Subject: Urgent Concern Regarding the Ongoing Conflict Between Twic East and Hol Communities in Duk County

Your Excellency,

Please accept my warm greetings and highest respect.

I am writing to express my deep concern regarding the continuing conflict between the Twic East and Hol communities in Duk County. Despite the commendable efforts undertaken by your office and other stakeholders to promote peace, the situation remains unresolved and continues to pose serious security, humanitarian, and social challenges to the affected communities.

Since assuming my role as Chairperson of the Duk County Youth Association in Juba, I have consistently advocated for peaceful coexistence and dialogue among our communities. While some progress has been made, the desired level of cooperation and commitment from all parties has not yet been fully achieved, limiting the effectiveness of these efforts.

Recently, the leadership of the Duk Community Development Association and the Duk Traditional Authority engaged their counterparts from Twic East in an effort to initiate dialogue and reconciliation. The recent peace process was initiated by Sultan Duot Ajang Duot, the Head Chief of Kongor Payam along with other prominent chiefs from Twic East, while the Duk chiefs were led by Paramount Chief Sultan Deng Mabur and other chiefs. Unfortunately, the initiative did not achieve the expected outcome, highlighting the need for broader government-led intervention.

Your Excellency, for nearly two years, tensions between the communities have significantly affected freedom of movement and economic activities. Many members of the Hol community have expressed concerns regarding their safety while traveling through areas under Twic East jurisdiction, and the movement of people and goods by both road and water has been severely disrupted. This situation continues to negatively affect livelihoods and social relations.

The affected communities have patiently awaited a comprehensive and sustainable resolution. In this regard, I respectfully recommend broadening the peace process to include the County Commissioners of Bor, Twic East, and Duk Counties, working closely with traditional authorities, chiefs, youth leaders, women representatives, and religious leaders. Their collective influence and grassroots credibility could provide the momentum needed to achieve lasting peace.

I also respectfully propose the meaningful involvement of Members of Parliament and other political leaders whose voices carry significant influence within the affected communities. Furthermore, diaspora communities should be engaged as important stakeholders whose contributions can positively support reconciliation and peacebuilding efforts.

Your Excellency, the situation remains urgent and requires renewed attention. I remain fully committed to supporting any peace initiative under your leadership and stand ready to contribute in any capacity that may assist in restoring harmony among our people.

BURIAL & FUNERAL ANNOUNCEMENT*

This is to inform relatives, friends, colleagues, in laws and general public on the following:

1. The remains of the late Maj. Gen. Dr. Manyang Agoth Thon will arrive in Juba airport on Thursday; 28th May 2026 at 11:00am;
2. The requiem mass and viewing will be held in Emmanuel Parish on Saturday; 30th May 2026 at 9:00am;
3. The Military Parade in honour of the deceased will be held on Monday; 1st June, 2026 in Bilpam HQs at 8:00am
4. The burial will take place on Monday; 1st June, 2026 at 10:00am at the Heroesโ€™ cemetery in Jebel Kujur;
5. The funeral prayers will be held in Medan Simba, near Giada Military Hospital on Wednesday, 3rd June, 2026 at 11:00am.
6. Buses to facilitate transportations will be stationed in Nilepet Petrol Station in Sherkhat.

We would like to inform the members of DCYA in Juba that our Deputy Chair, John Deng Aleer, who was delegated by our capable Chairman, Eng. Mamer Makuei Mamer, to be part of a joint delegation for flood assessment and d**e inspection missions to Bor, Twic East, and Duk Counties.

The Deputy Chair safely returned to Juba this evening along with delegates from Bor and Twic East.

We are very thankful to the government and partners for their ongoing service to our vulnerable communities.

JUBA โ€“ The Chairperson of Duk County Youth Association (DCYA) joined counterparts from Bor and Twic East today for a high-level meeting with Honourable Lam Tungwar Kueigwong, Undersecretary of the Ministry of Water Resources and Irrigation.

The delegation included DCYA Chairman Eng. Mamer Makuei Mamer alongside Elijah Manyok Jok (BCYA Chairman) and Junior William Deng (TEYA Chairman) and the Senior Environmental Specialist Eng. Nhial Titmamer.

Discussions centered on the escalating climate crisis affecting our three sisterly counties

Key Discussion Points:

: Urgent strategies to protect communities from rising water levels.
: Long-term infrastructure priorities to prevent seasonal displacement.
: Strengthening the unified front between the three counties to secure national support.

This meeting highlights the vital role of youth leadership in tackling the environmental challenges threatening our livelihoods. By working directly with the Ministry, we are ensuring that the voices of our people are heard at the highest levels of government.

Construction has already begun on three new offices and a shop at the DCYA Centre in Hai Maker, Sherikat.

TO: The Duk Community, the Family of Dr Manyang Agoth Thon, Wut Nyarweng, and the People of South Sudan
The Duk County Youth Association (DCYA) joins the rest of the nation in mourning the passing of Dr Manyang Agoth Thon, who passed away yesterday in Australia.
Today, South Sudan bows its head in solemn tribute to a true liberator and one of the pioneering members of the Sudan Peopleโ€™s Liberation Movement (SPLM). Dr Manyang did not merely witness our historyโ€”he played a vital role in shaping the freedom we enjoy today.
As one of the earliest champions of liberation, he dedicated his entire life to the struggle for justice, dignity, and the right of our people to determine their own destiny. His role as a founding member of the SPLM stands as a lasting testament to his unwavering commitment to a free and independent South Sudan.
The youth of Duk County, and indeed the entire nation, will forever remain grateful for his legacy. From the frontlines of the struggle to distinguished achievements in academia and professional life, he embodied the enduring spirit of service, proving that the work of a liberator continues beyond the battlefield.
To the bereaved family: We extend our deepest condolences and stand with you in this time of profound sorrow. We take pride in a life so honourably lived.
To Wut Nyarweng and the Duk Community: We share in your grief. We have lost a pillar of our identity and a leader whose guidance carried us through some of our most difficult times.
To the people of South Sudan: We mourn the loss of a national hero whose sacrifices and dedication contributed immensely to the birth of our Republic.
The void left by Dr Manyang Agoth Thon will be difficult to fill. Yet, his legacy enduresโ€”in the freedom of our nation and in the collective memory of the struggle he helped lead.
May Almighty God grant him eternal rest among the heroes of our land, and may He comfort all who grieve this great loss.
