Aweil West County Youth Association conveys its heartfelt congratulations to you on your appointment by H.E. President Salva Kiir Mayardit as the Governor of Northern Bahr el Ghazal State, Aweil. We appreciate HE President for according your this opportunity to serve your people in different capacity.

The Statement of NBGS Youth Union Chairperson Mr. George Atem Garang on the End of Term of Office and Transition Plan

Following series of engagement with NBGS Youth Union Leadership to form preparatory committee to facilitate election processes and ensure timely leadership transistion, Office of NBGS Youth Union Chairperson has issued a statement for the extension of office term for two more months running from 28th October 2025 to 28th December 2025 as they form the Preparatory Committee.

This extension is to allow sufficient time to form preparatory committee which will be responsible for organising and preparing for the election in accordance with relevant Constitutional Provisions.

This decision came at critical time when the leadership of Aweil West County Youth Association demands leadership transition. Even though this demand has not been fully realised, we reaffirm our commitment to continue pushing for formation of preparatory committee and election.

As we wait for the formation of preparatory committee and election, we urge all the youth to remain calm, patient and united. During this extension period, let us continue to do the good work by focusing on youth led initiatives that bring meaningful impact in Aweil West County.

We appreciate your continued support, trust and cooperation in Aweil West County Youth Association Leadership. Together, we will ensure that youth achieve their full potentials and be of service to the County.

Counties Youth Association Leadership Meeting with NBeGS Youth Union.

Meeting Date: 9th of November 2025
Venue: NBGS Youth Union Office, Aweil Town
Attendance: 10 Participants as per attached attendance sheet

Meeting Agenda

1. Opening and Prayer
♧ Andrew Ajou, NBGS Youth Union Secretary General read out the meeting agenda.
♧ This was immediately followed by prayer session led by Jacob Ngong, Aweil North County Youth Association Finance Secretary.

2. Opening Remarks from NBGS Youth Union Chairperson.
♧ Mr George thanked particpants for attending the meeting.
♧ He emphasized the important of meeting especially his trip to Juba updates and the plans for the formation of preparatory Committees to prepare for the election in counties.

3. Feedback and Updates from NBeGS Youth Union Chairperson

♧ Mr. George relayed to participants he went to Juba together with State SPLM delegation and State Women Union Leadership at the request of the Governor HE Simon Ober
♧ The purpose of the visit to Juba was to brief the national leadership of the working relationship between state government and key stakeholders (youth union, Women union, SPLM Secretary among others.)
♧ Although he went with SPLM delegation, he only enaged with stakeholders on youth issues only.

MEETING WITH NATIONAL LEADERS
♧ Several meetings were convened with different national leaders including Vice President HE Benjamin Bol, Chief of Defence Forces, Dau Aturjong, Security Advisor Madut Yel, Minister of Higher Education Hon. Madut Biar, Presidential Envoy on Special Programmes, Hon. Adut Salva Kiir, National MP, Hon. Mel Wal, Federation of Aweil Community in Equatoria chairperson Kuol Athian, South Sudan National Youth Union leadership.
♧ The meetings were focused on youth activities challenges and opportunities. The notable challenges included lack funding schemes for youth activities, state and counties mobility challenges, Attack of Bahr el Gazal traders in Jonglei, Buor, lack of Vocational, Education and Training centres in Aweil, Inadequate slots for university students among other things. Some leaders promised to support youth though there were no tangible outcomes so far.

MEETING WITH SOUTH SUDAN NATIONAL YOUTH UNION (SSNYU)
♧ Mr. George met with SSNYU leadership and breifed them of youth activities and challenges. SSNYU commended his leadership and issued him with certificate of recognition for winning election fairly and transparently.
♧ SSNYU issued him the circular detailing SSNYU directive to align States, counties and payams constitutions with SSNYU General Provisions and Regulations.
♧ He was issued with South Sudan National Youth Development Policy meant to be shared and digested by youth.

MEETING WITH STUDENT LEADERSHIP IN COORDINATION OFFICE
♧ At the request of the Governor, He attended the meeting with university students association leadership together with Governor and coordinator.
♧ The meeting surrounded three key things including disputes emanating from students' funds, students' complaints of not accessing Vice President HE Bol Mel and challenges of the students.
♧ State government supports students monthly with SSP 50,000,000 meant to cater for their food and hostels. This has created disputes as some students complained that funds are being lost by few people disadvantaging many. This was resolved as another methodology of delivering funds has been devised. Student leaders unanimously agreed to refrain from public attack on national leaders and seek alternative disputes mechanisms.

