Subject: Urgent Concern Regarding the Ongoing Conflict Between Twic East and Hol Communities in Duk County
Your Excellency,
Please accept my warm greetings and highest respect.
I am writing to express my deep concern regarding the continuing conflict between the Twic East and Hol communities in Duk County. Despite the commendable efforts undertaken by your office and other stakeholders to promote peace, the situation remains unresolved and continues to pose serious security, humanitarian, and social challenges to the affected communities.
Since assuming my role as Chairperson of the Duk County Youth Association in Juba, I have consistently advocated for peaceful coexistence and dialogue among our communities. While some progress has been made, the desired level of cooperation and commitment from all parties has not yet been fully achieved, limiting the effectiveness of these efforts.
Recently, the leadership of the Duk Community Development Association and the Duk Traditional Authority engaged their counterparts from Twic East in an effort to initiate dialogue and reconciliation. The recent peace process was initiated by Sultan Duot Ajang Duot, the Head Chief of Kongor Payam along with other prominent chiefs from Twic East, while the Duk chiefs were led by Paramount Chief Sultan Deng Mabur and other chiefs. Unfortunately, the initiative did not achieve the expected outcome, highlighting the need for broader government-led intervention.
Your Excellency, for nearly two years, tensions between the communities have significantly affected freedom of movement and economic activities. Many members of the Hol community have expressed concerns regarding their safety while traveling through areas under Twic East jurisdiction, and the movement of people and goods by both road and water has been severely disrupted. This situation continues to negatively affect livelihoods and social relations.
The affected communities have patiently awaited a comprehensive and sustainable resolution. In this regard, I respectfully recommend broadening the peace process to include the County Commissioners of Bor, Twic East, and Duk Counties, working closely with traditional authorities, chiefs, youth leaders, women representatives, and religious leaders. Their collective influence and grassroots credibility could provide the momentum needed to achieve lasting peace.
I also respectfully propose the meaningful involvement of Members of Parliament and other political leaders whose voices carry significant influence within the affected communities. Furthermore, diaspora communities should be engaged as important stakeholders whose contributions can positively support reconciliation and peacebuilding efforts.
Your Excellency, the situation remains urgent and requires renewed attention. I remain fully committed to supporting any peace initiative under your leadership and stand ready to contribute in any capacity that may assist in restoring harmony among our people.
