت من شهبا وعفرين، في صورة موجعة لتراكم النزوح وتداخل المآسي، حيث يُهجَّر المنكوب ليستقبل من هو أكثر نكبة منه، دون أي أفق لحل أو حماية أو استقرار.
كما تم توثيق حالات لعائلات لا تمتلك أي مستلزمات منزلية أساسية، تعيش في بيوت شبه فارغة، محرومة من أبسط مقومات العيش الكريم، في ظل ظروف معيشية قاسية تهدّد الكرامة الإنسانية بشكل مباشر، وتكشف حجم الإهمال من قبل المنظمات الدولية الذي يعيشه المدنيون النازحون منذ سنوات.

إن هذا الواقع لا يحتمل مزيدا من التأجيل أو التجاهل. فالمعاناة تتسع، والاحتياجات تتضاعف، والكارثة الإنسانية تتعمّق يوما بعد يوم، في غياب استجابات كافية أو حلول جذرية.

وانطلاقا من المسؤولية الإنسانية والأخلاقية، تؤكد منظمة أهيمسا بالتعاون مع منظمة الرسالة الإنسانية المستقلة جاهزيتها الكاملة للتعاون مع جميع الجهات والمنظمات الإنسانية، من أجل إطلاق تدخلات عاجلة ومسؤولة، وتكثيف الجهود الإنسانية المشتركة، وبناء تحالفات فاعلة قادرة على توفير الدعم الإغاثي الطارئ، بما يضمن الحد الأدنى من مقومات الحياة الكريمة للعائلات النازحة، ويخفف من حجم المعاناة الإنسانية المتفاقمة.

In a scene that encapsulates the depth of the escalating humanitarian tragedy, an emergency humanitarian operation was hastily implemented, distributing breakfast meals to a number of displaced families from the Sheikh Maqsoud neighborhood, residing in the areas of (Al-Salihiya, Al-Aziziya, Al-Mufti, Youth Housing, Kababa, Tal Hajar, Al-Nasra, and Al-Kallasa).

This operation was not merely a temporary food response, but rather a revealing glimpse into a harsh humanitarian reality that exceeds the limits of endurance. Field teams observed shocking conditions of displaced families living within the homes of other displaced families, who had previously been displaced from Shahba and Afrin. This poignant picture illustrates the accumulation of displacement and the intertwining of tragedies, where the afflicted are displaced only to be taken in by those even more afflicted, with no prospect of a solution, protection, or stability.

Cases have also been documented of families lacking basic household necessities, living in nearly empty houses, deprived of the most basic requirements for a dignified life. These families endure harsh living conditions that directly threaten human dignity and reveal the extent of the neglect suffered by displaced civilians for years at the hands of international organizations.

This reality cannot tolerate further delay or disregard. The suffering is escalating, needs are multiplying, and the humanitarian catastrophe is deepening daily in the absence of adequate responses or fundamental solutions.

Based on our humanitarian and ethical responsibility, the Ahimsa Organization, in cooperation with the independent Al-Risala Humanitarian Organization, affirms its full readiness to collaborate with all humanitarian bodies and organizations to launch urgent and responsible interventions, intensify joint humanitarian efforts, and build effective alliances capable of providing emergency relief support. This support will ensure the minimum requirements for a dignified life for displaced families and alleviate the escalating human suffering.

تتقدم منظمة الرسالة الإنسانية المستقلة بهذه المذكرة الحقوقية العاجلة إلى الأمم المتحدة وكافة هيئاتها المختصة، لوضعها أمام مسؤولياتها القانونية والأخلاقية إزاء ما يشهده حيّا الشيخ مقصود والأشرفية، ومدينة حلب عمومًا، من تصعيد خطير وتحركات عسكرية تهدد بشكل مباشر حياة المدنيين وأمنهم.

تشهد الأحياء المذكورة ومحيطها تحركات عسكرية مكثفة، وفرض إجراءات ميدانية مشددة، واستخدام آليات عسكرية ثقيلة في مناطق سكنية مأهولة، الأمر الذي أدى إلى خلق حالة خوف جماعي، وتعريض عشرات الآلاف من المدنيين، بينهم أطفال ونساء وكبار سن، لخطر جسيم ومباشر، في انتهاك واضح لمبادئ الحماية المنصوص عليها في القانون الدولي الإنساني.

إن تحويل الأحياء السكنية إلى مسرح لتحركات أو أعمال عسكرية، أياً كانت الذرائع، يشكّل انتهاكًا صريحًا لمبدأ التمييز بين المدنيين والمقاتلين، ولمبدأ التناسب، ويُعدّ إخلالًا جسيمًا بالالتزامات الدولية التي تفرض على جميع الأطراف اتخاذ أقصى درجات ضبط النفس وتحييد السكان المدنيين عن أي أعمال عسكرية.

وقد وثّقت منظمات المجتمع المدني وقوع إصابات في صفوف المدنيين، إلى جانب موجات نزوح قسري متزايدة، في ظل ظروف إنسانية قاسية تتفاقم مع فصل الشتاء، وشحّ الخدمات الأساسية، والقيود المفروضة على الحركة، ما يضاعف من معاناة السكان ويهدد حقهم في الحياة والكرامة والأمان.

كما تشير المعطيات الميدانية إلى انتشار آليات عسكرية ثقيلة في محيط أحياء مكتظة بالسكان، وهو ما يشكّل خطرًا متوقعًا على المدنيين، ويخالف أحكام اتفاقيات جنيف، التي تحظر بشكل مطلق تعريض المدنيين لأخطار الأعمال العسكرية، سواء بشكل مباشر أو غير مباشر، وتعتبر ذلك من الانتهاكات الجسيمة التي قد ترقى إلى جرائم حرب.