TRAVEL TO BOR TO VISIT AWEIL TRADERS ATTACKED BY REDBELT GROUP.
♧ On 21st October 2025, he went to Jonglei and met with county commissioner and town mayor regarding the attack on Bahr el Gazal to traders by Red Belt elements.
The resolutions from the meeting included:
• Apprending and arrest of culprits
• Compensating the traders
• Providing maximum protection to avoid future recurrence of the violence.

4. NBGS Youth Union Plan to Appoint Preparatory Committees in the Counties.
• NBGS Youth Union leadership has declared the plan of forming Preparatory committee pending executive inauguration and council meeting although no definite timeline had been mentioned.
• Counties leaders unanimously emphasised the importance of compliance with constitution, timely and transparent leadership transistion as per provisions of the constitution.
• Counties leaders requested NBGS Youth Union leadership to issue a letter providing direction and to clear confusion in the counties youth associations as they wait for preparatoryCommittees formation, which they agreed.

5. Any Other Business
• Council meeting to decide the Preparatory Committee Formation and inauguration date to convene shortly.
• Create Whatsap group of the NBGS Youth Union and Counties Youth Associations for timely information sharing.
• Counties Youth Association requested to support NBGS inauguration financially at individual level.
• NBGS Youth Union Leadership to facilitate Counties Youth Association leaders' meeting with governor

6. Meeting closure
• The meeting was closed by the NBGS Youth Union Chairperson, Mr. George Atem Garang with focus on strengthening coordination, ensuring timely and transparent leadership transistion in the counties and continued efforts in implementing youth initiatives and activities. This was followed by closing prayers

Statement of Aweil West County Youth Association Leadership on the End of Term and Transition Plan

On the 28th of October 2023 in South Sudan Hotel, Nyamlell, Aweil West County Youth Association conducted its first democratic election in which it adopted its constitution and Raphael Piol Deng was elected as the Chairperson of Aweil West County Youth Association. The leadership was entrusted to protect the constitution. In the spirit of Constitution, Article 29 (a) of the Aweil West County Youth Association Constitution provided the term of the office for members of council and executive committee shall be 2 years. As per this provision of the article of Aweil West County Youth Association, the term comes to an end today, the 28th of October 2025.

In August 2025, Aweil West County Youth Association Leadership requested the NBGS Youth Union leadership and the Ministry of Culture, Youth and Sports to ensure a transparent, inclusive, and peaceful transition of leadership as per the provisions of article 26 (1-3) of Aweil West County Youth Association Constitution. The provisions provided that the election processes of the county youth association rest on NBGS Youth Union and Sport and Youth Commision.

This was followed up with another meeting conducted with key stakeholders (Goerge Atem Garang, NBGS Youth Union Chairperson, Bol Makuei, Director General, Marol Dhol Kuach, Director for Finance and Administration and William Diara, the chairperson for sport and Youth Commission in the Ministry Culture, Youth and Sports) to fast-track the progress made in conducting the election in Aweil West County Youth Association. The NBGS Youth Union together with the state ministry of culture, youth and sports assured the Aweil West County Leadership that the plans are underway and will provide the instructions in writing in few days.

As we wait for the directives from the NBGS Youth Union and the Ministry of Culture, Youth and Sports, we call upon all youth to be patient and remain united, peaceful, and actively engaged in this transition process.

Conclusively, Aweil West Aweil West County Youth Association Leadership reaffirm our dedication to a peaceful and orderly transition that preserves the unity and credibility of the Aweil West County Youth Association. Let us continue to demonstrate maturity, dialogue, and mutual respect as we usher in a new chapter of leadership and renewed energy for youth empowerment and unity.

OFFICIAL COMMUNIQUÉ
Resolution of the Gumjuer East Payam Youth Election Dispute

On 12th October 2025, the Aweil West County Youth Association Leadership issued a statement titled “Statement of Aweil West County Youth Association on the Illegal Youth Elections Conducted in Gumjuer East Payam.” The statement followed the youth election held on 11th October 2025 in Gumjuer East Payam.

The statement outlined the formation of the Preparatory Committee on 3rd September 2025, its Terms of Reference, and the circumstances preceding the election, and attempts made County Youth leadership to correct irregularities particularly the plan to reschedule the election which were blatantly refused.