وتزداد خطورة هذا الواقع في ظل وجود تفاهمات سابقة نصّت على تحييد الأحياء السكنية، وضمان حماية المدنيين، ووقف أي مظاهر عسكرية داخلها، وتأمين حرية الحركة والوصول إلى الخدمات الأساسية. إن أي إخلال بهذه التفاهمات لا يهدد فقط سلامة السكان، بل يقوّض أي إطار قانوني أو إنساني لحماية المدنيين، ويكرّس مناخ الإفلات من العقاب.

إن استمرار هذا النهج ينذر بتوسيع دائرة العنف، ويهدد السلم الأهلي في مدينة حلب، ويشكّل سابقة خطيرة في تطبيع تعريض المناطق المدنية للمخاطر تحت مسميات أمنية أو عسكرية.
وبناءً عليه، تطالب منظمة الرسالة الإنسانية المستقلة بما يلي:
الدعوة الفورية والعاجلة إلى وقف جميع التحركات والأعمال العسكرية داخل حيّي الشيخ مقصود والأشرفية ومحيطهما، ومدينة حلب عمومًا.

مطالبة جميع الجهات الفاعلة بضبط النفس الكامل، والالتزام الصارم بحماية المدنيين وتحييد الأحياء السكنية.
سحب الآليات العسكرية والأسلحة الثقيلة من المناطق المأهولة بالسكان دون أي تأخير.
ضمان وصول المساعدات الإنسانية والخدمات الأساسية إلى المدنيين دون تمييز أو عوائق، وبشكل فوري.
تفعيل آليات مراقبة دولية مستقلة لرصد الوضع الميداني والتحقق من الانتهاكات.

فتح تحقيقات دولية مستقلة وشفافة حول الانتهاكات المرتكبة، وضمان مساءلة المسؤولين عنها، وعدم السماح بالإفلات من العقاب.

ختامًا
إن حماية المدنيين ليست خيارًا سياسيًا ولا ورقة تفاوض، بل التزام قانوني وأخلاقي مطلق. وأي تقاعس أو صمت دولي في هذه المرحلة الحرجة سيُفسَّر على أنه فشل جماعي في حماية السكان المدنيين، وتخلٍّ عن المبادئ الأساسية للقانون الدولي الإنساني.

Regarding the Exposure of Civilians in Sheikh Maqsoud and Ashrafieh Neighborhoods and the City of Aleppo to Grave Danger
The Independent Humanitarian Message Organization hereby submits this urgent legal memorandum to the United Nations and all its competent bodies, to place before them their legal and moral responsibilities regarding the serious escalation and military movements taking place in the neighborhoods of Sheikh Maqsoud and Ashrafieh, and the city of Aleppo in general, which pose a direct threat to the lives and safety of civilians.
The aforementioned neighborhoods and their surroundings are witnessing intense military movements, the imposition of strict field measures, and the deployment of heavy military vehicles in densely populated residential areas. This has resulted in a state of collective fear and has exposed tens of thousands of civilians — including children, women, and the elderly — to grave and immediate danger, in clear violation of the protection principles enshrined in International Humanitarian Law.
The transformation of residential neighborhoods into arenas for military movements or activities, regardless of the justifications invoked, constitutes a blatant violation of the principle of distinction between civilians and combatants, as well as the principle of proportionality. It represents a serious breach of international obligations that require all parties to exercise maximum restraint and to fully protect civilians by keeping them away from any military actions.
Civil society organizations have documented civilian casualties, in addition to increasing waves of forced displacement, amid harsh humanitarian conditions exacerbated by the winter season, shortages of essential services, and restrictions on movement. This situation significantly deepens civilian suffering and threatens their fundamental rights to life, dignity, and safety.
Field data further indicate the presence of heavy military vehicles in the vicinity of densely populated neighborhoods, posing foreseeable risks to civilians and violating the provisions of the Geneva Conventions, which strictly prohibit exposing civilians to the dangers of military operations, whether directly or indirectly. Such acts constitute serious violations that may amount to war crimes.
The gravity of this situation is further heightened by the existence of previous understandings that stipulated the neutralization of residential areas, the protection of civilians, the cessation of all military manifestations within these areas, and the guarantee of freedom of movement and access to basic services. Any breach of these understandings not only endangers civilian safety but also undermines any legal or humanitarian framework for civilian protection and entrenches a climate of impunity.
The continuation of this approach threatens to expand the cycle of violence, undermines civil peace in the city of Aleppo, and sets a dangerous precedent by normalizing the exposure of civilian areas to risk under security or military pretexts.
Accordingly, the Independent Humanitarian Message Organization calls for the following:
An immediate and urgent call to halt all military movements and activities within the neighborhoods of Sheikh Maqsoud and Ashrafieh, their surroundings, and the city of Aleppo in general.
Urging all involved parties to exercise full restraint and strictly adhere to the protection of civilians and the neutralization of residential areas.
The withdrawal of military vehicles and heavy weapons from populated civilian areas without delay.
Ensuring immediate, non-discriminatory access to humanitarian assistance and essential services for civilians.
Activating independent international monitoring mechanisms to observe the situation on the ground and verify violations.
Launching independent and transparent international investigations into the violations committed, ensuring accountability for those responsible, and preventing impunity.
Conclusion
The protection of civilians is neither a political option nor a negotiating tool; it is an absolute legal and moral obligation. Any international inaction or silence at this critical stage will be interpreted as a collective failure to protect civilian populations and an abandonment of the fundamental principles of International Humanitarian Law.