The Aweil West County Youth Association declared the election illegal, null, and void based on four grounds:
1. Procedural irregularity regarding the timing of invitation letters sent to the county youth association leadership
2. Internal disagreements among the Preparatory Committee members emanating from the violation of the constitution and refusal to listen to appointing authority.
3. Political interference by the Gumjuer East Payam SPLM Chairperson Ayii Malek Ayii.
4. Lack of legitimate mandate for those who conducted the election as prescribed in the Gumjuer East Payam Youth Society.

Following this publication of the County Youth Association Position, public reactions and tensions arose, including verbal attacks on County Youth leaders. In the interest of transparency, unity, and constitutional order, the County Youth Association Leadership initiated meetings and consultations with various stakeholders who have stake in the youth affairs to resolve the matter amicably which subsequently led to the formation of the committee.

A joint resolution committee was formed comprising representatives from relevant institutions that have stakes in youth affairs at both the County and State levels, including:
1. Luka Lual Tong, Deputy Executive Director, Aweil West County
2. Mayol Akol Ayii, County Representative
3. George Atem Garang, Chairperson, Northern Bahr el Ghazal State Youth Union
4. Bol Makuei Anyuon, Director General, Ministry of Culture, Youth and Sports
5. William Diara Atak, Chairperson, State Sports and Youth Commission
6. Marol Dhol Kuach, Director of Finance and Administration, Ministry of Culture, Youth and Sports

On the 27th of October 2025, the committee visited Wedweil, Gumjuer East Payam, where it met with the delegates, Gumjuer East Payam Youth Fraternity, County Youth Association Leadership, members of the Preparatory Committee, and community representatives to understand and review the election process and outcomes.

Committee Findings and Resolutions
After deliberations, the committee reached the following conclusions:
1. Aweil West County Youth Association acted in accordance with its constitution in the statements and actions taken.
2. There were clear violations of election procedures and processes.
3. Despite these irregularities, the election outcome was considered fair.
4. The individuals (Ayii Malek, Garang Ariik, Deng Ater, Marko Deng Tong, and Alich Wol Wol) who contributed to these violations were directed to issue written apologies to the County Youth leadership within 72 hours.
5. That once the apology letters received within 72 hours from the five individuals, the county youth association would reverse the statement issued on 12th October 2025 in the spirit of reconciliation and unity principles.

Final Resolution
Considering the committee’s findings and the fulfillment of the conditions set forth by the committee, the Aweil West County Youth Association Leadership hereby:
1. Upholds the constitution and reaffirms its commitment to lawful, democratic youth governance.
2. Revokes the statement issued on 12th October 2025, which had declared the Gumjuer East Payam election illegal, null, and void.
3. Recognizes and confirms Mr. James Deng Ater as the legitimately elected Chairperson of Gumjuer East Payam Youth Society, based on the confirmed election results.

Aweil West County Youth Association takes delight in appreciating the cooperation of all parties and commends the County and State leadership for their intervention and commitment to youth unity. We remain dedicated to strengthening democratic structures, promoting youth participation, and ensuring cohesion across all nine Payams of Aweil West County.

Mariem West Payam Youth Society Election.

On Saturday 25th October 2026, the youth of Mariem West Payam elected their leader.

In a closely contested election, Akok Guot emerged as the winner of the election garnering 65.2 % of the the votes. Samuel Akuei Alich and Ngor Lang Ngor followed closely with 30.4% and 4.4 % of the votes respectively.

The election was graced by the massive attendance and observation of the key community and government institutions.

Bol Makuei Anyuon, Director General in the State Ministry of Culture, Youth and Sport togather with Marol Dhol Kuach, the Director for Finance and Administration represented the State Ministry of Culture, Youth and Sport and Mangok Bol Bol represented County Directorate of Culture, Youth and Sport.

The election was also attended by state members of parliament in the persons of Majok Piol Mayen and Deng Ayom. Also present was the deputy Commissioner Mr. Lual Deng Chuor for the HIV/AIDS commission. Amou Yel represented the NBGS Women Union.

The youth fraternity was represented by Chimiir Mou Lual, the Secretary for youth and County Affairs, Mr. Raphael Piol Deng, the Aweil West County Youth Association chairperson, accompanied by Mr. Peter Deng Jongkor SG, David Deng Yel, the chairperson of Ayat East Payam Youth Society.

The payam leadership, community leaders and entire community was well represented. A big thanks to Kuach Kuach Mathiang, the Chairperson of preparatory committee and his team for the amazing work done.

Congratulations to Akok Guot Akok and we wish you the best in your leadership as you steer the youth of Mariem West Payam to Unity, development and positive transformation.
